While I think we can all agree that war crimes are bad, this resolution is also bad.

For starters, if passed, it would remove the investigative process for war crimes from your nation's police force and instead have the International War Crimes Tribunal (IWCT) conduct the investigation. The text also fails to detail any limits or direction with regards to scope and limits of the IWCT's investigative powers.

It doesn't set any standard that must be met for the IWCT to issue an arrest warrant, other than "the evidence is compelling enough". That's nonspecific enough to cause serious concerns.

The text also fails to provide any details on standards for extradition to cover the rights of the accused in the event that GAR#147, Extradition Rights is ever repealed. Failing that, it also neglects to specify that additional legislation regarding extradition rights shall not be impeded by the passage of this legislation.

Judicial matters such as this should not be farmed out to an international body that is accountable to no one and nothing, and the specific problems listed above only exacerbate that issue. This is not the only proposal that is currently being drafted to cover war crimes and/or crimes against humanity, and a failure to pass this resolution does not in any way mean that we will never support a different resolution that more appropriately and effectively works to cover this topic.

For all these reasons, we recommend a vote against this proposal.

The North Pacific WA Ministry recommends voting Against[/] Repeal “Prevention of Torture” for the following reasons:
The repeal on the whole supports the use of torture, which, in addition to being ineffective at generating accurate intelligence, is as gross a violation of internationally accepted standards of human rights as slavery.
The repeal in question is self-contradictory. In its REMINDING clause, it suggests that human rights are not rights, but privileges, despite identifying them as rights earlier in the sentence. Regardless of any individual view on what constitutes rights, the internal contradiction is a flaw that the General Assembly ought not endorse in its laws.
The language of the repeal supports the use of torture to ensure acquisition of information for security and legal purposes, which will only encourage the use of torture to further state ends at the cost of personal freedoms.
To this end, and after careful consideration, the WA Ministry determines that the passage of Repeal “Prevention of Torture” is not in the best interests of the citizens of The North Pacific, and recommends a vote Against.

Proposals that deal with the curtailing of human rights for the moral benefit of society as a whole are always a mixed bag to deal with. This proposal is no exception. While it is, on the face, a solidly written resolution by a talented author, it has no shortage of significant issues.

Not the least of aforementioned issues is the fact that this resolution, by virtue of the protections promised, assures nonsapient creatures rights that the World Assembly has been unable to extend to sapient citizens. While certain resolutions such as Prevention of Torture prevent undue torment of sapient creatures, there is no law against assault or even murder within the World Assembly, where this proposal would outlaw similar gratuitous killings of animals.

Furthermore, it requires that, in the long laundry list of exceptions, that animals be protected from intentional infliction of intense physical pain, failing entirely to consider those instances of self-defense where a predatory creature attacks a sapient individual. No distinction is drawn between shooting a Tarkalian tiger in the process of mauling somebody and stomping on the ears of a bunny for sick giggles.

While the myriad of technical issues and loopholes can probably fill a small book, it would be much easier to point out the key culprit of the errors: the ill-conceived format. Instead of approaching this issue from the position of finding a universal, or nearly universal, application of the term “abuse”, the author has made a point of creating a list of unacceptable actions, and then further complicated an incomplete list with a series of confusing, subjective exceptions.

Several concerns could be raised over the impacts this will have on cultural practices such as bullfighting, whaling, hawking, or even gladiatorial battles, but the argument regarding the imposition of a subjective moral position upon the sovereignty of national governments is ubiquitous in Moral Decency proposals. It is up to the individual voter to decide the merits of that argument for themselves.

In light of the significant issues and controversies surrounding this proposal, it is the determination of the Ministry that it is in the best interests of The North Pacific and her citizens to vote AGAINST this resolution.

This proposal is absolutely rife with significant issues. While the author clearly has some very aspirational ideas on the topic, the unfortunate facts about the matter leave it grasping only tenuously at a likely solution.

The actual results of this proposal are incredibly vague; the regulations are entirely unspecified, the safety precautions urged are not stated, and the entire task of regulating space is left up to a single committee, with no input whatsoever from individual states. Nor does the resolution give any guidance as to what sort of bylaws the WSA should institute, nor toward what purpose.

