How to Apply
Membership in the Trillium Compact works on a sponsorship and invite based system in which a current standing member of the alliance, be it a Full or Associate member, puts forward an application on behalf of a potential new member nation. This prompts a debate on the merits of what that nation can contribute to the Trillium Compact as well as whether or not they are a right fit.

Due to this system, we ask that you send a message to one of the Full or Associate member's listed above, either through a Private Message here on the Forums or through a Direct Message on Discord. You can also reach out to the various members in the Eras Lounge channel of the TNP RP Discord Server.


Charter
The Charter shall be the governing legal document of the Trillium Compact.
Preface
The Parties of this Charter hereby affirm their commitment to the common cause of the promotion of fundamental freedoms and human rights, as well as the safeguarding of freedom, justice, and peace throughout their nations and Eras. Members of the Trillium Compact seek to preserve the values of democracy and shun coercion, intimidation, and the use of force as instruments of diplomacy in a civilized and just world. Members shall promote the establishment of free institutions and sound governance of a stable and democratic nature and shall further endeavor to promote peace and well-being through strengthening economic ties and diplomatic relations. Furthermore, Members affirm their commitment to the principles of human rights and a respect for national sovereignty, political self-determination, and the use of peaceful means to resolve disputes before resorting to the use of armed forces.

Article I [Headquarters of the Trillium Compact]

(1) The Trillium Compact shall be headquartered in Tver, Ceretis (Kingdom Republic of Ceretis) with the main debate hall being named the Grand Council Chamber.

Article II [Governance of the Trillium Compact]

(1) The Trillium Compact shall be governed by the Trillium High Council which shall consist of one representative from each nation.
(2) Representatives shall be considered equal within the Trillium High Council and have the power to call votes, although Representatives from Observer Members are barred from calling for a vote.
(3) Representatives shall debate and select a Council Speaker every four months through a voting process involving every Full Member and every Associate Member. The terms for Council Speaker shall run from 01/01 - 30/04, 01/05 - 31/08, and 01/09 - 31/12.
(4) Those elected to the position of Council Speaker shall not be limited in the total numbers of terms they may serve in the role. However, they may only run for two consecutive terms before they must take a break for one term.
(5) Upon a Council Speaker’s term ending, it shall fall upon either that person or another member of the Trillium High Council to initiate a new vote for the position. Whoever calls for this vote shall not be barred from running for Council Speaker.
(6) The Council Speaker shall announce the start and end of formal voting procedures for inviting new members or for passing legislation and shall act as the public face of the organization. Outside of this, he/she shall be considered primus inter pares, having no power above and beyond the other Representatives of the Trillium High Council.
(7) Votes shall be initiated after two members of the Trillium High Council motion a proposal with voting taking place over the course of five days or until each Representative of the Trillium High Council has cast a vote.

Article III [Mutual Defense Clause]

(1) While the Members of the Trillium Compact have come to the agreement that war is not an acceptable policy for the resolution of international disputes, they also recognize that not every nation shall accept this premise.
(2) Full Members maintain the right to self-defense and as such are bound to defend other Members, both other Full Members and Associate Members.
(3) While Associate Members are not bound to the defense of Full Members, they are urged to join the Trillium Compact in its collective defense efforts.

Article IV [Rapid Deployment Group]

(1) The Self Defense Divisions of the Rapid Deployment Groups are the Official Joint Military Forces of the Trillium Compact, consisting of Volunteer Divisions from the Military and Paramilitary Forces of the Full Members of the Compact.
(2) The Humanitarian Aid Division of the Rapid Deployment Groups are the Official Humanitarian Forces of the Trillium Compact, consisting of Volunteer Divisions from the Humanitarian Aid Divisions of the Full Members and Associate Members of the Compact. Associate Members may choose to opt into this program while remaining outside of the Mutual Defense Clause and its Self Defense Divisions.
(3) The leadership of the Self Defense Divisions and the Humanitarian Aid Divisions shall be approved by the Trillium High Council.
(4) Self Defense Divisions

