How to Apply
Membership in the Trillium Compact works on a sponsorship and invite based system in which a current standing member of the alliance, be it a Full or Associate member, puts forward an application on behalf of a potential new member nation. This prompts a debate on the merits of what that nation can contribute to the Trillium Compact as well as whether or not they are a right fit.How to Apply

Preface
The Parties of this Charter hereby affirm their commitment to the common cause of the promotion of fundamental freedoms and human rights, as well as the safeguarding of freedom, justice, and peace throughout their nations and Eras. Members of the Trillium Compact seek to preserve the values of democracy and shun coercion, intimidation, and the use of force as instruments of diplomacy in a civilized and just world. Members shall promote the establishment of free institutions and sound governance of a stable and democratic nature and shall further endeavor to promote peace and well-being through strengthening economic ties and diplomatic relations. Furthermore, Members affirm their commitment to the principles of human rights and a respect for national sovereignty, political self-determination, and the use of peaceful means to resolve disputes before resorting to the use of armed forces.
Article I [Headquarters of the Trillium Compact]
(1) The Trillium Compact shall be headquartered in Tver, Ceretis (Kingdom Republic of Ceretis) with the main debate hall being named the Grand Council Chamber.
Article II [Governance of the Trillium Compact]
(1) The Trillium Compact shall be governed by the Trillium High Council which shall consist of one representative from each nation.
(2) Representatives shall be considered equal within the Trillium High Council and have the power to call votes, although Representatives from Observer Members are barred from calling for a vote.
(3) Representatives shall debate and select a Council Speaker every four months through a voting process involving every Full Member and every Associate Member. The terms for Council Speaker shall run from 01/01 - 30/04, 01/05 - 31/08, and 01/09 - 31/12.
(4) Those elected to the position of Council Speaker shall not be limited in the total numbers of terms they may serve in the role. However, they may only run for two consecutive terms before they must take a break for one term.
(5) Upon a Council Speaker’s term ending, it shall fall upon either that person or another member of the Trillium High Council to initiate a new vote for the position. Whoever calls for this vote shall not be barred from running for Council Speaker.
(6) The Council Speaker shall announce the start and end of formal voting procedures for inviting new members or for passing legislation and shall act as the public face of the organization. Outside of this, he/she shall be considered primus inter pares, having no power above and beyond the other Representatives of the Trillium High Council.
(7) Votes shall be initiated after two members of the Trillium High Council motion a proposal with voting taking place over the course of five days or until each Representative of the Trillium High Council has cast a vote.
Article III [Mutual Defense Clause]
(1) While the Members of the Trillium Compact have come to the agreement that war is not an acceptable policy for the resolution of international disputes, they also recognize that not every nation shall accept this premise.
(2) Full Members maintain the right to self-defense and as such are bound to defend other Members, both other Full Members and Associate Members.
(3) While Associate Members are not bound to the defense of Full Members, they are urged to join the Trillium Compact in its collective defense efforts.
Article IV [Rapid Deployment Group]
(1) The Self Defense Divisions of the Rapid Deployment Groups are the Official Joint Military Forces of the Trillium Compact, consisting of Volunteer Divisions from the Military and Paramilitary Forces of the Full Members of the Compact.
(2) The Humanitarian Aid Division of the Rapid Deployment Groups are the Official Humanitarian Forces of the Trillium Compact, consisting of Volunteer Divisions from the Humanitarian Aid Divisions of the Full Members and Associate Members of the Compact. Associate Members may choose to opt into this program while remaining outside of the Mutual Defense Clause and its Self Defense Divisions.
(3) The leadership of the Self Defense Divisions and the Humanitarian Aid Divisions shall be approved by the Trillium High Council.

