Description: The Security Council,

Recognizing General Halcones as the Founder and Overlord of The Black Riders, a Raider region already condemned by this council on previous occasions,

Acknowledging that General Halcones is considered the "father" of modern-day raiding, having invented the tactic of "tag raiding", which in turn has contributed to over 10000 regions raided over the past three eras of The Black Riders,

Further Acknowledging that General Halcones is responsible for leading raids on more than half of these regions, attacking innocent World Assembly Delegates and forcibly removing natives from their homes,

Disgusted that General Halcones has constructed The Black Riders in its image, training the officers of The Black Riders to engage in ruthless and barbaric behavior, who in turn teach these tactics to new nations, permanently corrupting them,

Horrified that General Halcones encourages the nations of The Black Riders to use their World Assembly status to commit these atrocities,

Shocked that General Halcones encourages The Black Riders to seize innocent regions, forcibly occupy them, and use them to vote against World Assembly proposals created to improve the world by restricting international crime, later destroying these regions,

Outraged by these actions and seeking an end to General Halcones' reign of terror,

Hereby Condemns General Halcones of The Black Riders.

You may have noticed from previous telegrams that there is currently a trend of submitting badly written or inaccurate resolutions, but with "catchy" titles and content, to the Security Council. This is another one of those.

Does General Halcones warrant a condemnation? Probably yes. However, we should care not just about the validity of the nominees, but also about the quality and the veracity of the documents passed by the World Assembly.

The resolution uses overly dramatic language ("barbaric") to describe activities that virtually all modern militaries use, in a non-destructive manner, for training. Instead of describing raiding in generic terms, the resolution should have focused on emphasizing the destructive variant of raiding used by The Black Riders. The resolution fails to substantiate its claims, as it could have done for instance by enumerating a few of the many regions The Black Riders have refounded under the instructions of General Halcones. It fails to mention that General Halcones invented many of the currently widely used techniques for timing, which have been instrumental in enabling the destruction of regions. Finally, it makes incorrect claims, in the form of the supposed instructions from General Halcones on how raider delegates should vote in the World Assembly.

For all these reasons, we recommend that you vote against this resolution.
 
This goes to vote in four updates from now. I am starting the thread early because I don't know whether I'll be able to create it some other time before it goes to vote.

I am ambivalent. Halcones certainly deserves a condemnation, but he should get a well-written one, and not something written by Nephmir. Voting present for now.
