Faibuaizu Alliance

Darcania:
The Watching Nebula has declared war on Rhuvanland. All members of the Faibuaizu Alliance are required by treaty to provide material support to Nebula. Faibuaizu Members are also encouraged by treaty also to declare war on Rhuvanland, though they are not required to. Nebula may, at any point, propose to the other members immediately to join the war.
We are doubling our material support to The Watching Nebula, aswell we are imposing economic embargoes and sanctions. Also, we on the highest alert and our military are prepared for any military actions against The United States of New Sekai's and our allies' sovereignty: http://forum.thenorthpacific.org/single/?p=8228358&t=7408952 .

So we encouraged rest of The Faibuaizu Alliance do the same.

We would appreciate the discount sale of warships and aircraft, as Kannex has begun efforts to ravage both of ours.

Our nation is always in state of mobilization (to prevent surprise attacks) , but we prefer wait to declare war to anybody unless hostile actions aren't taken towards us (or unless they declare war to us directly).
For now we'll just send supplies to Nebula.

We thank the government of Nessuno for their support. We do not demand that other nations declare war, but we would appreciate military support of you are capable of giving it.

With the motions of Territorio Di Nessuno and New Sekai, the following proposal is now at vote:

proposal:
Admission of The Cascadian Commonwealth
  • The Cascadian Commonwealth is hereby admitted to the Faibuaizu Alliance.

The vote must last until at least June 25 2015, 11:30 PM. (GMT: 0:00.)

[c][c]Aye[c]4
[c]Nay[c]0
[c]Abstain[c]1

(OOC: I don't know what's going on with him. Since I have a few things I need to do here to close out my temporary absence, I'll go ahead and admit you.)

With a two-thirds majority vote of "Aye" (4 Aye, 0 Nay, 1 Abstain), the proposal to admit The Cascadian Commonwealth passes.

Darcania submits the following proposal:
Proposal:
Invitee Amendment

The Faibuaizu Treaty will be amended as follows:
  1. The following Clauses will be amended to the Treaty:
    Section II: Membership
    1. A non-member is required to have been invited into this Alliance by a member in good standing before being considered for membership.
    2. The inviting member is required announce the invitation to the other members.
    3. The invitee must accept the invitation, announce their representative, and provide their location on the world map before being considered for membership.
    4. If the invitee fails to perform the above within 7 days of the announcement of the invitation, the invitation is assumed to be rejected.
    5. The invitee may reject the invitation at any point before becoming a member.
    6. The invitee must acquire another invitation before being considered for membership again.
The inviting member is required to submit a proposal to this Alliance to accept the invited non-member.
    7. The proposal is required to pass with a two-thirds majority, at which point the invited non-member becomes a member.
    8. The invitee must swear to follow the Treaty after the above proposal passes, at which point the invited non-member becomes a member.
    9. The five founders of this Alliance, New Sekai, Wolfsea, Nessuno, Nebula, and Darcania, are considered members upon the ratification of this treaty and subsequent formation of this Alliance.
    10. A member who has their membership revoked is considered a non-member, and is required to fulfill the above requirements again before they may become a member again.
    11. Any proposal which revokes the membership of a member is required to pass with a two-thirds majority.
    12. Members in good standing may propose to forgive a member not in good standing; upon such a proposal passing, the relevant member becomes a member in good standing. Such a proposal is required to pass with a simple majority to take effect.

(OOC: For "provide their location on the world map": This will help ensure that Faibuaizu remains "canon", aka that our actions will affect the story of TNP as a whole.)

This will provide invited non-members the chance to accept or deny the application, giving them a choice in the matter. Apologies for introducing this issue when we proposed the Treaty; we did not believe any others would be invited into the alliance.

