Information for World Assembly Voters is a program by the Ministry of World Assembly Affairs that aims to keep nations in The North Pacific and elsewhere informed on World Assembly (WA) happenings, and in particular on WA resolution votes.
As part of the program, the Ministry will be producing and distributing publications on these aspects of WA, including but not limited to proposal assessments and voting recommendations. A record of all material published under this program is shown below.

I think it goes really without much saying that this proposal is set to pass. Or at least it should. The target resolution, aside from numerous flaws grammatically (of which this author cannot claim to be totally innocent of) has some serious flaws contained within. While well meaning and well intended, it reads very much like a "one size fits all" style proposal which historically tend to be bad.
As the delegate from Mall has demonstrated both GA side and below, the loopholes contained within also effectively render certain aspects of the target resolution toothless at best and moot at worst. All in all, the theory might have been solid, but the practical fell down where it was needed most.

This is a relatively straightforward matter. The region that the original resolution commended was left to die, as the community maintaining it had gone inactive. It was later refounded by a puppet of Mallorea and Riva, with the sole intent of keeping the region with its commendation badge as a "trophy".
The text of the proposal takes adequate care to emphasize that the repeal is not because the original commendation was not deserved. Instead, it highlights the actions of the original community as meritorious, and therefore ensures that they will continue to be recognized by the Security Council. Members of the original community have stated their support for the repeal of the commendation. Even Mallorea and Riva himself has commented that he does not object to the repeal.
Therefore, supporting this repeal appears to be the natural choice.

This proposal addresses an issue that is genuinely internatonal by nature. Intercountry adoption policy cannot possibly be formulated in an efficient manner by individual nations. A prospective parent in one nation would need to deal with different protocols and regulations when dealing with adoption agencies in separate nations in the absence of a uniform process like the one that this proposal seeks to establish. Coordinating activities in such a way that could not otherwise be accomplished by individual member nations or groups of member nations as a major responsibility of the World Assembly, and this proposal does so well.
In addition to regulating adoption procedures, the proposal takes strong measures to ensure the adoptees' welfare. Adopted children are effectively protected from discrimination, abuse, and trafficking. Protection of children's well-being is another area where it is important for the World Assembly to take legislative action, and therefore another reason to support this resolution.

However, this proposal is light on details as written, or at least details that are considered worthy of a commendation. From an in character perspective, having several successful multinational corporations is definitely not worthy of recognition. And while an active dedication to peace and diplomacy is noteworthy, it's given only three clauses, one of which only introduces the issue and provides no evidence.
Overall, the proposal does not adequately highlight the nominee's contributions. While the nominee is worthy of commendation, it would be unfair to them to receive such a weak one. For this reason, recommending an abstention seems appropriate.

The proposed resolution essentially covers the policy area recently left bare by the repeal of the Oil Tanker Standards Act - a very sensible idea for a resolution, I think. After all, the unregulated transportation of hazardous materials poses a constant transnational threat. Therefore, international cooperation to prevent damage to the environment caused by "leaks and spills" of dangerous materials is certainly worthy of consideration by the World Assembly.
I take minor issue with some content in the resolution, however. The Spills and Leaks Disaster Administration is an unnecessary addition to the World Assembly's bureaucracy because the International Transport Safety Committee - an preexisting committee - could easily assume the responsibilities delegated to the SaLDA. I have minor concerns regarding the vagueness of the SaLDA's mandate as well, as it's tasked with the very broad task of formulating policy that "minimizes the risk of a spill or leak during material transport and storage." However, while I would rather see some more specifics regarding how the SaLDA formulates its policy, I am aware that the character limit may not make such a degree of specification feasible.
Despite those minor quibbles, I find the use of bureaucracy appropriate for the task, and I like the flexibility that clause two permits. I also find the provision meant to ensure the implementation of policies formulated by SaLDA to be effective, along with the list of reasonable exceptions. The proposal is overall effective and of appropriate scope, and a major improvement over the previous and recently repealed legislation. For these reasons, my recommendation is to vote For this resolution.

Nazi Europe used to be arguably one of the most notorious Nazi regions, and the original condemnation was well-deserved. However, our own military, the North Pacific Army, as part of its longstanding campaign against the spread of Nazism in NationStates, has conquered, refounded, and now owns the region. The original owners of the regions, and perpetrators of the acts described in the original condemnation, have now migrated to a different region. For these reasons, it is reasonable to repeal this condemnation, in favor of a replacement condemnation of this new region.
This repeal is the first step in the replacement process, and the authors have indeed stated that a condemnation proposal for the new region is being prepared. As the new owners of Nazi Europe, we ought to support this process, and therefore vote for this resolution.