The proposal does not specify (nor allow bylaws to specify) how the benefits of "cosmos research" should be disseminated, or even that they should be at all. It would require the dissemination of "WA ideals" which are ambiguous at best. The proposal does not stipulate how the spoils, if any, of space exploration might be shared, nor does it allow the WSA to regulate this. The WSA's authority to regulate "cosmos travel" is both too specific and too vague: any space travel can be regulated in any way (without guidance,) and yet the distribution of discovered technologies, resources, and knowledge remains ungoverned.

This proposal has entirely failed to address the very complex issues of international space exploration. It is the determination of the Ministry that it is very much in the best interests of The North Pacific, and even the entire WA, to vote AGAINST this proposal.

You may have read our recommendation regarding the underlying proposal to be repealed. If you have, you are unlikely to be surprised by our recommendation in favor of this repeal.

As the repeal text describes, the resolution grants non-sentients rights that sentients have not been granted by the World Assembly, imposes very particular moral standards on diverse cultures, bars self-defense against animals, and is structured poorly such that it poorly defines "animal" and "abuse" but does define a number of exceptions so broad as to be loopholes.

The Ministry stands by our opinion of "Prohibiting Animal Abuse" and thus recommend a vote FOR repealing it.

Abortion has long been a subject of debate, usually heated, in the World Assembly. The two resolutions "On Abortion" and "Reproductive Freedoms" have largely settled the matter for the past two years (or more, in the case of "On Abortion" settling the question of an outright ban). From time to time, however, an attempt is made to repeal "Reproductive Freedoms".

The present proposal to repeal "Reproductive Freedoms" is well constructed so as to plausibly pass. It opens its criticism of the resolution with a women's rights issue: sex-selective abortion. It follows this up with the unpleasant topic of late-term abortion. It encourages the notion of a replacement resolution, which would address the claimed deficiencies in "Reproductive Freedoms" while still protecting the same freedoms. This combines the two core arguments of two previous attempts to repeal the resolution, arguments related to improvements in policy the author suggests would be desirable.

Nonetheless, those with strong views in favor of reproductive freedoms will find antipathy to their views in the text. Reproductive Freedoms, which passed with a two thirds majority and has stood as WA law for nearly two years, is described as "an immature and reckless exercise of World Assembly authority". The nod toward a replacement insists that it be more "Moderate". The preferred law of this proposal author, a drafted replacement available on the onsite forums, would be. It would not protect reproductive freedoms as strictly from the legislative power of member states as current law. In particular, it requires only that regulations of abortion not "unnecessarily impugn" individual rights, rather than more sweepingly requiring that no regulations be tailored to abortion only.

On the substance of the proposal's criticisms of the resolution, there are three reasons one might seek to repeal the resolution. Either one disagrees with it on principle, believes more of the questions of policy it addresses should be resolved locally, or believes that the specific points of policy on sex-selective abortion or late-term abortion are problems worth re-legislating over. For many, this proposal is rooted in either certain moral values or the principles of national sovereignty. For others, values of social justice or valuing viable fetuses require pulling back a sweeping law to allow more flexible legislation. If one values a pregnant woman's individual rights higher, however, there is no question that personal autonomy is protected by the resolution in a way that is both necessary and proper.

Taking all these matters into consideration, the Ministry recommends against this resolution. We do not expect unanimity on this matter, and there is no issue with voting for the proposed repeal if you disagree with what we surmise to be the majority position. Indeed, voting your opinion is encouraged. We expect many will do so: this is not the sort of matter that sees a unanimous vote.

Nation of Quebec has authored, as of this writing, 18 issues that are distributed to individual nations to allow them to make an impact on the future actions of their national leader and government. There used to be many complaints of repeating issues from nations who were faced with the same dilemma on a near-weekly basis, but the efforts of Nation of Quebec have allowed the Issue Editors to continue to expand the issues base and the variety of dilemmas that can be posed to each individual government. This makes Nation of Quebec a prime candidate for a Commendation, as their work has made each nation a bit more interesting and unique, fostering excellence in the international community.