  • The Northern Division is based out of Meslen, Rigelae (Coalition of the Greater Ilia).
  • The Southern Division is based out of Eborum (Federation of the Vestrugat).
  • These divisions are responsible for the immediate response and defense of a Trillium Compact Member until the Military Forces of the Trillium Compact can fully respond to a threat against the sovereignty of a Trillium Compact Member.
(5) Humanitarian Aid Divisions
  • The Northern Division is based out of Meslen, Rigelae (Coalition of the Greater Ilia).
  • The Southern Division is based out of Gausvik, Alcária (Most Serene Kingdom of Merilia).
  • These divisions are responsible for the management and oversight of the Humanitarian Aid Missions to Full Members, Associate Members and Observer Members across the World of Eras as decided upon by the Trillium High Council.

Article V [Trillium Compact Initiatives]
(1) Initiative of Cultural Exchange
  • Members of the Compact shall assist one another in better understanding each other’s national culture. The hope is that an exchange of cultural knowledge shall assist in preventing any misunderstandings from arising. Furthermore, there shall be a sharing of select cultural outreach programs. These programs are to include exhibitions of cultural material and the distribution of cultural media.
(2) Initiative of Scientific Research
  • Members of the Compact shall assist one another in an exchange of existing knowledge as well as cooperating in the research of new technology and ideas for the benefit of all. Furthermore, Members may assist one another in the formation of new research facilities and share their use in furthering the pursuits of the mind.
(3) Initiative of Travel
  • Members of the Compact shall work to lessen the barriers of travel for the peoples of their nation as well as the peoples of the nations of the Trillium Compact.
(4) Initiative of Economy
  • Members of the Trillium Compact shall work to reduce and remove as many trade barriers as possible allowing greater freedom in the movement of goods. Furthermore, Members shall cooperatively identify and remedy difficulties present in the exchange of goods including but not limited to communication, currency exchange, fast tracking of regulatory requirements, and assisting in locating potential goods and services needed by other Members.

Article VI [Membership in the Trillium Compact]

(1) Membership shall be separated into three levels; Full Member, Associate Member and Observer.
(2) Membership can be suspended with a super-majority vote (60%+) of the Trillium High Council. The suspension period can be removed after a week of deliberation by the Trillium High Council and a further vote requiring a super-majority vote (60%+) of the Compact's membership.
(3) Members admitted as either a Full Member or as an Associate Member can petition the Council Speaker to call for a special vote to have their status changed.
(4) Observer Members, after being a member of the Trillium Compact for a period of four months, may petition the Council Speaker and the Trillium High Council to call for a special vote to promote that Member to either Full Member or Associate Member, either of which require a majority vote (55%+) of the Compact's membership.

(5) Full Member

  • Members have voting rights in the Trillium High Council and shall be bound to all decisions made.
  • Members are full participants in the Mutual Defense Clause and the Trillium Rapid Deployment Plan.
  • Nations can be accepted into the Trillium Compact by a majority vote of the Trillium High Council (55%+).
(6) Associate Member
  • Members have voting rights in the Trillium High Council and shall be bound to all decisions made.
  • Members are eligible for participation in the Trillium Rapid Deployment Plan but have the freedom to opt-out of the Mutual Defense Clause.
  • Nations can be accepted into the Trillium Compact by a majority vote of the Trillium High Council (55%+).
(7) Observer Member
  • Members have the ability to engage in Trillium High Council discussion but are barred from voting on issues and membership requests.
  • Members are further barred from participation in Trillium Compact Programs without a special exemption from the Council Speaker and the Trillium High Council.
  • Nations can be accepted into the Trillium Compact by a simple majority vote of the Trillium High Council (50%+1).

Article VII [Membership Fees]

(1) Membership fees shall be kept in a High Council Treasury Account.
(2) Full Members will pay a membership fee equivalent to 0.0005% of their nation’s GDP.
(3) Associate Members who opt into the Mutual Defense Clause will pay a membership fee equivalent to 0.0005% of their nation's GDP.
(4) Associate Members who opt out of the Mutual Defense Clause will pay a membership fee equivalent to 0.00025% of their nation's GDP.
(5) Observer Members will pay a membership fee equivalent to 0.000125% of their nation’s GDP.
(6) Membership fees will help pay for the Trillium Rapid Deployment Group, Humanitarian Operations and the Administration of the Trillium Compact.