The intent of Leningrad Union was to protect the region with a password, something which the previous delegate and founder had also expressed support for.
In addition to the above, the region that is being targetted for liberation had long been abandoned by most of its natives, who had decided to merge into the separate region of The Eternal Knights. In order to prevent soil erosion, it mandates a style of crop rotation taken straight out of a "Farming for Dummies" book. Which is not to say that crop rotation isn't an effective strategy, but it should be a small part of a more comprehensive resolution on sustainable agriculture. Mandating crop rotation as a solution to soil depletion is a very poor, uninformed solution to a very complicated problem.

Regulation of nuclear weapons and their use against civilians is inherently an interregional issue, as well as a very important one. Therefore the subject of this proposal is within the scope appropriate for the World Assembly. However, the proposal itself comes rather short of appropriately addressing the subject and seems to be ineffective.
The proposal needs to be evaluated in the context of the recent repeal of GAR#102 "International Criminal Court". Following that repeal, there is currently a complete lack of accountability for war criminals and crimes against humanity. The current proposal fails to adequately fill that gap, and given that it provides no mechanism to punish violators, appears to be completely ineffectual. This area of legislation could be handled much more effectively by avoiding the weapons of mass destruction aspect and focusing on indiscriminate violence towards civilians on the whole. As passing this proposal would block any such more carefully drafted future legislation from reaching the floor, we recommend a vote against this resolution.

The resolution targeted for repeal "Reproductive Freedoms" had the effect of requiring all nations to provide the right to abortion to all of their members. Reproductive Freedoms gives final choice over the matter to the pregnant parent at any time during the pregnancy. However, it allows nations to enact policies, such as educational programs, discouraging abortions under certain scenaria, for instance late-term abortions.
The proposed repeal focuses on two arguments. First, that there ought to be more flexibility in how nations choose to regulate abortion within their jurisdiction. Following his election, Durkadurkiranistan went rogue: He attempted to overthrow democracy in The North Pacific and performed thousands of indiscriminate ejections reducing our population to fewer than 500 nations. Following that, he changed our World Factbook Entry and flag to inappropriate content, resulting in his nation's deletion by the NS moderators and in the region being left without a delegate and vulnerable. For this atrocious behavior, Durkadurkiranistan was condemned by the Security Council.
The proposal at vote is looking to repeal this condemnation. The proposal attempts to mitigate Durkadurkiranistan's behavior, by pointing out that he eventually "stepped down". Of course, in reality he hardly "stepped down", instead performing a stunt to have himself deleted and bring ridicule to the region. Control of the region by the native community is very weak. There is very serious risk that, as soon as the liberation is repealed, the region will be attacked once more, necessitating the passage of yet another liberation for the same region. The situation is exacerbated by the fact that there are serious doubts about the identity of many members of the region, including the current delegate.

You may have noticed from previous telegrams that there is currently a trend of submitting badly written or inaccurate resolutions, but with "catchy" titles and content, to the Security Council. This is another one of those.
Does General Halcones warrant a condemnation? Probably yes. However, we should care not just about the validity of the nominees, but also about the quality and the veracity of the documents passed by the World Assembly.
The resolution uses overly dramatic language ("barbaric") to describe activities that virtually all modern militaries use, in a non-destructive manner, for training. Instead of describing raiding in generic terms, the resolution should have focused on emphasizing the destructive variant of raiding used by The Black Riders. The resolution fails to substantiate its claims, as it could have done for instance by enumerating a few of the many regions The Black Riders have refounded under the instructions of General Halcones. It fails to mention that General Halcones invented many of the currently widely used techniques for timing, which have been instrumental in enabling the destruction of regions. Finally, it makes incorrect claims, in the form of the supposed instructions from General Halcones on how raider delegates should vote in the World Assembly.
For all these reasons, we recommend that you vote against this resolution.

