The Faibuaizu Treaty has been adopted, and the Faibuaizu Alliance formed.

Daihyotekina Mono is the current Chairperson. Parker Fuller is the current Deputy Chairperson.

The current Diplomatic Headquarters are located at 1 Faibuaizu Way, Klarliert, Darcania.

Members:
Faibuaizu Treaty:
Section I: Definitions
  1. Member: A Nation-State who has fulfilled all the requirements of membership, as listed below.
  2. Member in Good Standing: A Member which has not broken a Required term of this treaty, or who has been forgiven by proposal for previously breaking a Required term.
  3. Member Not in Good Standing: A Member which has broken a Required term of this treaty, but who has not had their membership revoked and who has not yet been forgiven by proposal.
  4. Non-Member: A Nation-State who has not fulfilled all the requirements of membership, as listed below.
  5. Required: Members breaking a Required term will face appropriate punishment as determined by this treaty. Proposals breaking a required term will be considered null and void.
  6. Encouraged: Members breaking an Encouraged term will face no punishment from this treaty, though other members may react accordingly within the bounds of this treaty.

Section II: Membership
  1. A non-member is required to have been invited into this Alliance by a member in good standing before being considered for membership.
  2. The inviting member is required announce the invitation to the other members.
  3. The invitee must accept the invitation, announce their representative, and provide their location on the world map before being considered for membership.
  4. If the invitee fails to perform the above within 7 days of the announcement of the invitation, the invitation is assumed to be rejected.
  5. The invitee may reject the invitation at any point before becoming a member.
  6. The invitee must acquire another invitation before being considered for membership again.
  7. The proposal is required to pass with a two-thirds majority.
  8. The invitee must swear to follow the Treaty after the above proposal passes, at which point the invited non-member becomes a member.
  9. The five founders of this Alliance, New Sekai, Wolfsea, Nessuno, Nebula, and Darcania, are considered members upon the ratification of this treaty and subsequent formation of this Alliance.
  10. A member who has their membership revoked is considered a non-member, and is required to fulfill the above requirements again before they may become a member again.
  11. Any proposal which revokes the membership of a member is required to pass with a two-thirds majority.
  12. Members in good standing may propose to forgive a member not in good standing; upon such a proposal passing, the relevant member becomes a member in good standing. Such a proposal is required to pass with a simple majority to take effect.
  13. Members in good standing may propose to condemn a member in good standing; upon such a proposal passing, the relevant member becomes a member not in good standing. Such a proposal is required to pass with a simple majority to take effect.

Section III: Proposals
  1. Any member may submit a proposal to this Alliance.
  2. The proposal is required receive a majority vote of "Aye" for it to take effect, unless this treaty requires a two-thirds majority, in which case the proposal must receive a two-thirds majority vote of "Aye".
  3. Members are required to submit to the terms of the proposal when it takes effect.
  4. All proposals are subordinate to this treaty.

Section IV: Diplomatic Missions
  1. All members are required to establish permanent diplomatic missions with all other members.
  2. All members are encouraged to establish permanent diplomatic missions with any allies of other members.
  3. All members are encouraged to withdraw permanent diplomatic missions with any nations at war with other members.

Section V: Defense
  1. Members are required never to declare war on other members.
  2. Members are encouraged never to declare war on non-members.
  3. Any non-member at war with any member is required to cease hostilities with all members upon becoming a member.
  4. Members are encouraged to provide land to all other members for the use of a military base.
  5. Members are required to provide material assistance to any member at war with a non-member.
  6. Members are required to provide no material assistance to any non-member at war with a member.
  7. Any member at war with a non-member is encouraged to propose to this Alliance to declare war on that non-member.
  8. The proposal is required to pass with a two-thirds majority.
  9. In the case of civil war, the government or government-in-exile which fulfills the above membership requirements is considered a member, while any other government or government-in-exile of a member nation-state is considered a non-member.

Section VI: Espionage
  1. Members are required to inform any other members of any espionage activity in their respective nations.
  2. Members are encouraged never to spy on the government or people of any other members' nations.
  3. Members are required to share any intelligence they learn pertaining to any other member with that member.
  4. Members are encouraged to share any intelligence they learn with all other members.
  5. Members are required to share any intelligence they learn pertaining to this alliance with all other members.

Section VII: Extradition
  1. Members are required to extradite any criminals to other members upon request.

Section VIII: Free Trade
  1. Members are required to establish free trade agreements with all other members.
  2. Members are required to impose no tariffs, taxation, fees, or penalties on trade between member states, with the exception of military or rationed goods.
  3. Members are not required to apply this section to members not in good standing.