Article VIII [Ratification]
This Charter and the Trillium Compact shall come into effect once a legal representative has signed this document. Furthermore, this document shall act as a mutual agreement to replace the Trillium Accord Charter and the Partnership for Peace Charter. The initial Members of the Trillium Compact shall be as follows:

The Charter shall be translated into the national languages of all its Members with each version being officially reproduced and distributed to all nations that are Members. The official version of the Charter shall be written in Mercanti and housed within the Official Headquarters of the Trillium Compact.

Katrín Oliveira is hereby appointed to the Trillium Compact and the Trillium High Council. She has served the Most Serene Kingdom of Merilia well in representing our interests on the world stage in this organization's prior incarnation, the Trillium Accord, and we are confident she will continue to do so in the Compact.

Now that the Trillium Compact has been established as the successor of the Trillium Accord and has found its feet, I would like to open up a discussion about the possible invitation of new nations. Below, I've listed four candidate nations that I feel would be a fit for the Trillium Compact and what level on membership would work best for them. Both Iraelia and Sil Dorsett are small nations in Eras and while they do have some say on the international stage, they are oftentimes overshadowed by the larger and more influential nations. Inviting both to the Trillium Compact would give them a larger voice in the international community while giving their governments the choice of how much they feel they can support the Compact. Furthermore, while it may be questionable on whether or not we should invite Goyanes and Syrixia to the organization due to their large roles in the Pan-Gotic Union and the Phoenix Union, I feel that we could still engage them halfway on compromise by inviting them as Observer Members of the Trillium Compact.

After communications from the Foreign Directorate from my homeland I have been asked to broadcast to the peers of this council.

On the matter of Sil Dorsett, we are open to talks regarding the Nation named after their ruling family, their may be some growing pains but we are at least willing to come to the table and discuss their admission.

Iraelia on the other hand will be a firm no from the Coalition. We are very sure of our position, their ethnic and political divisions are potentially destabilizing for any alliance they bring themselves in and we are not entirely happy with the actions their government has taken in the past against their own citizens.

On the other hand. We are very skeptical of about Goyanes or Syrixia as Observers. We are willing to discuss it but we are not coming to the table in favour.

With the express authority of the legislature of the Hastfradic League I have been empowered to respond to the suggestions of the Merillian League in regards to future memberships.

The Hasrfradic League is in full support of the admission of Sil Dorsett and Iraelia as associate members. Sil Dorsett has a good reputation within the international community despite their small size, and we believe would be a good fit. In regards to Iraelia we believe their admission would be beneficial to the TC in expanding our influence into the east. Though their nation does have past issues they have had to contend with, their current government has proven to be moving forward towards more inclusive and unified policies which have been overall effective at reversing their political divisions.

On the matter of Goyanes, we are open to discussion of their acceptance as an observer state though we feel this must be discussed thoroughly due to his allegiances to both the PGU and PU and how this might affect the TC.

On Syrixia, the HL has mixed feelings. We have the same trepidation about his observer status as we do with Goyanes, but then we are also worried about their influence throughout Eras and the negative view many have of their nation. Some in our government are open to this possibility as they believe it can better relations in the region, while others worry about the possible political conflicts his admission will undoubtedly cause. Further discussion we feel is required.

Regarding the status of the proposed members, the Grand Federation would like to voice its opinions.

We do recommend Sil Dorsett for Associate status. Despite the somewhat unsubstantial democracy in a system that can technically be overridden by the monarch when they plead, they have shown countless times to be peaceful and committed to democracy, their reputation and influence known favourably all over Eras despite their size.

We would not recommend Iraelia for Associate status but rather Observer. While they are democratic and at not reviled as warmongers, their history and possible underlying tensions could spark instability in the nation. Additionally, with that particular history we are quite uncomfortable to completely associate ourselves with a nation with such a background.

