Albane looked through the chamber counting the votes that have been noted down so far before looking back up.

"It seems the answer is clear on both proposals, I see no reason to draw the inevitable out longer than it needs to be. both votes pass."

Albane sighed quietly as he looked through the chamber again locking eyes on Bakkal as he spoke.

"Mr Bakkal. This assembly has weighed its options following the events of the past several days and has come to its conclusion. Aydin's membership within the pact is hereby suspended. I am sorry it has come to this. With the formal consent of your government, the pact shall launch collaborative investigations into the reasons behind your countries' suspension. Be fully aware, this is not an expulsion, once the matters that have warranted suspension of your country are resolved, the suspension may be reviewed and Aydin's membership reinstated."

Bakkal looked disappointed, but he knew this would happen the walls had been closing in and it didn't take a genius to see how it was going to go. Bakkal nodded his head. "The nation of Aydin accepts these terms, I will once again apologize for the trouble this has caused between our fair nations and now I would like to take my leave." Bakkal bowing his head in shame stood up and walked out of the door and into the hallway his face a reddish color, his eyes slightly watering. This was a colossal failure on his part and was sure to be greeted with a reprimand and even demotion when he returned home. He put his hand against the wall and punch it in rage, his hand bled and tears flowed down his cheeks. He slumped down against the marble wall and cried.

Sharma sighed. It was done. She would need to have a...talk with that dork...er, fool Bakkal after. But first, the Government had given her another matter to attend to.

"On that note, First Secretary," she chimed in, "whilst planning for the investigation begins I would like to bring up the matter of one of our own august members. Since January, Predice has been fighting a costly war against the bloody communist regime in New Aleman, and as members of this Pact we are bound by treaty and by honor to assist them. For our part, we have been sending funds to Predice to assist in their war effort. We would encourage any of the other members who are not yet contributing in some way to join us and do so, to help our fellow Pact member beat back the reds."

Sharma paused briefly. "In addition, I would like to propose that we, the members of this Pact craft, sign, and release a joint statement condemning these communists for their aggressive actions against Predice, and thereby against the Pact, and inviting other nations and organizations who believe in freedom and democracy to take a stand for what's right and support Predice."

Albane nodded "I agree with this notion. A joint statement will show that we're not ignoring the situation. But in the grand scheme of things I am not sure why New Aleman would give a single mince* about our denunciation. the New Alemaners are convinced they're alone in the world, and for the most part, they are. the only 'favorable' relationship they have with another country is Saintonge. And I am not sure why our denunciation would call other organizations to action, what stake do they have in the conflict?" Albane sighs with a calming breath.

"Norsia is already sending financial and material assistance to Predice, including weapons and some of our current generation tanks. in terms of sending true military reinforcements, Norsia's hands are tied. We're already honoring our commitments to other nations within this Pact and that of the Bergum Pact, as well as honoring commitments and alliances we've made outside of these pacts. Another issue is Predice is far afield from Norsia, and what we send must be by merchant's vessel. And New Aleman has taken to a policy of unrestricted commerce raiding within its own waters and that of Predice. which puts our vessels at great risk, the only vessels they've promised not to shoot are Santonian. Even our biggest planes fall short of Predice, and must land in a friendly country, most likely Yalkan or Saintonge, even with aerial refueling Norsia lacks the range to go by air route without stops."

"If the Predicean ambassador requests monetary assistance then Mondari would be more than happy to assist them. However, due to the sheer distance between Predice and the homeland it would be inefficient and mostly for show if Mondari tried to send military assistance. That being said, if Mondari did assist Predice it would be because they are an ally and an important partner, not because the homeland wants any part of your little political power show against communism. Thank you."

"I have to agree with Mr. Rosales. If Predice requests further assistance Norsia will try to render it to them if we can because they're an ally, an important partner, and our friends on the world stage. It does not matter if they're fighting communists, fascists, or some old demonic hag with a rock-hard loaf of bread. Norsia is allied to a communist state and a Socialist state, I dare say Norsia itself is leaning towards being a socialist state in some regards. We have no time or care for political power shows against communism or socialism. A social reform here and there may actually improve the lives of the Emperor's average citizen, or at least the destitute, good Gods, bar your doors!"