Section IX: Open Borders
  1. Members are required to allow free travel between and within member states by their respective citizens, excepting citizens who by law cannot travel.
  2. Members are encouraged to allow free travel between and within member states by their respective military.

Section X: Amendments
  1. Proposals which amend this treaty are required to pass by two-thirds majority.

Section XI: Leaders and Headquarters
  1. Daihyotekina Mono is designated as the Chairperson of this Alliance.
  2. If at any point the chairperson is not an official representative of a Member in Good Standing, the above clause is null and void until the chairperson designated by the above clause is an official representative of a Member in Good Standing.
  3. The chairperson is required to enforce and fulfill the law of this Treaty.
  4. Parker Fuller is designated as the Deputy Chairperson of the Faibuaizu Alliance.
  5. If at any point the deputy chairperson is not an official representative of a Member in Good Standing, the above clause is null and void until the deputy chairperson designated by the above clause is an official representative of a Member in Good Standing.
  6. The deputy chairperson is required to assist the Chairperson with his/her responsibilities and to act as Acting Chairperson if the chairperson is absent or the position vacant.
  7. If the position of Chairperson and Deputy Chairperson is vacant, the representative from the first of the five Founders, New Sekai, Wolfsea, Nessuno, Nebula, and Darcania, in good standing will act as the Chairperson pro tempore.
  8. The Chairman pro tempore is required to begin discussion on appointing new Leaders as soon as they are able.
  9. 1 Faibuaizu Way, Klarliert, Darcania is designated as the Diplomatic Headquarters of the Faibuaizu Alliance.
  10. If at any point the Headquarters are not in international territory, the above clause is null and void until the Headquarters designated by the above clause are in international territory.
  11. The Adventure Galley is designated as the Military Headquarters of the Faibuaizu Alliance.
  12. The Military Headquarters will act as Acting Diplomatic Headquarters if the Diplomatic Headquarters are not under Faibuaizu control or the position vacant.

  6. Proposals are required not to be edited when the discussion period has ended.
  7. The voting period is required to last a minimum of twenty-four hours.
  8. Voting periods for multiple proposals are required never to overlap.
  9. "Abstain" is required to be an option for all votes.
  10. Proposals which contradict previous proposals or the Treaty are invalid.
  11. Amendments, labeled as such, do not contradict previous proposals or the Treaty.

The Faibuaizu Treaty will be amended as follows:
  1. The following Section shall be added to the Faibuaizu Treaty:
    Section XI: Leaders and Headquarters
    1. Sens? Ky?ki is designated as the Chairperson of this Alliance.
    2. If at any point the chairperson is not an official representative of a Member in Good Standing, the above clause is null and void until the chairperson designated by the above clause is an official representative of a Member in Good Standing.
    3. The chairperson is required to enforce and fulfill the law of this Treaty.
    4. Scian kul Kroning is designated as the Deputy Chairperson of the Faibuaizu Alliance.

  1. The following Clauses will be amended to the Resolution:
    1. Proposals submitted according to the Treaty are required to first enter a period of discussion.

    4. This discussion period is required to last until two members move for a vote.

Resolution #1, Procedure for the Discussion and Adoption of Proposals, will be amended as follows:
  1. Clauses 10 and 11 shall be struck from the resolution.
  2. The following Clauses shall be added to the resolution:
    • Amendments that seek to amend amendments are invalid.
    • A proposal cannot succeed if all members who have not yet voted voting "Nay" would cause the proposal to fail.
    • A proposal cannot fail if all members who have not yet voted voting "Aye" would cause the proposal to succeed.

No, it should be like in the Regional Assembly: simply state that you move for a vote, like "I move for a vote." If you wish to object to a motion to vote, state "I object to the motion to vote." or similar, though I recommend you state the reasons why. If you wish to withdraw your vote, state "I withdraw my motion to vote." or similar. Aye/nay/abstain should be used only for the actual vote, to prevent confusion, as the vote is where we show whether we agree to the proposal; motions only show that we believe the proposal is ready to be voted upon and adopted in its current state.

The proposal hadn't received the motions to vote until you motioned. Despite the fact that you technically never voted, and even voted before the voting period opened, I counted your vote anyway because there weren't yet any rules on how proposals should be adopted, besides the required majority vote in the treaty.

New Sekai's proposal is now in the Discussion phase, which is required to last until at least (time=1433724211). Two motions for a vote are also required before it may move to the Voting phase.