We would also recommend Goyanes for Observer status. In addition to a history of imperialism, we too feel how his allegiances to other alliances would affect his loyalties to the TC, but as we are in both the PGU and PU in addition to the TC, we are open to debate.

Finally, however, we are against Syrixia becoming a part of the TC in any way. A nation that is almost wholly undemocratic and has elements of a theocracy, we feel this would stand against the very foundations that the Compact stands for. Rampant imperialism also brings along more negatives, especially with any transgressions that were committed in their history. This legacy could be detrimental to the reputation of the Compact, and we feel that this influence may hinder our ability as a respected and reputable organisation, dedicated to peace, democracy, and freedom.

Thank you everyone for your responses and your opinions and concerns, they have been noted. Having said that, I would like to call for a formal meeting of the Trillium High Council to vote on the membership requests I had originally put forward.

After having sent the message, Council Speaker Oliveira was sitting at her desk in the Grand Council Chamber when the other representatives walked in. As soon as everyone was seated, she stood up and began.

"Esteemed members of the High Council, we are gathered here today to debate and discuss formal invitations and the merits of new members that we wish to invite to join the Trillium Compact. In my email that was sent to all of you, I had proposed inviting the nations of Sil Dorsett and Iraelia as associate members. While I still stand behind my decision to invite Iraelia as an associate member due to the nation and its government having obligations to the Iterian League, I felt it wise to leave their status as it was so that if they are granted membership in the Compact, they have more flexibility in working out their obligations to both alliances. As for Sil Dorsett, I wish to still invite them as an associate member but I would also like to open up the possibility of them being admitted as a full member. The news coming out of the country lately has been one of protests against the sisters and the Prime Minister to withdraw from the Phoenix Union. While it is true that many of the particulates of what the people are protesting against could be said to be true of the Trillium Compact as well, I feel that this alliance can be a great boon to the nation of Sil Dorsett by offering them the flexibility to choose how much and how far they want to push their involvement on the world stage. That and with the recent restructuring of the government by Princess Claidie, many in the Merilian League are happy with the changes and how it has shifted some power away from the monarchy and back down to the people. Lastly, as for my statement of inviting the nations of Goyanes and Syrixia as non-members / observers, I still stand by that statement though I am open to debate and discussion as I'm fully aware of some of you having very strong opinions on the merits or inviting or not inviting these two nations. That is all I have to say for now and the floor is now open to whoever wishes to speak."

The Hastfradic League has nothing further to bring forward at this time. If there is anything anyone else wishes to discuss we are ready to jump in.
 
Gareth looked at the representatives from the Ilian Coalition and Xentheridian Federation who were still looking over papers on their desk. "We find the admission of Iraelia as an associate member acceptable, and the elevation of the Sil Dorsettian membership as well acceptable if they're interested. Furthermore, we still support offering observer status to Syrixia and Goyanes as their other alliance requirements seem probable to pose a conflict of interest and focus among other concerns."
 
Council Speaker Oliveira acknowledged that the Esplandian Councilor had nothing further to add with a small nod of her head before turning her attention to what the Ceretian Councilor was saying. As he was droning on and on about comments already brought forward in the email chain she started wondering to herself whether or not to ask her aide to run off and get her another joint. Before she had the opportunity to send one of her aides out on that task, he finally finished speaking and she responded, albeit a bit sleepily, "thank you Councilor Kol for those lengthy remarks. As of this moment, it looks like the Alliance is leaning towards accepting the nations of Sil Dorsett and Iraelia as new members while still being heavily wary of admitting Syrixia and Goyanes. Before jumping to any conclusions though and calling for a full formal vote, I'd like to hear from the Xentheridan Councilor and the Ilian..."

Before she could finish her sentence, one of her aides informed her that the Ilians needed to take a leave of absence to deal with matters back home. Thinking to herself that this couldn't possibly have happened at a more crucial time, Caitrin turned back to the others, "it seems that a small emergency has arisen in the Ilian homeland and their delegation will be returning home to help deal with the matter and until such time that they return, I will be counting their vote in all matters as an abstain."
 