Despite the recommendation against, let me preface this by saying that this proposal is a welcome change to the recent trend of pointless and spam Security Council resolutions. The proposal seeks to repeal the commendation of Luna Amore, possibly best-known as long-term Issues Editor. The proposal does not claim that the original commendation is unwarranted. To the contrary, it argues that the commendation is not written well enouh, and that Luna Amore deserves a better one.
While this is a reasonable argument, the problem lies on the fact that, currently, no draft for a replacement, better written commendation exists. The author of the proposal has avoided to commit to writing one, and there is no sign that some other credible author is planning to undertake the replacement task. As a result, there is a plausible danger of repealing this resolution, in expectation of a better replacement that never comes.

International patent cooperation is an issue that is well-within the scope of World Assembly legislation, and following the repeal of previous resolutions on the subject there is currently a legislative gap. This proposal attempts to fill this gap, but does so in a vastly overreaching manner.
The proposal mandates that, should one WA nation grant a patent for some invention, then all currently 15,000 WA nations have to recognize that patent. What is worse, nations have to recognize that patent for a minimum of 20 years, regardless of its subject area and, perhaps worse, regardless of what the duration for patents granted by the nations themselves is.
The proposal does not provide any legroom for nations to maintain their own legislation on intellectual property: a single WA nation out there with loose and inflexible regulations can override the internal intellectual property legislation of all other 15,000 sovereign WA nations. If a nation decides to try to boost innovation by shortening durations for patents, it cannot enforce its own policy, as it will have to recognize patents granted in other nations. If a nation even decides to enforce stricter criteria on what is patentable in some innovation area, for ethical reasons or in an effort to promote free distribution of innovation, once again it is powerless to do so given that it will be forced to accept patents granted by other nations that have different policies.
In addition to the above, the proposal invites nations to become "patent havens", analogous to tax havens: Certain nations can intentionally create very low standards for what is patentable, for the sole purpose of attracting inventors to patent their products there. This is to the detriment of other nations, which enforce stricter regulations out of a desire to bolster innovation and distribute its fruits more broadly. Patent-haven nations can additionally attempt to selectively deregulate patents in certain areas where it will be to their benefit to interfere with competitors' internal markets. Westwind decided to abolish the constitution by decree, and impose in its place an oligarchic regime known as the Crimson Order. Their reign caused considerable grief in the region, with the constitutional government and our nations spending several months trying to restore democracy to the region.

This proposal is a so-called "insta-repeal", which means that it seeks to repeal a resolution that was very recently enacted. In this case, the original resolution, Marine Debris Accord, was enacted last week and as a region we voted in support.
The repeal proposal identifies certain issues with the definitions included in the original. There is some validity to the issues identified, for instance that the definition of "marine debris" is so broad that it prohibits even measures that can benefit the environment. However, most of the issues identified are minor, and overall do not severely reduce the quality of the original resolution.
At the same time, we need to take into account the risk of, should the repeal pass, ending up in a situation where there is no legislation on marine debris at all. This proposal is a so-called "insta-repeal", which means that it seeks to repeal a resolution that was very recently enacted. In this case, the original resolution, Marine Debris Accord, was enacted last week and as a region we voted in support.
The repeal proposal identifies certain issues with the definitions included in the original. There is some validity to the issues identified, for instance that the definition of "marine debris" is so broad that it prohibits even measures that can benefit the environment. However, most of the issues identified are minor, and overall do not severely reduce the quality of the original resolution.
At the same time, we need to take into account the risk of, should the repeal pass, ending up in a situation where there is no legislation on marine debris at all. The proposal is looking to repeal a liberation that was passed in order to prevent the raider occupiers of the region from refounding it. Given that the raider occupiers are no longer in control of the delegacy, the argument goes, the liberation is no longer necessary and should be repealed.
However, the proposal overlooks the very vulnerable status of the region. The previous raider delegate, Sadko, is still in the region and has enough influence that they cannot be removed for at least another month. Their presence in the region means that it is relatively easy for raiders to return and install Sadko back in the delegacy, from where they can once again commit multiple ejections or threaten to grief the region. The fact that the previous occupiers have publicly threatened to return makes the above a very plausible danger. Should the occupiers return, the presence of the liberation is going to be a significant hindrance to their work.
Moreover, it is not currently clear whether the repeal has any support by the native community. One nation residing in the target region authored a repeal draft of their own, but beyond that there is no other evidence of native support for a repeal.
Once Sadko is removed, and should natives indicate a clear support for a repeal, then such a proposal will be appropriate. But at this stage, the repeal of the liberation is at this stage premature, and seriously endangers the region.