"I am saddened," Sharma quickly responded, "That certain members of this Pact would not only minimize the commitment of a fellow member of this Pact to the safety of another fellow member from an enemy that would strip their people of their sovereignty and their freedom but seize any opportunity to mock and lecture us in these halls for daring to name the rot at the heart of the enemy that threatens our fellow member."

Sharma sighed. The continentals never tired of whining. "Nevertheless," she continued, "I commend those members who have spoken up thus far for pledging assistance to Predice should they request it." Sharma turned to Albane. "On the note of the joint statement, I agree with you, Mr. First Secretary, that it is unlikely for New Aleman to give the statement any serious thought. However, I also agree with you that despite this, a statement would show that we're ready to act whenever and however we are needed, and that we are well aware of what the reds are doing to our fellow member."

"On that note," Sharma concluded, "I propose a recess, in order to both allow the Secretariat to plan the Pact's investigation of Aydin as well as to allow us to draft the joint statement."

Mason looked at the Syrixian rep, puzzled by their use of words "Miss Sharma, i cannot speak for Mr. Albane, however, I never once minimized the commitment of Syrixia in this Pact or denied the threat that New Aleman poses to Predice. That being said, from my point of view, this is just another way for Syrixia to push its anti-communist agenda. I am not blind to the damage that communism did to Craviter, however, Mondari wants no part of Syrixia's political agenda. Our nations are allies but they do not share the same political motives. Mondari has many policies that could be called socialist, we have no ideological hatred towards communism like Syrixia seems to hold. Mondari would help its allies against any aggressor regardless of the political standing of said aggressor. Her commitment to her allies is only limited by geography."

"Hmm.. apologies miss Sharma. I must say, yes, I do dare. You insult me and then commend me in almost the same breath." Albane gives a jovial smile "I do not recall ever belittling, minimizing, what have you.. the efforts of Syrixia to keep to their commitments to protect Predice or any other member of this pact. I do not care for Syrixian theatrics, your predecessor pulled the same kind of shit. If you want to play a victim, there is a theater down the street."

Albane takes a pause to collect his thoughts.
"This is the context of the war between New Aleman and Predice as I understand it. New Aleman's communist government has historically been relatively peaceful and open to the world. Until this war started I could book a flight and have my vacation there. They lost their only ally, that former ally was Predice. The communist regime in Predice fell to counter-revolution, as I understand it and have been made to understand it... New Aleman reasonably developed a stand-alone complex and the fear that they were surrounded by enemies which with the exception of Saintonge is a fact. They have Predice to their west, and a fascist Asturica to their east. Out of the stand-alone complex, these combined threats and the loneliness came the fear, the overt militarism, the grandstanding. Defense of the country became the main priority. Miss Sharma if Syrixia found itself alone and surrounded by countries wanting to do it harm, Syrixia would puff its chest out too. It is a sad fact that Predice and New Aleman, once close allies and friend countries became each others' mortal enemies, seeing each other as existential threats almost overnight. Predice's government hated communism then, it hates communism now. New Aleman was peaceful until it was alone in the world, with no one to lean against and the growing hatred of communism in the world, New Aleman has nothing to lose everything to gain. New Aleman is an animal that is hurt and cornered and it's lashing out. The 'rot' in New Aleman isn't communism, it is fear and hatred. If I am wrong in any of this please correct me, Mr. Frigo."


"There are a number of states in this pact that have every legitimate reason to hate communism as an ideology, and as a socio-economic and political institution, Norsia is one such state. I have kids who fought in the Norsian civil war against the Syndicalists. Yet here we are as a country and as a people, allied with communists and socialists because we can look past the boundaries of ideology and dogma. I would like to know why your people seem to hate these countries so much Miss Sharma, when Countries like mine and Prydania can look past their very recent and blood-filled history and ally countries like Cogoria."