Jasmine stood nervously, and said "Xentherida's opinions still stand: we support Sil Dorsett for Associate, and Goyanes and Iraelia for Observer. We are still firmly against Syrixian membership in the TC in any way."
 
After listening to Jasmine speak up, Caitrin stood and addressed the High Council, "seeing as everyone present has put forward any additional thoughts and opinions that they had, I would like to call for a formal vote on the admission of new members to the Trillium Compact."

On behalf of the Iraelian people, I would like to thank all those who voted to approve our nation, and the Trillium Compact on a whole, for allowing Iraelia into it's halls. Iraelia has long been an open supporter of democracy and self determination. We have fought twice to ensure our nation may persist as a bastion of democracy, freedom, and sovereignty, so the Trillium Compact has always been more then just an alliance to the Iraelian People. The Trillium Compact stands tantamount to the fact that the ideas of republicanism, liberty, and equality, ideas that Iraelia hold dear, are not lost on this world. And so, it is incredibly humbling for us to be honored by the Trillium Compact in such a way. But enough of the theatrics, for all terms and purposes, following the composition of this letter, Elihai ben Itai shall be designated as the official Iraelian Representative to the Trillium Compact.

The Principality of Sil Dorsett, upon a passing vote in the Chamber of Law and with the consent of the Regency Council hereby accepts the invitation to join the Trillium Compact as a Stella Signatory. Until such time that a permanent representative to the high commission is chosen, former Phoenix Union ambassador Malorie Allen will serve as our representative on a temporary basis. It is our hope that our entry into this compact will lead to greater collaboration between us and the other members of the compact, and also bring forth greater stability in the region with influential promoters of peace thinking and acting alike.

Katrín was home in Vethyr making pork chops, potatoes and vegetables for her family when her computer chimed to notify her of a new email. Taking a minute, she briefly looked it over and saw that it was a request from the Ambassador of Callise to the Merilian Ministry of Foreign Affairs about membership in the Trillium Compact. As she was still serving as Council Speaker, the Ministry had forwarded the email to her. She quickly jotted down a note to reply back after dinner after which she called over her husband and daughter for dinner. Dinner conversation quickly got onto the topic of her daughters upcoming first day of school. It was a big deal for herself and Marcos, as their daughter, Rebeka, was starting her first year of Basic School at Tavárea Academy after having graduated from kindergarten earlier in the year. As dinner wrapped up, Marcos helped clean up the dishes while Katrín grabbed her laptop to reply back to the email. She first sent a quick response back to the Ministry of Foreign Affairs confirming that she had seen the email and that she would reach out to the other members of the Trillium Compact to organize a meeting. As she was not willing to fly back to Tver for such a small matter, she settled on a video conference with the other Compact representatives.

To the esteemed representatives of the nations of the Trillium Compact. Earlier this evening I was informed by the Ministry of Foreign Affairs that the Kingdom had been contacted by the Ambassador of Callise about the possibility of their nation joining the alliance as an Associate Member. As this is a small matter, I propose that a video conference be held to discuss the issue at hand. Furthermore, I would also like to take this opportunity to bring forward the idea of elevating the Principality of Sil Dorsett and the State of Iraelia from Associate Members to Full Members. They have both shown to be stable democracy and bastions of freedom despite being surrounded by potentially hostile nations to their national interests. Bringing both up to the status of Full Member would show that the Trillium Compact stands firm on its ideals of peace and freedom.

As Katrín started up the video conference with the rest of the representatives of the Trillium Compact, she walked into the kitchen to grab a glass of mead and came back just in time to see her call go through to the other representatives, "good evening everyone. I hope everyone is well. As this is a small matter I did not see a reason to have us all travel to Tver. As you saw in my previous communique, the Ambassador of Callise gave my nation notification that they would like to join the Trillium Compact. I would also like to discuss the matter of elevating the nations of Sil Dorsett and Iraelia to being Full Members. I leave the floor open to comments, questions and critique on the merits on the discussions of the night."

