STATEMENT FROM THE SECRETARY OF STATE

To the esteemed members of the Meterra Economic Treaty Association:

It is the will, in unison, of His Majesty the Emperor and of HM Government to hereby request the entry of the Syrixian Empire into META as a third-party member. It is our belief that to join with the powers of Meterra to work towards a prosperous future and amicable trade relations between the Empire and other members of META, whether full or third-party, will engender a mutual benefit for all involved.

The Empire holds a deep history of interaction with the Meterran continent and its peoples. Even before the Empire was founded, traders from the Imperial Home Islands bought and sold wares in Demescia, interacting with different peoples, cultures, and ways of life. The Empire still has much to offer, in the form of crops, manufacturing, and its massive technology industry, as well as access to Imperial markets.

We solemnly hope that, should it be the will of the esteemed members of META assembled, the Empire be allowed to join the organization's ranks. Though we are barred from pursuing full membership on account of our not being physically located on the Meterran continent, this does not change our commitments to the exchange of both goods and culture, and our hopes to forge new partnerships and connections.

The Republic of Mouxordia hereby opens the discussion period in which current-seated META members may question the plenipotentiaries of the State of Streyacora, the Kingdom of Draconics, and the Syrixian Empire regarding their application to various membership programs.

To the honorable representative of the State of Streyacora, I ask for which membership program you wish to apply. This will help us to better field questions and how to envision the interoperability and exchange between META and your homeland.

To the honorable representative of the Kingdom of Draconics, I am pleased to see the dragon-kin opening their doors to cooperation and prosperity, and we will do our best to meet you in kind. I ask: what goods or services may the kin of your homeland be able to provide to META markets and members?

To the honorable representative of the Empire of Syrixia, I am also pleased and honored to be approached with the intentions of exchanging business, culture, and goods between META and the Empire. I am largely pleased with your goods and services, and only wish to know the feasibility of expansion for your operations to member-states on the Western coasts of Meterra.
 
The President of Streyacora responds personally to the inquiry of the Republic of Mouxordia:

"It is the wish of the Streyacoran people and the government of the country as of today under the leadership of the Central Party for our membership to accept all the terms of this organizations charter and to promote the terms and the members of this organization. We fully accept any membership that will allow us to enjoy such terms and the benefits of the charter.

In addition, the Streyacoran Republic is eager to do this because the people demand more and more importantly, we believe it is best to fully introduce our markets to you and the rest of this organization as much as our people wish to enjoy your markets and the markets of the organization."
 
The letter came into the office of Notboss, after reading he begins writing a reply as to which as soon as he is finished he sends the letter by dragon back which states:

"Thank you for considering us, as we dragons try to stay away from others a lot but we feel we must open up our prosperity to others. Our country is a very rich and clean country with little to no pollution and we could provide an excellent vacation spot for the members of META. We also have many deposits of jewels and riches that we do not use much due to our lack of need for these riches and disinterest of them, we seek to sell and trade these to free up some land for expansion for many people that are complaining of the lack of homes due to our strict environmental laws. We also have unique spices and clothing and food that is specific to draconics, and Dragonking that the members of META may find interesting. We also have an intense naval force and can help protect META from pirates that constantly try to steal cargo from hardworking business people who are the real workers of Eras. We would like to see this opportunity as a chance for us to stretch out to other countries with our culture and friendship. We hope you accept us into META.

"Firstly, on behalf of His Majesty's Government, I thank the Republic of Mouxordia and META at large for considering our application. My name is Mateusz Szymanski, the Imperial delegate-designate to META should our application be accepted."

"Regarding the matter of the western coasts of Meterra, the Empire already conducts extensive trade with the Most Serene State of Predice, one such nation on those coasts. Though Predice is not a member of META, this does mean that there are already existing Imperial trade routes that can very easily be extended to other META members and Meterran states in the area."

Dearest META Nations, It is our humble request for entry in this prosperous Association. The Policies of META have attracted the eyes of various Trade Unions in Krevt. The METAs efforts to make Citizens' movement across the signatories smooth is really outstanding. We would like to enroll ourselves as a Third Party Member in META which is obvious since Krevt is not located in the lands of Meterra. Still we look forward to kind cooperation among us and other esteemed Nations. The step taken to make Trade smooth is really well executed and we would like to be a part of that incredible step.

Naizerre supports the applications of all those on Meterra in joining this association. It does not oppose any of the applications by other nations to join as Third Party Members.

Naizerre would also like to bring up the possibility of extending Third Party Membership to Skanda. The Skandans have proven to be honourable and praise-worthy trading partners in their dealings with Naizerre. Skanda has long lasting positive relations with both Naizerre and Demescia and we firmly believe third party membership would serve to improve relations between META and a powerhouse on the Iterian continent.

