So... How do we claim thing on the RP map or even better... what time is it based in [past, present, future]? And can we make our own mini-map thing [detailed] if accepted on the RP map?

I do recommend applying for citizenship to start off with, even if you are mainly interested in roleplaying as citizens do take part in elections and determining the laws.

For roleplay, this is the map claiming thread, the thread for discussion of the map is here. I believe it is around modern time. Additionally, there is a future roleplay with a map here.

I am not the best person to ask so hopefully someone more knowledgable than me in roleplay comes by. Hopes this helps until then.
