Dear Helmebaine Represenatives,
From the request of PM. Lara Kray herself, it is immediately requested that military forces are sent to South Cronaal with urgency. The reasoning behind such a blunt and sudden request from the alliance is the start of a small civil-war in the city of Karandin, one of the many Stacked Cities in Cronaal but also the only one separated by the North Cronaal Wall. It is known that there are structural damages to the cities' delicate infrastructure and it has already begun to collapse in on itself with fires and gunfights being heard throughout the city.

We too agree, although we will not send soldiers. Instead, expect a shipment of peacekeepers to arrive soon, although we will not contribute military aid. Our only purpose, unless the situation escalates, is to keep the peace, and your citizens' safety will be their highest priority. We will make a formal announcement later on, however.

The United States of New Sekai will sent 1,000 peacekeeping troops to help Xentherida's and Sadakoyama's operations also we doing our own peacekeeping operations in Cronaal to restore peace. The situation in Karandin has worsened, with the city itself begin to collapse from the inside out, the structure of our 'Stacked Streets' being unable to hold the weight of rubble and being weakened by fire etc, with the North Cronaal Wall being damaged and buildings in the city-center now beginning to fall and increasing gunfire in the streets, it has been asked that Helmebaine rushes their responses in order to protect the gateway between the wall. The Nebulans themselves have given little response besides fighting against 'rebels' in the streets and spraying a chemical substance over the city to combat the flames it can reach, this has caused several health and water issues throughout the city though. We are in a dire situation.

We will send peacekeepers with a goal of restoring order in Karadin. We will also build camps, where we can evacuate your citizens if needed. If the situation in Karadin escalates even more, we will consider sending soldiers.

The restored Federal Republic of Rhuvanland is under attack from Nebula. As FR Rhuvanland is a signatory party to the Helmebaine Alliance Treaty and an ally of all of us, we request that immediate assistance be rendered to the Rhuvish currently fighting for the sovereignty of their own nation.
With all due respect, we have seen enough wars in our motherland. Our THIRD civil war has just concluded and our Chancellor has resigned. We need to negotiate and not fight, lest our homeland becomes a war-torn hell.

The Eumenorian delegate has returned from the first lot of long talks with the Eumenorian government regarding Helmebaine membership. A second period of talks begins shortly. The government is displeased with the amount of wars going on and feels not enough effort has been made to execute proceedings in a peaceful way. This alliance is not serving its original purpose, and Eumenor is reconsidering its membership.
Please give the delegate a reason to rethink.

The Eumenorian delegate submits his first draft for the new just war legislation.
1. Pre-War
a The cause must be just. Examples of just causes include, but are not limited to:
-Self Defence
-Support of an endangered ally
-Re-gaining legitimately owned territory
-Preventing atrocities
-Humanitarian intervention
-Preventing terror
-Pre-emptive strikes.
b War must be a last resort. All these options should be tried prior to declaring war:
-Diplomacy and Negotiations, Peace Talks
-Economic Sanctions
-Referendums
-Appeasement and compromise
-Appeal to higher power, e.g. DU
-Above all, the war must be thoroughly talked through with the other Helmebaine nations, not rushed and poorly planned. Where immediate response is necessary, the proper channels must be used (e.g. the DU and NPTO, Helmebaine). Any rapid response by an individual state should aim only to defend sensitive interests until a full deployment can be organised.
c There must be a good chance of success.
d The decision must be taken by a legitimate authority, or, in the case of a corrupt government, an authority recognised by the Helmebaine alliance
e The ultimate goal MUST be the restoration of peace.
2. During the War
a Conduct in war. The following rules must be observed:
-Forces must distinguish between combatants and non-combatants.
-Civilians MUST not be targeted. This means no bombing, other than surgical strikes against military instalments.
-Tactics that cause large amounts of harm and disruption to civilian life, such as preventing the transfer of food to the point of widespread starvation, or using civilians to shield important military installations, are not allowed.
-Weapons must be used proportionally. No nukes or chemical weapons.
-Wounded soldiers and POWs must be treated well and with respect. Those who surrender must not be harmed. Injured soldiers and civilians must have access to full treatment.

a Don't seek revenge against the defeated enemy. Reparations should not be too harsh. The goal should be to build up and aid the defeated country to ensure a secure life for its citizens.
b All POWs and injured soldiers and civilians should be promptly returned to their own nations.

"Appeasement and compromise" are not tactics that ought to be used. Faced against aggressive and expansionist enemies, the Kannexan Empire will not compromise its security nor the security of its allies in the process of appeasing foes. In addition, there must be emergency clause for the immediate defense of an ally. When an ally is being invaded, defensive war is the only response that means anything.