The People's Republic of Rayvostoka would like to request admittance into the Luscova pact for the Purposes of Infrastructure, Economy, and Military.

Frigo rose to speak:
“Firstly, honoured colleagues, Predice is under attack. New Alemaner forces are fighting those of the Predicean Armed Forces. Predice is holding its own. My Government has notified me, that Predice’s main concerns currently are monetary and materiel based. Whatever aid is possible should be directed there.”
He paused, taking a sip of water. Continuing he said:
“Secondly, my Government has requested that I inform you, my honourable colleagues, that should Rayvostoka be granted entry to this pact, Predice will leave it unilaterally. This is not a place for communist infiltrators to destroy the alliance from the inside. This position of the Predicean Government is final. We must stand on principle, or not stand at all.”
With his speech finished, Frigo resumed his seat.

Vargen scratched his beard, a habit he always seemed to fall back on when deep in thought, It was a curious situation that the young clan representative found himself in. On the one hand, the clans cared little for the bizarre ideological strife that seemed to wrack the unhorsed. Capitalism and Communism were merely different tribes as far as Essalanea was concerned, the clans cared little which system other states followed so long as their dealings with Essalanea were fair. But the issue was not truly an ideological one, it was a concern of principle and good faith, Essalanea owed Predice an immense debt of gratitude.

The grand moot was seldom a place defined by ordered governance or any unifying drive, brawls and shouting matches defined the steppes most powerful ruling body. The moot was little more than a collection of squabbling chiefdoms that occasionally found their interests aligned, which made the directive that "The eternal alliance will be maintained at all hazards" a seemingly miraculous thing. Predice had brought technology, training and development to Essalanea, the nation was one of the clans oldest and most steadfast allies, losing such a partnership meant both loss of honour and equally loss of a strong patron.

It was unfortunate really, a few years earlier the pact might have welcomed Rayvostoka with little reservation, but this was a different time. There didn't seem to be a continent on Eras that wasn't wracked by war and strife and Rayvostoka had seen fit to make an application at a time when Predice was engaged in a life or death struggle with another communist state.

"Given our deep ties and bonds of honour and friendship, I am afraid we of the clans cannot in good conscience assent to the admission of Rayvostoka into the pact, in the event of a membership vote the clans will be voting no, much like our Predicean brothers and sisters, our position is final," Vargen said in a calm but assertive voice before sitting back

"We agree with the honorable positions of Predice and the Clans." Sharma added. "Be what one's personal opinion may on the communist menace, it is objective fact that to Predice and therefore to this Pact it is a menace indeed. It would therefore be an insult to not only the moral standing of this Pact but also to its basic internal security if we were to accept the Rayvostokan regime amongst us, not to mention an insult to the people of Rayvostoka who suffer under its grip. For that reason, the Empire stands unequivocally opposed to the admission of the Rayvostokan communist regime."

As Madam Sharma spoke, an aide to Utyushin whispered his orders into his ear. He nodded to his aide as he pulled back to the rest of the ambassadors. Once Madam Sharma had finished speaking, Utyushin rose to give his voice.

“The Second Arcanstotskan Republic will oppose the application of the People’s Republic of Rayvostoka to join this Pact. Though Rayvostoka and the Second Republic are cultural brothers and Arcanstotska cares not for the governing ideology of a foreign nation so long as common peace and stability can be established, the fact remains that the Rayvostokan government has elected to apply at the wrong time. Had the Rayvostokan government applied to join before the outbreak of hostilities between Predice and New Aleman, Arcanstotska would have happily backed them in the hope of creating a better relationship with a cultural brother and former colonial territory-made-independent nation. If the Rayvostokan government should apply after this war ends - whenever that may be - then Arcanstotska may support their admission to this Pact then. But, as I have said before, now is simply not the time.”