Darcania submits the following proposal:
Proposal:
Procedure Amendment

Resolution #1, Procedure for the Discussion and Adoption of Proposals, will be amended as follows:
  1. The following Clauses will be amended to the Resolution:
    1. Proposals submitted according to the Treaty are required to first enter a period of discussion.
    2. Non-members being invited into the Alliance may discuss any proposal involving them.
    3. This discussion period is required to last a minimum of twenty-four hours.
    4. This discussion period is required to last until two members move for a vote.
    5. Edits to a proposal invalidate all previous motions for a vote.
    6. Proposals are required not to be edited when the discussion period has ended.
    7. The voting period is required to last a minimum of twenty-four hours.
The voting period is required to last until all members have voted.
    8. Voting periods for multiple proposals are required never to overlap.
    9. "Abstain" is required to be an option for all votes.
    10. Members who have not voted are assumed to vote "Nay".
    11. Such assumed votes may not be counted when determining the failure of a proposal.
    12. Proposals which contradict previous proposals or the Treaty are invalid.
    13. Amendments, labeled as such, do not contradict previous proposals or the Treaty.

The above allows proposals to still pass even when all members have not yet voted.

As well, we would like to point out that the following proposal we submitted is still under discussion:
Proposal:
Condemnation Amendment

The Faibuaizu Treaty shall be amended as follows:
  1. The following Clause shall be added to Section II:
    • Members in good standing may propose to condemn a member in good standing; upon such a proposal passing, the relevant member becomes a member not in good standing. Such a proposal is required to pass with a simple majority to take effect.

Finally, while we won't submit an amendment ourselves, we must announce that Scian will be incapable of properly serving as Deputy Chairman for some time, though he will serve should New Sekai's representative fail to adequately serve as Chairman or need to also leave. We suggest, should one submit a proposal to change the Chairman and Deputy Chairman, that the representative from Wolfsea or New Sekai be chosen as Chairman and the representative from The Cascadian Commonwealth be chosen as Deputy Chairman.

On your second proposal: Why does it say "Nay" when Abstain would fit better? Is Abstain not a valid vote, especially when a member doesn't vote at all? That is a small thing I noticed, and other then that I support your proposals and final suggestion.

A vote of "Nay" would ensure the status quo. As well, if "Abstain" were used, then even if a single person votes in the required 24 hours, they may pass or fail the proposal. Nay was used so a quorum of "Aye" would need to be obtained even with absent members. Clause 11, "Such assumed votes may not be counted when determining the failure of a proposal," ensures that, even with 24 hours passing, quorum to overpass the assumed "Nay" would still have to be reached to pass, while a quorum to agree with the assumed "Nay" would also have to be reached for the proposal to fail.

(EDIT): Realistically, it comes down to semantics: Assuming Aye, Nay, or Abstain and saying they can't be used to determine the passage, failure, or quorum of a vote would achieve the same result. Assuming "Nay" would, psychologically speaking, encourage people, especially those who like a vote, to vote. As well, assuming "Abstain" would make the next clause significantly harder to word correctly.

Those who would vote Nay do, of course, need to actually vote Nay for it to contribute to the failure of a proposal.

We are agree with your proposals.

About the change of the Chairman and Deputy Chairman we prefer wait the opinion of the other members.

Nessuno:
We are agree with your proposals.
Nebula:
We support all of these proposals and hope that Scian will be able to return soon.
Cascadia:
Are these all motions for a vote? Please remember that we don't consider a simple agreement to be a motion for a vote.

As well, since only one proposal may be put to vote at a time, we suggest that we vote in the following order: Procedure Amendment, Invitee Amendment, Condemnation Amendment.

PASSED

The vote must last until at least (time=1435614480).

Aye [c]6
[c] Nay [c]0
[c] Abstain [c]0

As the Alliance is now capable of running with absent members, I leave the running of the rest of the votes to New Sekai. The Invitee Amendment is next, followed by the Comdemnation Amendment. Both have received the requisite motions for a vote.

(OOC: Feel free to PM me whenever the OP needs editing, if I haven't done so already.)

(OOC: I'm an idiot.)

We sincerely apologize to the other representatives; as stated previously, we aren't as thorough or experienced when it comes to laws as humans, especially when it comes to human laws.

We have found an issue, as pointed out by those more gifted at laws, with the amendment that just passed: While it wouldn't require all members to vote in order for a proposal to pass, it would require all members to vote in order for a proposal to fail.

We are currently working on an amendment to the recently passed resolution to fix this issue.