Overview: Callise is a medium to large country on the continent of Craviter. Callise is a Republic with high citizen participation in democracy. When it comes to Foreign Affairs, the country is very reserved and closely guards it's sovereignty. They operate a modest, yet efficient armed forces. In regards to trade, Callise is a free trade nation that tries to maximize flow of goods and services between itself and other nations. The nation is composed primarily of grassland and hills in the south, with mountain ranges in the north.]

Elihai ben Itai, wearing his Ashkella University t-shirt, the cartoon tiger holding a rugby ball partially faded after years of regular use.

"My concern is that nationalists within the Republic of Callise legislator seem to hold a considerable degree of influence. Are we sure that Callise can be counted on to commit to the TC in the event that they are admitted?"

He sipped on his chocolate milk, a favourite late night snack.
"As for the elevation of Iraelia and Sil Dorsett? The Iraelian government is amicable to the suggestion in both cases."
 
Amanda spent a late night in her home office to join the conference. Unfamiliar with the casualness of the others, she was suited up. Feeling out of place, she hesitated in speaking up but ultimately made her opinions known.

"Regarding Callise, I'm curious as to their military doctrine. Are they purely self-defensive or do they project power regionally or worldwide? How aggressive are they in carrying out military operations to pressure others?

"About the elevation proposals, we have no objections to the elevation of Iraelia, but we have reservations about our own elevation. Elevation to full membership requires adherence to the Mutual Defense Clause. This would be problematic, considering how our past membership in the Phoenix Union was jeopardized and ultimately ended due to public opposition to committing Sil Dorsettian forces to foreign conflicts not of our own making or interest. The government yielded to public protest against the mutual defense of the Phoenix Union, and I could see the public doing the same against a Trillium Compact mutual defense agreement. The fact that we weren't part of the mutual defense agreement here made signing on as an associate member easy. We would need to define how the defense agreements between the Trillium Compact and the former Phoenix Union differ and how the compact's agreement benefits the Principality.

"Unless that distinction is made, I would ask that our nation not be elevated to full membership. If given the opportunity, we would decline it."
 
As Elihai and Amanda were speaking, Katrín jotted down a few notes and sent a short email to the Merilian Embassy to contact the Callisian Minister of Foreign Affairs and have him join the video conference very briefly to answer any questions. Though she had quite a bit of information about the nation through the nations diplomatic network, she felt that the best course of action was to let the Callisians speak for themselves.

"All very good concerns about the Republic of Callise and while the Kingdom's diplomatic efforts have provided quite a lot of information about their style of governance alongside a high level overview, we are not familiar with the recent events of the Nationalists within the nation. As such, I have reached out to our embassy in Callise to get their Minister of Foreign Affairs on the video conference briefly to answer any questions or concerns. I have noted which questions were directed to them so nothing needs to be repeated.

Amanda, I fully understand your concern regarding the Mutual Defense Clause. As it presently stands with Sil Dorsett as an Associate Member, your nation is not bound to the Mutual Defense Clause which stipulates that every Full Member of the Compact is bound to defend the other Members of the Compact, both Full and Associate. As your nation holds Associate status, Dorsettian forces are urged to join in these collective defense measures but are not required to do so. Furthermore, you have to remember that there is also the presence of the Rapid Deployment Groups which are the official joint military forces of this alliance and are split between self defense divisions and humanitarian aid divisions. Both divisions can be joined by both Full and Associate Members, as is the case of the Kingdom of Merilia wherein we hold Associate Member status to opt out of the mutual defense clause while still maintaining and contributing funds and personnel to one of the Humanitarian Aid Divisions. If you feel that pursuing the path to Full Member is not in the best interest of your nation, might I suggest then that we drop that matter and leave Sil Dorsett as an Associate Member with the possibility of participating in either the Self Defense Division, the Humanitarian Aid Division or both?"
 
As his counterparts discussed the issues brought up by the Merillian delegate over the video chat, Haevar Aldriksen muted his mic and leaned over to his aid and asked, “What’s a Callise?”

“It’s a nation on Craviter.”

“The Ceretian speaking one?”

“Yes.”

“Didn’t they already join?”

“That’s Sil Dorset, sir.”

“Oh that’s right. This is the Republic one. Is there a map?”