We would like to provide the following contribution to the discussion:

New Sekai, is your proposal meant to be an amendment to the treaty or a standalone proposal? If it's an amendment to the treaty, it will require a 2/3 majority to pass, but it will also require a 2/3 majority to amend it, as opposed to a simple majority if it's a simple proposal. We recommend wording it as an amendment.

We believe the resolution should designate by name the leader and headquarters, since we may amend the resolution by majority vote at any point.

We also believe that the resolution should designate what the responsibilities the leader is required to uphold during their term.

For the leader, we suggest either ourselves, since we drafted the treaty (OOC: and since I also created the threads and am thus the only one that can edit the OP), or New Sekai for starting the negotiations for the alliance.

We have little to suggest for the Headquarters, though we do suggest that it be in international territory.

We'd also like to point out that the title of the proposal has nothing to do with the contents the proposal.

Therefore, we suggest that the proposal be edited when the leader, responsibilities, and headquarters are determined. We suggest the following formats, depending on whether New Sekai wishes their proposal to be a simple resolution or an amendment to the treaty:

New Sekai's proposal is now in the Discussion phase, which is required to last until at least (time=1433724211). Two motions for a vote are also required before it may move to the Voting phase.

We would like to provide the following contribution to the discussion:

New Sekai, is your proposal meant to be an amendment to the treaty or a standalone proposal? If it's an amendment to the treaty, it will require a 2/3 majority to pass, but it will also require a 2/3 majority to amend it, as opposed to a simple majority if it's a simple proposal. We recommend wording it as an amendment.

We believe the resolution should designate by name the leader and headquarters, since we may amend the resolution by majority vote at any point.

We also believe that the resolution should designate what the responsibilities the leader is required to uphold during their term.

For the leader, we suggest either ourselves, since we drafted the treaty (OOC: and since I also created the threads and am thus the only one that can edit the OP), or New Sekai for starting the negotiations for the alliance.

We have little to suggest for the Headquarters, though we do suggest that it be in international territory.

We'd also like to point out that the title of the proposal has nothing to do with the contents the proposal.

Therefore, we suggest that the proposal be edited when the leader, responsibilities, and headquarters are determined. We suggest the following formats, depending on whether New Sekai wishes their proposal to be a simple resolution or an amendment to the treaty:

I think who should be the chairperson and deputy chairperson. It should be a like a elections for it, to be fair with for everyone in the alliance, to keep it democracy in the alliance. However, I think King Sens? Ky?ki should be the acting chairperson (If absence of the elected chairperson and aswell the acting chairperson still allowed to be a candidacy in the election.) because I'm the one who started the negation of the treaty which I'm kind of the co-founder of the alliance, and I think Elder Scian kul Kroning should be the acting deputy chairperson (If absence of the elected deputy chairperson and aswell the acting deputy chairperson still allowed to be a candidacy in the election.) because Darcania who drafted the treaty which they kind of the co-founder aswell of the alliance (OOC: and they have created the thread and only one who enable to edit it right now.).

What is all this about "permissions"? Members are already permitted, by the Treaty, to propose and discuss all the above. We will suggest edits below.

Note that the first permission you proposed would contradict Clause II.2 of the Treaty: "The inviting member is required to submit a proposal to this Alliance to accept the invited non-member." As well, an invitation must be sent by a member already; having the Chairperson send another invitation would be redundant.

Also note that the second permission would have no effect, as there is no "suspension" as defined by the Treaty. There is only the revocation of Membership, though that ex-Member may always be invited back into the Alliance.

However, at any point, any member may submit a proposal amending the Chairperson and Deputy clauses to establish a new Chairperson or Deputy. This is similar to how Elders are elected in our nation: We are permanently established until such time as we pass away, but we may at any point be replaced with a new Elder should our clans so wish.

We replaced the responsibilities with a more overarching single requirement, so that any amendments to the Treaty or any passed proposals don't have to edit the Chairperson's responsibilities (which would require a 2/3 majority no matter what).

"The chairperson is required to enforce and fulfill the law of this Treaty."

Most notably, at this time, this includes the following:
  • Announcing any changes to Membership.
  • Announcing the Discussion and Voting periods for proposals, and ensuring that they last the minimum time required.
  • Counting all votes and announcing if a Resolution passes or fails.
  • Any others that we can't think of at the moment.

Further details can be elaborated on in separate proposals that don't amend the treaty, so that edits to those details would only require a majority vote to edit a resolution instead of a 2/3 majority to edit the treaty.