The Mondic government has seen how effective META has been and how valuable the Meterran economic web is. Therefore, we in the RM are asking the members of META to allow the RM to become a third party member in order to strengthen trade ties between the member nations of META and the Mondic government. To the Members of META,

It has come to conclusion that we request for the admittance of Ninhundland as a third party member of META. While we are not located on Meterra, the organization has proved itself to be stable. Both Syrixia and Kvert have been accepted so a Western Gothis Nation shouldn’t have any problems. We already have good relations with Demescia since colonial times when parts of the confederation were colonized by the Ninhundish. As well as Mouxordia, who we have established positive relations in the past few years and is a popular tourist destination for many Ninhunders. If we aren’t able to make third party status, we would still be interested in establishing trade and relations with the union as a whole.

The Federal Commonwealth would like to open discussion about a letter to the Democratic People's Republic of Skanda concerning possible Third-Party Membership.

The Federal Commonwealth also inquires the Federal Republic of Ninhundland about the benefits of accepting the state into the Association, as well as their specific reasons or intentions for applying for Third-Party Membership.
 
The Mara of Naizerre apologises for our absence from the world stage. Things happened.

We fully support the inclusion of the Skandans as a Third-Party Member and believes META and Skanda has much to learn from each other.

We offer no opinion on the Draconics, only to request that their leadership exercises some more control over itself.

On the subject of the Federal Republic of Ninhundland, the Mara seconds the inquiry of the Demescians and also would like to point out that just because others have achieved 3PM, that does not mean 3PM is guaranteed for all.
 
The Triple Federation seconds Naizerre's support of the Skandans for Third-Party Membership.

We also suggest that Draconics ensures that its government is sound and stable before joining an organisation such as META, which can strain some governments early on.

Finally, The Triple Federation thirds the inquiry of the Demescians and the Naizerre.
 
The Federal Commonwealth agrees with the Triple Federation and the Mara regarding Skanda's third-party membership. Historically, the nation was a major contributor to Central Meterra's development; they still have economic and cultural influence within the region to this day. Therefore, it wouldn't make sense for them to be left out of the Association.

The Federal Commonwealth also agrees that the government of Draconics needs to show stability. However, we too abstain from whether or not to admit them into the Assocation.
 
The Jewel will support the inclusion of Skanda and Draconics.

We will reserve judgement of the inclusion of Ninhundland until further notice.

The Republic has no qualms in regards to hearing out a Skandan party's proposal for 3PM membership into META, if one existed at all. We believe it should be the responsibility of the nation to request membership formally, not nominated by META itself. On this matter, the Republic abstains from any action, until as such the Skandan delegation makes a formal proposal themselves.

The esteemed nation of Draconics maintains our previous support for full membership into META, and believes that the inclusion of the Kingdom in an association such as META would afford a great degree of stability for the Kingdom and many unique goods and destinations for META members to develop.

The Federal Republic of Ninhundland and its delegation have proven to be of great economic support to the Republic of Mouxordia in recent years. This takes the form mainly in tourism to mountainous areas during winter seasons and beaches in the summer seasons, and the Republic believes that expanding Ninhunland's opportunities in META would be mutually beneficial to both parties.
 
Ninhundland has had contact with a few nations across Meterra already ranging from colonial presence in Demescia, tourism in Mouxorida just to name a couple. The continent has huge economic potential and being located just south of Gothis could offer even more economic growth for western Eras. The nations of Demescia and Sasten alone are powers on the continent and are of economic interest to the Ninhundish Government. We have seen support from a couple nations so far and would like to hear more.

1. We admit to have used labour in prisons as an option for prisoners that are wanting to reduce their sentence. This has become a controversial issue and had lead to instability in the government which we are currently trying to resolve. Prison labour can include things like community service or rehabilitation work that can be under payed. For more severe crimes some acts used in the past such as hard and cheap labour have come into question whether or not it should be a good justification. While it isn’t common for the more extreme measures to be used anymore, some are still legal under Ninhundish Law in extreme cases equivalent to the death penalty.

2. We can’t recall when the current Ninhundish Government has ever used Gerhardt Himdach as as an inspiritaion for military endeavours.

3. The intrusion into the Prydanian capital was a mistake on our part. It was a misunderstanding in commands to arm the Ninhundish forces that were in the city of Haland. They were supposed to stay in Haland and had not asked for permission to enter the capital. We weren’t aware that permission was not granted and due to violence in the area, the military had commanded that they needed to look out and arm themselves for protection but not to do anything unless it was top defend themselves. After finding out that they weren’t authorized to be there, our mistake had to be fixed. We sent a letter to the Prydanian Government apologizing for the incident and claiming responsibility for not paying attention to the situation.
 