Article VI [Membership in the Trillium Compact]
(1) Membership shall be separated into three levels; Full Member, Associate Member and Observer.
(2) Membership can be suspended with a super-majority vote (60%+) of the Trillium High Council. The suspension period can be removed after a week of deliberation by the Trillium High Council and a further vote requiring a super-majority vote (60%+) of the Compact's membership.
(3) Members admitted as either a Full Member or as an Associate Member can petition the Council Speaker to call for a special vote to have their status changed.
(4) Observer Members, after being a member of the Trillium Compact for a period of four months, may petition the Council Speaker and the Trillium High Council to call for a special vote to promote that Member to either Full Member or Associate Member, either of which require a majority vote (55%+) of the Compact's membership.
(5) Full Member
Article VII [Membership Fees]
(1) Membership fees shall be kept in a High Council Treasury Account.
(2) Full Members will pay a membership fee equivalent to 0.0005% of their nation’s GDP.
(3) Associate Members who opt into the Mutual Defense Clause will pay a membership fee equivalent to 0.0005% of their nation's GDP.
(4) Associate Members who opt out of the Mutual Defense Clause will pay a membership fee equivalent to 0.00025% of their nation's GDP.
(5) Observer Members will pay a membership fee equivalent to 0.000125% of their nation’s GDP.
(6) Membership fees will help pay for the Trillium Rapid Deployment Group, Humanitarian Operations and the Administration of the Trillium Compact.
Article VIII [Ratification]
This Charter and the Trillium Compact shall come into effect once a legal representative has signed this document. Furthermore, this document shall act as a mutual agreement to replace the Trillium Accord Charter and the Partnership for Peace Charter. The initial Members of the Trillium Compact shall be as follows:

The Charter shall be translated into the national languages of all its Members with each version being officially reproduced and distributed to all nations that are Members. The official version of the Charter shall be written in Mercanti and housed within the Official Headquarters of the Trillium Compact.

- The Northern Division is based out of Meslen, Rigelae (Coalition of the Greater Ilia).
- The Southern Division is based out of Eborum (Federation of the Vestrugat).
- These divisions are responsible for the immediate response and defense of a Trillium Compact Member until the Military Forces of the Trillium Compact can fully respond to a threat against the sovereignty of a Trillium Compact Member.
- The Northern Division is based out of Meslen, Rigelae (Coalition of the Greater Ilia).
- The Southern Division is based out of Gausvik, Alcária (Most Serene Kingdom of Merilia).
- These divisions are responsible for the management and oversight of the Humanitarian Aid Missions to Full Members, Associate Members and Observer Members across the World of Eras as decided upon by the Trillium High Council.
Article V [Trillium Compact Initiatives]
(1) Initiative of Cultural Exchange
- Members of the Compact shall assist one another in better understanding each other’s national culture. The hope is that an exchange of cultural knowledge shall assist in preventing any misunderstandings from arising. Furthermore, there shall be a sharing of select cultural outreach programs. These programs are to include exhibitions of cultural material and the distribution of cultural media.
- Members of the Compact shall assist one another in an exchange of existing knowledge as well as cooperating in the research of new technology and ideas for the benefit of all. Furthermore, Members may assist one another in the formation of new research facilities and share their use in furthering the pursuits of the mind.
- Members of the Compact shall work to lessen the barriers of travel for the peoples of their nation as well as the peoples of the nations of the Trillium Compact.
- Members of the Trillium Compact shall work to reduce and remove as many trade barriers as possible allowing greater freedom in the movement of goods. Furthermore, Members shall cooperatively identify and remedy difficulties present in the exchange of goods including but not limited to communication, currency exchange, fast tracking of regulatory requirements, and assisting in locating potential goods and services needed by other Members.

- Nations can be accepted into the Trillium Compact by a majority vote of the Trillium High Council (55%+).
- Members have voting rights in the Trillium High Council and shall be bound to all decisions made.
- Members are eligible for participation in the Trillium Rapid Deployment Plan but have the freedom to opt-out of the Mutual Defense Clause.
- Nations can be accepted into the Trillium Compact by a majority vote of the Trillium High Council (55%+).
- Members have the ability to engage in Trillium High Council discussion but are barred from voting on issues and membership requests.
- Members are further barred from participation in Trillium Compact Programs without a special exemption from the Council Speaker and the Trillium High Council.
- Nations can be accepted into the Trillium Compact by a simple majority vote of the Trillium High Council (50%+1).