The aid quickly grabbed one and showed it to Mr Aldriksen. The older man looked it over and wasn’t happy with what he saw. “No, this isn’t good.”

He then waited for a chance to speak, listening to Ms Oliveira’s long winded response. When she had finished he unmuted his mic and began.

“I can’t see any political or strategic value in having Kaschovia...” (his aid quickly corrected him) “...I mean Callise, join the Compact. In fact I believe it would be determental in the long run. Callise sits between Syrixia and Maloria, with the potential to pull us into any Craviterean conflict that might crop up. And let’s be honest, those are frequent. Now Syrixia or even Maloria would be more beneficial as associate or observer members, as they’ve got some political clout. I see none with Callise.

“I also see no reason to elevate either Iraelia or Sil Dorset to full members at this time. If Iraelia wishes for full membership I’d expect them to bring that matter up themselves, and Ms Chéron has already stated her case against.”

Haevar then made a dismissive grunt and muted his mic, awaiting what was said next.
 
Director of Foreign Relations Marc Levett rubbed his head softly as he sat at his office desk. His migraine had persisted for a solid eight hours at this point, and to make matters worse he'd just sat through three hours of a Caucus fillibuster on a bill to prepare funding for the purchase of a share in the International Reserve Bank. As he gathered his thoughts and looked at his monitor, he noticed an invite from the Merilian Representative to the Trillium Compact to join a video conference with representatives of Compact Member States. So after taking two pain killers and pouring a cup of herbal tea, he dialed in.

He sat, reserved during the Iraelian and Esplandian grievances, yet he couldn't help but furrow his brow as the complaints continued. When the Esplandian concluded their statement, he opted to respond.

"Well, in regards to the Iraelian concerns," Levett said in between sips of herbal tea, "the National Sovereigntist Caucus are only agitators who have no real control of our government. Our Cimmerian Trade and Travel Act was only a response to Cimmeria's status as a rogue state and I'm sure none of you would contest that. And when the threat subsides, we'll lift all restrictions." He grabbed his head and rested it for a few moments before continuing, "They're actually very similar to your own Iraelian Nationalist Party, Mr. Elihai."

"And as for the Esplandian concerns, we assure you we have no intention of getting involved in any conflict of that nature. Ever since the conclusion of the Wars of Chevalier, we have maintained the Neutrality Proclamation of 1820 and have preserved our military as an instrument of self defense." He pulled a piece of gum that he kept in his jacket pocket and began to chew, gum helped alleave his headache, "And in regards to Maloria and Syrixia, as far as I'm aware those countries have not actually undergone any physical or commercial altercation recently, so I think your fears of war may be a little misplaced," he said in between chews, "In fact, I'd argue Iraelia's altercations with Yukkira pose a much greater threat for war than anything happening in the Strait, if that's what you're primarily concerned with."

Levett, realizing his mistake, quickly apologized, "That's not to disparage your government, Elihai, of course they had no control over the rogue Monarchy that runs Yukkira. We simply find our regional conditions to be comparatively more stable given most of Craviter has emerged from the quagmire of the Northern conflicts and had established things like the Bergum Pact and the Phoenix Strait Free Trade Accord which are conducive towards regional peace."

"And as for what we'd bring to the alliance? Well, we're one of the foremost banking countries on Eras and our currency is held in reserve by many nation's on Craviter. We represent one of the largest GDPs on the continent, and the ratification of this alliance would only increase beneficial trade for all nation's involved," he grabbed his throbbing head once more before continuing. "And as for self defense, Callise would add to the Compact's reach in Craviter and give it another arm with which it may defend it's interests. For example, if Sil Dorsett found itself under significant threat from a dangerous nation like Cimmeria, you would need to spend a considerable amount of time transporting your armed forced to defend it. If you approve our request to join, we'd be able to respond much more rapidly than the existing Compact members to any threat the Siliens might face."

He held the gum wrapper to his mouth and gently wrapped it around the gum, "I apologize for the informalities, friends, I've been battling quite the headache. Please excuse my actions."