On the question of Skanda, the representative from Haor Chall agrees with the Republic of Mouxordia.

Haor Chall will support the membership of Draconics.

However, the Majestic Twelve do not find the answers from Ninhundland so far particularly persuasive. Could the government of Ninhundland articulate specifically the reasons for which it is now applying and what it believes the benefits for META member states would be, in granting them 3PM status?


The accession of nations such as ours into META, and the question of Ninhundland's application, raises some further questions about the goals of META expansion and what the requirements and interests of META should be in handling future memberships.

Accordingly, we would like to propose that a summit of full META members is held in the near future to discuss these issues and allow us to establish a clear, joined up, perspective on what our joint interests are. We also think such a summit could be used to discuss the establishment of a permanent META secretariat and offices. If the summit were supported by the other members, we believe it should be hosted by one of the longer term META member states, if they were willing to do so.

The Republic believes that should relations through META be established, a specific and detailed procedure should be created and voted upon that aligns with META member-states' political views on human rights. Such a topic as disbursing (either gregariously or through profit-driven means) goods or services crafted through what may be viewed as underpaid or slave labor is a sensitive one, to be sure, but it should not exclude the possibility of utilizing other raw materials, goods, or services crafted through more agreeable means from entering the META market.

This ties into the proposal from the respected representative of Haor Chall. The Republic agrees with the representative in that more administration and clear-cut lines need to be drawn in order to better and more efficiently benefit this Treaty Association. It is inefficient and cumbersome to come together so frequently to decide even the smallest of matters. Certain offices, of which any primary member of META's citizenry can hold and contain, should be given authority over carrying out the will of META members as set out by laws and regulations decided by arduous deliberation by the META member-states. The Republic is of the mind that this will lay to rest and make outliers of questions in which 'slave/underpaid labor' is deliberated upon - that is, to make the deliberations of such matters the exception, rather than the general day-to-day tasks.

The matter of Ninhundland's inclusion, though, should be treated separately from the matter stated above.
 
The Federal Commonwealth too agrees that secretariats or headquarters be established to decide on issues more suited for bureaucracy. We also agree that META's approach, goals, and requirements should be better established. A treaty is currently being drafted by Demescia and Trinster to hopefully clarify things such as this up.

As for Ninhundland's proposal, they indicated that they're deciphering the issue of slave labour in prison, meaning Ninhundish society hasn't fully accepted this use of slave labour. While it is out of jurisdiction to monitor the judicial process (even should Ninhundland become a third-party member), we could agree to allow the exchange of products not produced by slave labour, as Mouxordia suggested.

This would, of course, set a precedent: the consideration of normative ethics in META's decisions, something that we are in favour of. With this in mind, if we are to restrict or deny Ninhundland's trade almost purely due to slavery, we will corollarily have to adjust our official purposes and policies to fit this sort of judgement. For example, we may have to restrict transactions between Signatories should they involve slave labour. Otherwise, it would be hypocritical to judge Ninhundland on such a matter.
 
Firstly, we’d like to state that the Jewel is heavily against the use of slave labor, and hope that no products passing through Meterra use slave labor, and that the countries in Eras still using this inhumane practice cease and desist.

In regards to administrative offices, we feel that Guslantis, is most ready to have administrative offices nestled within our borders, thanks to our close partnership with our largest corporation, the Thomas Corporation.

For those not aware, a new city of the future is being constructed within the newly-created province of Aeaea near the existing city of Carrotopolis. This is to be known as Horizon City.

While we plan to open the first phase in just a couple of weeks, the full city won’t be ready for a while. This is crucial for META, because it gives us enough time to coordinate with the city leaders a location that works for us. Whereas, with other locations, we’d have to plan around existing construction and/or buildings. We’d love to host the new headquarters within Horizon City, but if not, this would be a perfect location for a secondary office or administrative building.
 
The Lancerian Empire concurs that slave labor is immoral and unacceptable. The Empire seeks to weed out any goods produced in this manner from Archlancer Island and will continue to do so.

At this time, and after much debate, the Lancerian Empire will oppose Ninhundland's application as a third-party member to META.

Administrative offices and potentially some sort of meeting space appear to be a very valid need. We recommend thoroughly discussing this option and the practicalities of its implementation.
 
On the proceeding of Draconics’ Full Membership, the Jewel votes AYE.

After discussing heavily with our corporate partners, on the admittance of Ninhundland as a Third-Party Member, the Jewel votes NAY.

We believe our production standards are completely differently than those of the nation of Ninhunland, and thus, we cannot and will not support their admission at this time.
