The Helmebaine Alliance

We have an assurance from the Free Republic of Rhuvanland that they will accept any offer similar to the following: that the capital shall be in the West, and the first president will be an Easterner of either party (based off election).
 
The Protectorate of Rhuvanland has given us assurance of their disapproval of this system, and favors a referendum in both East and West to decide the capital, as well as unrestricted elections allowing easterners AND westerners to contest in the elections. Both Syrixia and Rhuvanland find it alarming that the West refuses to accept terms that will allow the Rhuvish more freedom of choice.
 
The refusal of the Protectorate of Rhuvanland is in violation of the spirit of this agreement. A power-sharing arrangement must be made to avoid future splits. The separation was caused by the majority's shutout of a sizable minority from political positions.
 
We think it's beginning to make sense. So, say we go with this system. Since Dunorion is practically the only major city in Rhuvanland and it's in the south-central regions, we believe we have our capital. However, concerning the initial government, we believe that under this system it is best to compromise between east and west due to the reasons as stated earlier. Perhaps the first Chancellor can be an easterner and the first President can be a westerner? After these two officials' terms run out, their successors should be elected if they are not re-elected themselves.
 
The Kannexan delegation, speaking for the West Rhuvish government, proposes a counteroffer: the President and Chancellor of the United Republic must be from different sections of the country. If the President is a Westerner, then the Chancellor must be an Easterner, and vice versa.

The location of Dunorion on the coast makes it particularly vulnerable to attacks as we have seen from Nebulan saboteurs. The large population and large business community are also weaknesses in the city's defenses. The new capital must be a secure location inland. We propose Vordalkien Ward to be the new capital.
 
Both of these seem acceptable and we accept these. We propose the name Bundestadt for the new capital.

What Can You Contribute to the Alliance?: Rhuvanland is rich in steel and lead and can produce arms for the Alliance. It also has generally good weather incase intelligence antennae are needed for an operation.

I, Agnes Liesel of the Federal Republic of Rhuvanland, do solemnly pledge to help the Helmebaine Alliance uphold safety and cooperation between its members and to never engage in conflict with any other Alliance members. I swear to help protect the other Alliance member nations in their time of need, and to not use my nation's armies for expansionism and/or colonization maliciously and/or without a specific, good reason. I shall help to ensure the stability of the Alliance member nations and the Alliance itself; and I shall, like the golden eagle Gimrahir who symbolizes the Alliance itself, help the Helmebaine Alliance fly and shine.

The Secretary-General's Office wishes to announce that the Federal Republic of Rhuvanland is hereby accepted into the Alliance.

Following the above declaration, the Most Serene Republic of Syrixia also approves of Rhuvish acceptance.
 
With several terrorist-related events in Syrixia which involves several members of the alliance, I believe the Helmebaine Alliance should conduct a formal investigation to ensure the well being and protection of alliance members.
 
Col. Alexander Torsten concurs with the suggestion of the honorable delegate from Cronaal and suggests an Anti-Terrorism Committee be set up to ensure the security of the Alliance members.

The Secretary-General's Office agrees with both Cronaal and Kannex and hereby creates the Anti-Terrorism Committee. Perhaps we are entering a sort-of "war on terror". The Secretary-General's Office wishes to convene the first meeting of the Committee to coordinate a military strike against the Order of the Loyal.
 
Ceretis agrees with this Committee formation as these terrorist actions may lead to a destabilization of an alliance member state. Seeing the Order of the Loyal as a threat to the alliance we also agree to their addition to the terrorist organization list.
 
Syrixia is highly concerned with the Edenist coup in Nierr. With the NPTO elections in full swing, I have instead chosen to alert the Helmebaine Alliance as a quicker response is needed to address this situation.

Cronaal is concerned about how the public may react and hopes that they don't do anything drastic.
 
With the Redeemers in control of Nierr it's better if the Nierrese public did something drastic than if their government did. Now that the Redeemers have a nation under their control they have a legitimate way to get what they want.
The worst part is, the Nierrese public WON'T do something drastic, because they're in support of the Redeemer government. Or at least it looks like it. If they aren't their government will swiftly crush them.
Nierr's been turned into a dictatorship overnight...

