Also... why are Nebula and Syrixia the top two choices? They are the most warlike and likely to drop a nuke on someone... Oh wait, we already have Kannex... Nevermind, carry on... :P

I use to use the term "Union of the Rose" before I retconned all three of my nation's history and created The Rose League as a more full formed, thought out idea to role-play with.
 
At some point I'll write a minutes so that we have a clear view of what we've decided.

Also, remember not everything has to be resolved at the first meeting! :P
 
Uh... well... Callaici, Ceretis and Kannex are all centrally located and relatively close to each other. Esplandia and Andalucia are over on the western edge while Kalti is over on the eastern edge. I really don't care where the Accord's HQ ends up but something centrally located would be nice.

The headquarters can be located in Ceretis and I'd think of three possible areas. The headquarters can be located in Sion, but if you'd prefer something outside the capital there is also Edo or I can place it in a city on the western lake shore near Callaici possibly in Tver.
 
Sion or Tver sound fine if we went for Ceretis.

Just throwing it out there but one location in Callaici that could work is Sareisa, a port city near the border with Ceretis and the capital of the Isfera (Realm) of Capena.

regarding voting:
-on matters regarding only Alliance members, only Alliance members will vote
-on matters regarding SPP, all SPP & Alliance members will vote
-each member state sends one representative, and has one vote
-a simple majority of those voting suffices to pass a regular resolution
-a resolution confirming state of war can pass only when there are no votes against
