The two nouns don't need to agree with each other, for obvious reasons. Which is good, because they don't, and I'm crap at noun endings in Tengwar. There are many elven words for 'peace' but I chose sérë which is the kind of homely, restful peace. The suffix -yë is standing in for 'and'. In Tengwar especially, two words tend to use that as a conjunction rather than introducing a third word. I think that's as close to the elven characters as we can get in Roman lettering. It's not quite right, but there are sounds we just don't have letters for.
So yeah, I think that's our best bet.
 
I'd like to take a crack at the seal and flag tonight and post tomorrow. But I still would like to know who is actually in right now.

Is it possible to sharpen the edges, it seems quite jagged and fuzzy in places.
 
^This. And possibly sharpen everything else too. XD For example, the eagle in both the flag and the seal. I don't like how it looks too polygonal. It should look like it's on a flag, and the same goes for the seal.
 
Got it. Make sure you use the advice we gave you to improve it, especially removing those red polygons and just having the yellow eagle.

I just never seem to get around to finishing that thing. Why not start with what we have and we can update the thing later?
 
I love that! Try a seal with that too. And make sure it says "GREAT SEAL OF THE HELMEBAINE ALLIANCE"

That's an old poll XD. We were trying to figure out whether we should call the alliance the Helmebaine Alliance or S.E.C.T., which stood for "Syrixia, Eumenor, Ceretis, Trinster." We chose the Helmebaine Alliance in the end since we gained more members.
 
I suggest any future addition to the membership should be decided by vote to prevent members of other alliances and untrustworthy nations from entering.
 
That would be too slow of a process but I see what you're getting at. Perhaps an Alliance member can petition to overturn the acceptance of a member if they deem that member untrustworthy? Then a vote could be staged. This would mean only bad members would need to be checked and voted upon, minimizing the time needed for members to enter. I should also note that concerning members of other alliances, they are default not allowed to enter. This is one of the two reasons New Sekai was rejected.
 
For OOC purposes I'll accept that, but ICly that gives Syrixia too much power.

But eh, whatever.

What's our relationship to NPTO and the DU? I see the NPTO becoming more like a UN-like body.
 
Faibuazu and Helmebaine are military alliances. NPTO and the DU are international multi-purpose organizations.
 
I'd say Syrixia's answer seems rather accurate.

Structure from what I can see:
Political HQ/Council/Etc is located in Minas Ersul, Eumenor (Leadership and department heads and filing location?)
Secondary HQ in Balamb, Syrixia (Is this maybe the administrative/operational office and secondary filing location?)

We have a pending proposal for a naval joint operations force. I'm going to propose something a little different here:
Ceretis, through SHAEF, will offer one of the existing SHAEF multi-national joint force bases specifically for use by the Helmebaine Alliance.

SHAEF (Supreme Headquarters Allied Expeditionary Force) of The Prism (KRC, Department of Defense), under Field Marshal Serenity Imahara currently oversees multinational operations for Ceretis and its regional and trans regional allies.

The SHAEF base if accepted by the Helmebaine Alliance can be used for operational staging, joint training, resupply, communications, intelligence, electronic warfare, repair, medical, support, joint field research/testing, temporary prisoner housing, and special operations.
The base hosts facilities for coordinated air, sea, and land forces as well as communications capacity for space assets if made available. The base is designed with layered defenses, EM hardened operations bunkers, and observation obscuring systems.

I believe the alliance should set forward a clearer understanding of the following:
Prisoner of war processing and housing and location (Required for any military unless they have a standing execution policy)
Primary military joint research facility and location (I recommend utilizing the SHAEF base as the field test and alternate/secure research facility)
There may be need for a secondary SHAEF/alliance base hosted elsewhere depending on alliance military size and air support needs

Other concerns:
Combat observers, In force peacekeeping, and humanitarian aid
 
I'll accept the base, though can we rename SHAEF? It's overly long and the "expeditionary" part doesn't make sense as we're not currently on any foreign missions. I'm fine with Kannex hosting a joint research facility.

What exactly about prisoners of war and humanitarian aid do we need to discuss? For prisoners of war, don't we treat them humanely according to the laws of war, and construct prisoner camps as necessary during wartime?

As for humanitarian aid, I suppose our nations could offer help in times of crisis, i.e. earthquake, tsunami.
