SHAEF headed by Field Marshal Serenity Imahara already operates in Ceretis performing a similar task with Ceretis and its trans regional allies. Also, SHAEF is the current holding agency of Fort Widewing which is being offered as a base for the Helmebaine Alliance.
The full name of the agency is not readily used, but instead referred to as 'SHAEF' and would act as an organizing force for the Helmebaine multi-military group. Think of SHAEF like you think of NORAD. You call NORAD... NORAD and not North American Aerospace Defense Command. Plus, any alliance military, research, or exploration / force reconnaissance with an intended purpose (Alliance defense, anti-piracy patrol, regional stability, etc) would be the definition of expeditionary.
SHAEF also offers opportunity for training at other full scale alternate environment/climate training facilities it operates globally due to its current multinational trans regional operations. If the alliance is not interested in operating with SHAEF we can discuss another location in Ceretis for the base. I would be more open to name change if the organization didn't already exist in Ceretian history and get used in RP.
As for prisoners of war and their housing / processing, we're not always dealing with large scale wars. Most of the time there will be small scale events that do not justify or can not support on site camps especially large scale:
- The proposed anti-piracy campaign should regularly bring in pirates that will need to face trial
- Special forces operations especially snatch-and-grab
- Military policing actions ringleader removal (civilian or military) for your or their safety.
- Removing a victim of an attack from an area and needing a place to determine if they're actually a victim or a hostile plant.
- Captured intelligence service agents
- Captured insurrection leaders
- Criminal informant processing
- War criminals
- Military captured smugglers
- Long term military prisoners (i.e. Nazi leadership, etc)
- Some larger events require off site camps for differing reasons.

Yes, they are to be treated humanely and without torture. These things have long been held by Ceretian law for any facility under our jurisdiction, as we hope you as well hold to these ideals.
Humanitarian aid in the form of direct assistance is critical in a brief but critical window during or immediately following a significant event to limit casualties or long term effects (Tsunami rescue, Chernobyl event, etc) . Initial aid is also critical in keeping those who survived from dying due to lack of water, food, or other supplies. Recovery aid is needed to keep people alive as well as to start rebuilding their lives. They may also require a temporary large scale military force to act as police keeping looters/gangs/etc from ravaging them further.
Many times the military is the only one who can rapidly deploy these assets in the narrow but critical window. Many areas also are inaccessible to all but the military or para-military organizations after natural disasters or are contaminated accidentally or purposefully by a chemical, nuclear, or biological contaminant most outside the military are not equipped or trained to handle.
Due to accessibility issues, and the need to have initial, short term, and long term supplies and equipment ready, we need to determine where and whom will operate this element.