Still, we wish to leave Nierr. We wish to observe the situation for longer before we take any action.
 
Perhaps observation may be the best route, but if things get out of hand we may need to act.
 
The delegation from Syrixia would like to propose the following.

Due to recent tensions between Rhuvanland, a Helmebaine member, and Nebula, a Faibuaizu member, the delegation from Syrixia proposes that, for safety purposes, we invite the nations listed at the bottom of this post to the Helmebaine Alliance. This way, the Alliance can grow stronger economically and militarily; and with more members it may be easier to find peace and even moreso safety and cooperation.

Greetings! This is a communique from the Office of the Secretary-General of the Helmebaine Alliance. Following tensions between the Helmebaine Alliance member nation of Rhuvanland and the Faibuaizu Alliance member nation of The Watching Nebula, we have found our situation quite odd, in which we are now possibly threatened by a future war. The Helmebaine Alliance stands for safety and cooperation above all else, and we will not stand for this prospect. The Alliance must work for peace and growth.

In the interest of the aforementioned values of safety and cooperation, we have decided to invite multiple nations to the Alliance so that it may grow economically and militarily; as well as in terms of international relations and cooperation. Your nation is one of those. This would increase the safety of our Alliance immensely. If your nation decides to join the Alliance, it will stand together proudly with other nations like yours and help those other nations, as well as the region itself, grow.

Please take your time to decide, and if you have any questions please do not hesitate to ask. We believe Kalti, Plembobria, and Guslantis would be the best candidates for the Helmebaine Alliance. Do they have any interest in joining our pact?

The E Rima Nga Kaiwhakawa of Tir na Andalucia and the Council of Five of Callaici have been summoned to a meeting with the Kaltian Estate Council in Summerland. The meeting will be discussing the issue on whether or not to join the Helmebaine Alliance and which of the Confederation nations should send a delegate.

It has been set in stone, The Watching Nebula has declared war on Syrixia/Rhuvanland and Cronaal endorses taking arms with Syrixia and fighting against the Watching Nebula and any Faibaizu which follow their path.
 
The Triple Federation of Trinster will come to Syrixia and Rhuvenland's defense. We have begun mobilization and will be prepared to do what must be done. May God help us all.
 
The Empire of Kannex invokes the Helmebaine Pact on behalf of the Federal Republic of Rhuvanland. With express action we are resolved to send forces to remove the forty-ship Nebulan fleet now blockading Rhuvanland.
 
The Most Serene Republic of Syrixia has decided to support Rhuvanland in a different manner without breaking the Helmebaine Pact, but retaining its integrity as Deputy Chair-State of NPTO. We will be attempting to keep the conflict local while supplying arms to the Rhuvish and not fighting directly. Only if Rhuvanland is taken over or more nations enter the war will we enter, and even then we are reluctant.
 
Upon the final count on the vote regarding joining the Helmebaine Alliance, the E Rima Nga Kaiwhakawa of Tir na Andalucia and the Council of Five of Callaici have voted against joining due to the breakout of conflict in Rhuvanland. While regrettable, Tir na Andalucia and Callaici have agreed to let Kalti send either a negotiating party or small military force (no more than two contingents of the Kaltian Royals) to help Rhuvanland in this time of crisis. Note that while the current decision is against joining the Alliance, the three government's are not opposed to re-evaluating the vote in the future.
 
We understand the rationale behind Kalti's decision, and it is partly why Syrixia refuses to fight directly. It is with hope that we say this conflict will end soon and Kalti, as well as other nations, will re-evaluate their decisions.
 
Noting that Rhuvanland is a member of the Helmebaine Alliance and this is a direct attack on Rhuvish sovereignty, the Empire of Kannex is perplexed at the slow response of the other members. Syrixia is bound by oath to aid Rhuvanland. Syrixia herself accepted Rhuvanland into the alliance.
 
Syrixia is appalled by the attack by a Helmebaine Alliance member on two other Alliance members and will be releasing a decision shortly.
 
What does the delegate from Cronaal mean? Was this attack purposeful or are the people who have attacked Rhuvish and Nebulan troops simply rogues? Has Cronaal turned on its allies?
