Perhaps I'm misreading the minutes and TNPU's Charter but I have a few questions. I would appreciate some help in pointing me in the right direction.

1. Underneath Chapter 2, clause, is listed the members of the Council and how they will be determined. I have been so far unable to determine what are the contexts for each Council member's continuing position on the Council.

The members of the Council are currently listed as Marcus Antonius, Prydania, Artemis, Madjack (who has tendered his resignation), Nessie, Pallaith, and Wonderess. Sanjurika is listed in the minutes but not in the aforementioned chart of the current Council.

Marcus Antonius is on the Council as per his position as Chancellor.

a) Who are the three members permanently appointed by the Senatus?
b) Who are the three members elected by the Senatus every three months?
c) Who are the three members appointed at the behest of the Chancellor on the behalf of the Council?

2. I will note that there is a list of ten positions for the Senatus. Currently there are three vacancies on the Council. BMW's vacancy was passed onto the Council two weeks ago. As such, I could understand the vacancy for that position. I will note however that the inaugural Council meeting features one vacancy, on August 3rd, it was noted in the minutes that Madjack resigned (two months ago).

a) Have these Council members been replaced?
b) If not, why not?

3. The election of three Council members is supposed to happen "every three months". The charter was posted on June 7th. It is now September 27th. This is nearly 4 months since the Charter was established.

a) Did the Senatus elect three Council members since the Charter was established?
b) If so, what were the results, and when?

4. The Senatus is responsible (as per the Charter) of overseeing the University. Is there a list of the members of the Senatus? If so, where may I find it?

5. Is all of this extra bureaucracy really worth it? I'm seeing based on meeting minutes that not all the Council members are dedicated. I'm not questioning your commitment—I am concerned that this may be holding you back.

Good lad! Top of the class! It makes me very happy that someone pays attention and asks questions on my humble writings. How else can you learn? I'm afraid that I am currently on leave in Spain. I shall be returning to the UK on the 12th of October 2019. I wish to give you all the answers you require in detail. Which will require my time and undivided attention. These commodities I currently don't have at this time due to the distraction of my holiday, but I shall get back to you. I have also contacted @Artemis (Council Secretary) and @Prydania (Council Vice-Chairman) regarding this matter.

Dear Praetor,

As promised, I have answers for your questions. I hope they shall suffice. The questions did "raise eyebrows" of the Council, but it did prompt discussion, further action is to be discussed at the next monthly meeting which will be held 19-20 October 2019. Anyway let's get to your questions.

Sanjurika had resigned from the Council after the meeting. As the Council only meet once a month this occurrence would not have been formally reported until the upcoming meeting this month.

Prydania - Vice-Chairman
Artemis - Secretary

b) Who are the three members elected by the Senatus every three months?

This has not occurred and I believe with the “quiet nature” of TNPU. Not really practical. I would suggest a re-write of this in the Charter.

c) Who are the three members appointed at the behest of the Chancellor on the behalf of the Council?

As this was the start-up of everything as an independent institution – everybody was chosen by myself on their merits as proven citizens of good standing within TNP. This was then put to the Council for discussion, approval and then invitation. Once again I do not think this is really practical, as all suggestions are put to the Council and they will have final say to the applicants admission. I would suggest a re-write of this in the Charter.

I am putting this to the Council at the next meeting. I will be asking what should be the minimum and maximum amount of individuals that should be on the Council. I believe the Council should have a mix of individuals to provide visibility and a voice in discussions and decision making. On a practical note, is holding elections every three months sensible? More Charter discussion/re-writes I think.

That is a very good point. To clarify – The 'Senatus' consists of all staff members and lecturers. A “Lecturer” is someone who is technically a 'Student' i.e. anyone who posts a thread in the University or contributes meaningful dialogue/discussion in threads. There was no list of members of the 'Senatus'. It would be good to know who is interested. So I have created this thread The North Pacific University Senatus

The answer is yes and no. Due to what befell TNPU back in May 2019, TNPU was requested to create a Charter in order to become independent from censure from the Delegate and his Government. In a set up from scratch there is going to be lot of bureaucracy. We have tried to keep this at a minimum but just like RL Universities, they are buried in it. It may appear that there are members of the Council who are not as dedicated as myself and it certainly seems to me to be a “one man show” at times, but I am grateful for their initial support which saved freedom of subject criteria within TNPU. I appreciate these individuals are working hard in other areas of TNP, so it could become a problem of time commitment. TNPU has always appeared to have been a “Sleepy Hollow” before I became Chancellor, so any efforts by me and a few others has got to be worth it.

In conclusion
The University structures itself in order to facilitate it's functions in the practicality of day to day operations. I would like to be able to rely on the Council and staff of the University, but sometimes these individuals have higher TNP priorities and duties. In relation to the Council, I would rely on Artemis to keep an eye on 'Points of Order' in relation to the Charter and advise the Council if the Charter is not being adhered to. Prydania, to step in as my second when required, such as in my absence. If TNPU could have support from HA and Comms, as we do support them, then I have ideas to promote TNPU.

I would like to thank you Prae, for making these observations, they help to keep the University on track and keeps my old brain cells working.

Thanks for the response and the creation of the Senatus list!

I'm glad eyebrows were raised over in the Council—shows there's life in the Council other than just you!

I agree that Charter revisions are necessary—I look forward to seeing the results of the discussions in the next meeting minutes.

6. Nomination of Division Heads

111With the resignation of BMW and Sanjurika, vacancies now exist for MPLS, NationStates and Social Sciences Divisions.

111The Chairman requested volunteers from the Council to take on the above positions.
111Wonderess put himself forward to become the Divisional head of the Social Sciences Division. The Council voted with 5 'ayes', so agreed to accept Wonderess for the
111position.

111The remaining vacant positions will continue to be advertised. The Chancellor will seek possible candidates.

7. Revisions of TNPU's Charter

111After considerable discussion, the Council have decreed that the Charter (Chapter II - Leadership and Governance) Para. 2 & 4 should be amended. A new Para.
11112 was incorporated. This had the full support of the Council, voting 6 'ayes' to 0 'nays'.


8. AOB

111There was a majority of the Council, which included the Chancellor and Vice-Chancellor, that expressed a desire to rejoin TNP Government oversight. After a vote,
111a quorum majority was reached, 5 ayes were recorded and the Chancellor is now in negotiation talks with the Delegate.


9. Next Meeting

111Due to changes in the Charter, monthly meetings will no longer be held. A monthly report will be issued by the Chancellor instead.