The consensus in the room seemed pretty clear to Mason, it seemed clear what faction won today. “While the political leaning of an applicant nation doesn’t matter to my homeland, Predice resigning from the Pact would be a major loss. It seems that Rayvostokan’s membership isn’t possible at this time. It’s kind of a shame that ideology has taken over. Mondari will reject Rayvostokan’s membership for the good faith of its Predicean ally.”

"The nation of Rayvostoka understands that the current conflict with New Aleman is a brutal one, but that does not in any way relate to the activities and practices of the People's Republic of Rayvostoka. We solidly condemn the actions of New Aleman and denounce them as enemies of the revolution, their pointless hostilities against any nation bring great shame to us." Ambassador Menshev pushed up his glasses. "And to the Ambassador from the most honorable nation of Syrixia, we must admit to knowing not of what you speak of when you present false claims oppression, the People's Republic has been nothing but transparent over the past hundred years and will continue to do so as that is the will of the people." Menshev took a sip of water. "The hostile nature of many in this pact to our ideology is, to say the least, concerning the tenets of this pact are to promote peace, freedom, and prosperity across Eras and to have such a noble cause disrupted by ideological disagreements is quite disappointing." Menshev pushed the mic away from his face.

Mason had been mulling over if he wanted to speak his mind to the Syrixian rep for a while now, she seemed to love making generalizations from what he could tell. Despite already saying his part on Rayvostoka he felt he had very little to lose by speaking his mind... “Miss Sharma, you are quick to launch a blanket attack on a governmental system because you claim that the people under said government are suffering, Predice has a reason to dislike communism because they are directly fighting it, that is understandable. That being said, I find that very humorous that you fully supported Aydin’s membership, were quick to try and slow the process of punishing them for their actions in Arcanstotska, despite the government in Aydin not being very representative of the people, and, i would argue, the cause of suffering for many in Aydin. Likewise, the Syrixian Empire isn’t known for being a benevolent force historically. Your country has invaded many nations throughout its history and is also colonial power. Yet you don’t see the members of the Pact attacking Syrixia for it, do you? Mondari at least never tried to expel Syrixia for its perceived interference in the Hightonian election despite undermining elections harming the sovereignty of a foreign peoples, which can lead to their suffering. Mondari put aside Mintoria's harmful actions that led to the current Cogorian communist regime and seemingly, so did your government. Is directly leading to the rise of a large communist state on Eras not a national security issue? We put that aside because we believe that nations can learn from their mistakes and grow, along with Mintoria being a valuable ally. Syrixia on the other hand doesn't seem to think nations can grow, if you are any representation of what your government back home thinks. While Predice’s opinion and fight against New Aleman is a major issue for the Pact and while New Aleman needs to be stopped. I don’t think i’m out of line to say that your attempt to force this Pact into becoming a hammer to destroy ideologies that your nation is opposed to is not appreciated by other representatives here."

Sharma rolled her eyes. Old Man Mason did not know how to shut up.

"When you're finished peddling childish rumors in a formal hall of diplomacy, I'd like to show you, sir, that it is precisely because states can grow and change that your false equivalency is just that - false. We make no two ways about our own past. However, we have changed. What was once a vast regime that threw entire nations at its feet is now a beacon of cosmopolitan diversity and culture, and unlike Rayvostoka, a thriving democracy."

Sharma paused to turn to Menshev. "That being said...come now, Mr. Menshev." Sharma replied, smirking. Though some members were annoyingly lenient, or even, in Mondari's case, whiney, the chamber had more or less united against Rayvostokan membership. "You cannot seriously mean to come in here and act as if you and your regime act on the behest of the Rayvostokan people or any sort of popular movement. Your party may hold elections, but they are intra-party only; a mockery of democracy and of the people you claim to represent. I'm sure there's a small subset of hardline communists you're actually appeasing, but you're fooling no one."

