It means you're a citizen (the lowest level) and can vote on proposals under the "Regional Assembly" subforum.

Our citizens used to have to vote in order to maintain citizenship, and thus were put in the Regional Assembly group. The now-called Residents were previously called Citizens, and the admin team just hasn't made cool badges to reflect the new system yet.

I would take exception to the "lowest" designation. All you could do was hold some form of office to be higher.

That was my fault, SillyString. I helped him move the nation (or thought I did) and then conditionally admitted them.