As the others talk the newly appointed Ambassador to the Compact, Mariella Valun, thumbed through the relatively thin document the staff of the Avelire Coalition Building in Zhalla. Having her computer microphone muted so she could relay information to her new boss, Director el Trecht. After receiving the information she needed from the Director and the Callisean man had finished his statement she leaned slightly forward to activate the microphone on the computer.

Leaning back she cleared her throat before picking up a piece of paper. "I must ask forgiveness for my relative silence, I am still attempting to get acclimated to the Coalition's Foreign Affairs Directorate and to make this meeting I had to locate the closest National Building to be routed through this call.

That being said, I must bring up something that the other Full Members are definitely thinking but are being too polite to actually say. When it comes down to it the number of nations in the Associate tier has reached its peak for the number of full members. If the nation of Callise is coming to us saying that they can defend Sil Dorsett as one of their upsides then come to us as a Full Member that is obligated to do so. Otherwise my nation must oppose this, we can't be obligated to defend a nation of your size in such a contentious part of the world without assurances that you will do the same. It just doesn't make any sense to us to support any more associate members at this time, especially of your nation's size."

Levett listened intently to the statement made by the Ilian Representative and responded with haste. "I've talked to State Director Dupont and he has made this application a priority of ours. If a greater commitment is what is required, then we will make that commitment. We'd like to alter our application and petition the Trillium Compact for Full Membership."
 
Lounging on an oversize couch at the back of a skytop railcar, the twinkle of stars and flicker of city lights could be seen dotting the dusky landscape behind Gareth as the late night train raced across the countryside. Putting down his Prydanian lobster roll he grabbed the cotton napkin from his lap and dabbed his mouth before taking a drink from his mojito.

Pressing a button on a remote control, his microphone now activated. "I have to agree with Mariella, if the associate membership continues down the path its been heading, we'll be soon facing more associates than members. It makes much more sense for the 'Republic of Callise' to enter the compact as a full member. I'm glad they're able to be flexible regarding this matter."

"Strategically the addition of Callise makes sense. Their location would allow us to rapidly respond to a Cimmerian threat to Sil Dorsett; and their position along the Phoenix Strait would allow us improved control over the southern strait. Furthermore, it gives us a strong land connection for trade with the southern portion of the continent."

"As you may be aware, Ceretis has quite a large banking and financial services sector of its own. Our board of treasury has examined the Callise banking, currency, and economic system and has given a very positive review. Should all go well, and the Republic of Callise enter the Compact, we believe that it would strongly benefit all involved, and give even more clout to our esteemed membership. The ideals of their nation seem to reflect ours as a group; my nation's current trade and contact with their people and with their government has thus been very positive."

Pausing to take a quick look at one of the pages on the table in front of him he takes a sip of his drink, which now is almost empty. "We would support the cause for the elevation of Sil Dorsett but agree that the very same political impasse that plagued their Phoenix Union membership would most likely crop up along with that elevation. I think we should continue discussions with their representative and with other members of their government to assuage their concerns before we proceed on that matter." Momentarily pausing, a waiter could be seen exchanging Gareth's drink for a full glass. With a nod of thanks he turned his attention back to the screen. "I believe the people of Sil Dorsett could benefit from the various programs offered by the TC charter and after discussions and time to consider these benefits, I'm sure they'll be more amicable. Until that time... we will have to put a pin in that idea."

He sipped his chocolate milk some more.

"In regards to the Callisen matter? I would like to thank Director of Foreign Relations Marc Levett for his comprehensive response to my concerns, as well as the concerns of the rest of the TC."

He scanned his notes, as well as his dispatches from Adonai-Jireh.

"I would like to move for a vote on two matters. The first to admit Callise to the TC as a full member. I would also like to move for a vote to elevate Iraelia to full member status."
 
Katrín listened to the last few comments before Elihai motioned for a vote on the two matters before she herself responded, "I second the motion for a vote and with my voice being the second in support I shall start a vote on the two matters at hand. As we are doing this via video conference, a simple yay or nay shall suffice for your vote. Further, as the Xentheridan delegation is not present and has not commented on the discussion at hand, their vote shall be an automatic abstain on the matters.