Turning back to Mason, Sharma concluded, "Chief among all values held by this Pact is self-determination. You claim that we refuse to give states a chance to grow. I say that we all have given Rayvostoka a chance by allowing one of their representatives in our halls and allowing him to make a case. What we have seen as a result of that is nothing but a farce. Rayvostoka's ruling regime actively disdains its people's right to self-determination and thus, in its current state, has no place among us. That would be no different if they had applied before New Aleman's regime began its own antics. It will only be different if Rayvostoka's regime releases its grip and allows for fully free and fair multiparty elections. Then, perhaps, we can give Rayvostoka our consideration."

Sharma turned to the assembled delegates as a whole. "On that note, considering half of the assembled members have now made their stance clear and are-" Sharma briefly glanced at Mason. "-more or less in agreement, I suggest we not waste our time any further. I move for a vote."

"We will not be lectured about democracy by a state who has frequently involved itself in the affairs of other nations democracies. Your government's interference in the nation of Highton only goes to discredit your argument, as to why would a state which firmly believes in the democratic system would interfere with another state's right to self-determination I do not know but it only goes to make you look foolish and hypocritical." Menshev pushed down the anger brewing the years of military discipline seeming to pull through. "And to correct your statements on our democracy, it may be a one-party state but there are several different wings of the party which align themselves with certain groups and issues that are not "hardline" and any statements saying otherwise are profoundly inaccurate and false." Menshev gripped the table.

Vargen frowned, this debate was repidly getting out of hand. The issue of Rayvostoka had shifted from their application being poorly timed to some members seeking to turn the pact into an anti communist venture.

"Correct me if I'm wrong but I dont remember the pact charter stating anywhere that communism was grounds for refusal of entry. We have chosen not to approve Rayvostoka's application because of the situation in predice and because it would be incredibly bad faith to do so whilst our ally is fighting for its life. That said I dont care about communism or capitalism for that matter, I prefer to see how men act towards me first before I decide whether to stab or shake hands. This debate risks turning this assembly into something it was ever meant to be. To be clear this is the luscova pact not the Syrixian anti-comintern!" Vargen slammed his fist o the podium for emphasis and then sat down

Frigo, begins shuffling his note papers, setting them in order before lighting a cigar and standing to speak.

“Ladies and Gentlemen. Predice will sooner leave this pact than allow a nation with a murderous and oppressive ideology into the ranks of this alliance. I think we can all agree that we would never accept a fascist country into this pact, correct? Communism is just as murderous and cruel as fascism. I think this should be clear to all. Continuing on. The farce, that Rayvostoka calls its elections is easily exposed when you consider that there is only one legal party. No options for the citizenry to truly choose something new. Just the same party nomenklatura. Let us also consider the deaths of over a million people in Rayvostoka’s “glorious” transition to communism. An incredibly bloody episode that should give you all pause. That is all.”

Frigo sits back down, puffing his cigar.

"Is that your excuse, sir?" Sharma responded to Menshev, holding back a chuckle. "All that proves is that your ruling party is a bit on the bloated side. At the end of the day, though, you must face the truth. No matter how bloated the party is, it is one party, with one official ideology. There is not nearly as much variation available to your people as you would like to have them and the world believe."

"On that note," Sharma continued, turning to Vargen, "sir, it is the values of the Pact we all seek to defend here not just each time we meet here but on a daily basis. It is in their name and nothing less that myself, Mr. Frigo, and others here today stand firmly against communism in this assembly, and stand firmly with the people of Predice and Rayvostoka."

"Those deaths were all individual tragedies, a horrible cost for the transition but these tragedies occurred over 100 years ago and to compare the past to the present would be massively unfair to the situation. And yes there is one party but the votes are not restricted they may vote for whom they please and if that means they vote for a candidate who dislikes the current way they may do so but they have not yet done that." Menshev turned to Sharma. "You may stand against us as communists as is your right, but in doing so you poke holes and disrespect not only the values of the pact but the very purpose of it which is to bring prosperity to all members and even more so with the pacts assistance the greater international community. We understand Predice is suffering but that is not our fault nor our want, why in god's name would we want to disrespect and or harm a member of the pact we seek to join?" Menshev sighed. "We may be communists, but we are not savages we respect the rights of all no matter the religion, ideology, or other beliefs as those are the core tenets of our ideology."

Frigo calmly sets down his cigar into the ash tray, specially put there for him when it was clear he wouldn’t stop smoking, and stands up.
He began to speak:
“Mister Menshev...
How DARE you lecture us on the values of this pact, coming from a nation which breaks them every day?! To have the GALL to come here espousing your murderous ideology and then lecturing US on the values of the pact is laughable, and frankly insulting!”
Frigo had clearly lost his temper, something that did not happen often...
“You trying to push the deaths of a million people directly due to your communist takeover under the rug is frankly disgraceful and disgusting. How many millions more have died since then? We don’t know. Please do not insult my intelligence like this again.”
Frigo resumes his seat, muttering under his breath.

Syrixia:

"I am saddened," Sharma quickly responded, "That certain members of this Pact would not only minimize the commitment of a fellow member of this Pact to the safety of another fellow member from an enemy that would strip their people of their sovereignty and their freedom but seize any opportunity to mock and lecture us in these halls for daring to name the rot at the heart of the enemy that threatens our fellow member."

"The Kingdom of Prydania," Sif Kjær said, after watching this back and forth engulf the whole meeting, "is tired. The Syndicalist regime and the War to oppose them left four million dead and our country on the brink of ruin. We have begun our recovery, but our only available military force we could send to Predice is engaged in a humanitarian mission in Ducrijeka. All we can give is food- and we are doing that. Sending food to Saintonge to help feed refugees and sending food to both Predice and New Aleman on the strictest of conditions that the aid going to New Aleman go to the civilian population and not the military. Your governments can all rest assured that should New Aleman violate that agreement we will pull our aid. That, however, is not a Pact matter."

Sif took a sip of water before continuing.
"We sympathize with the Predician position. My father was interned in a Syndicalist labour camp for twelve years. He has yet to recover. I would rather not go into details as to what I personally endured during those years..." she said as she looked around the room.

"The notion that communism is not a barrier of entry is true. As is the fact that Prydania is allied with two socialist states. And trades with others. What needs to be understood is that trade is trade- we will not spite our own economic well being by cutting off markets. And our Bergum Pact allies have-by the nature of the alliance they signed- agreed to recognize our government's legitimacy and sovereignty in the name of mutual defence."

Sif took another sip of water...
"What is being asked of us regarding Rayvostoka, however, is a step too far. Their government is committed to worldwide revolution and I tell you all here and now, the Prydanian Realm had that revolution, and four million people died! Our economy will not recover for decades upon decades. The scars left by socialist revolution on my country will not fade until everyone in this room is long dead from old age. Ask anyone who lost loved ones in Collectivization or the Advent killings or hangings of Darrow what governments like this bring, and you will not find happy answers. Do not ask us to move on. Not when the other party- Rayvostoka- would impose more of this on us if they could."

"The Kingdom of Prydania's positions on these three matters is such; we will continue to aid Predice by providing their civilian population and military with aid in the form of food. We will recognize that nothing in this pact's founding was explicitly anti-communist and will reject any attempt at a joint-LP statement decrying communism or socialism in a general sense. We will, however, flatly refuse to support Rayvostoka's entry into this alliance."

"Sir, our ideology is no less murderous than your's or the Syrixians who both of which contributed to colonial empires which led to significant loss of life abroad on foreign land. And to say that we have violated any values of the pact would be false and inaccurate. The People's Republic of Rayvostoka has been peaceful for the past ninety-odd years trying to improve the lives of its citizens every day and to strive further to our ultimate goal of complete communism. We do this by trying to work with our people instead of dictating to them how they should be and how they should act. And for this reason, is why I take great offense to your slandering of my country and home." Menshev took a moment to catch his breath, he took a sip of his water. "Mrs. Kjær, I understand your reasoning and reservations but we are not here to destabilize our allies or anyone for that matter, we are only here to seek protection from possible Saudivici incursion and assistance in the building of cities on our island provinces.