The majority of the commendation for BearNation seems to focus on the "promotion of lesbian, gay, bisexual, and transgender (LGBT) equal rights throughout Nationstates" (largely through serving as WA Delegate for Gay), which sounds great on the surface. However, the Constitution for the region of Gay - which the Commendation text states was authored by BearNation - contains a few concerning points:
  • Section 11D equates "raiders" with "fascists and Nazis" and "homophobes."
  • Section 14 refuses the opportunity for anyone who has ever raided (with one exception) to serve in any major governmental office within Gay.
These clauses undermine the "promotion of LGBT rights" that BearNation has hypothetically put forward, as they only serve to promote rights within Gay for LGBT players that are defender leaning or neutral. It seems hypocritical to celebrate BearNation as a player that promotes equality within his region, when this Constitution stands as a documentation of the region's bigotry.

For these reasons, we recommend a vote against this commendation.

Landmines can be a devastatingly destructive force on native civilians, even long after the hostilities that led to the placement of landmines have ceased. The safety features advocated for by this resolution are common sense and will result in fewer injuries and deaths as a result of landmines after the cessation of wars and other conflicts.

The resolution in question implements a number of weak verbs to try to implement the policies here. Urges, Implores, and Encourages don't have much legislative weight. Given the lack of power within this legislation, we feel that Member States are better served by coordinating these matters on their own. Additionally, there are concerns that this legislation may seek to block more effective legislation that would make more of an impact on environmental policy.

For all these reasons, we recommend a vote against of this proposal.

he the text of this repeal notably claims, "Condemning the target resolution's morally repugnant conception of war, which is that war is permissible so long as it is consensual," which completely misunderstands the point of the target resolution. A non-consensual war is by it's very nature an invasion and should be condemned by the World Assembly as a whole. Non-consensual wars certainly exist, but the World Assembly should not acknowledge or even appear to condone those sorts of militaristic actions.

For all these reasons, we recommend a vote against of this repeal.

It is the traditional approach of the WA Security Council to expect native support to impose or repeal a Liberation resolution. In this case, the proponent does not appear to have communicated with any natives of Utopia, much less obtained their blessing.

That the Liberation has no effect at this time does not mean it need necessarily be repealed: the regional Founder could cease to exist at some point in the future, and Utopia may prefer to have that visible record of its history available to newcomers.

As a side-note, another tradition broken by this proposal is the tradition of posting proposals to the onsite forums before submitting them. This is usually done to allow for feedback on the details of the text and/or help making sure a proposal follows WA rules.

This text, in its extreme brevity, fails to offer sufficient support for why a Commendation is merited. While LWU may deserve a Commendation, this proposal text is wholly unpersuasive and should be redrafted to better demonstrate worthiness.

How has LWU shown a commitment to peace? When and where has LWU protect[ed] the innocent ? Those elements may be worth of commendation, but more details are necessary to provide support of these nebulous, non-descriptive statements.

For all these reasons, we recommend a vote against this commendation.

"For [the target resolution] to even have a chance of being functional, it would need to provide far tighter definitions of the terms. There are so many ways this could be abused. For example, there is apparently nothing to stop the old school practice of "submarining," where a patent application and examination process extends over many years, enabling a member to state to issue patents on unpatented technologies long after invention. Every other member state would then be required to recognize the patent from the first member state for 10 years. This, among other reasons, is why the standard in patent systems around the world is now to measure the lifetime of a patent from when it was filed, not when it issues.

"In short, this is an absolutely terrible piece of legislation that attempts to deal with incredibly complex and nuanced issues in a handful of (poorly conceived) paragraphs."

For all these reasons, we recommend a vote for the repeal, to remove the troublesome legislation from enforcement.

The nation nominated for commendation is lauded for its diplomatic prowess and involvement in developing and "revitalizing" several regions over the years. In our view the list contains many regions that have either failed to withstand the test of time or are too new to merit the level of recognition that this resolution would confer upon them, and therefore serve to extend what would otherwise be a much smaller list of achievements. The resolution goes on to refer to the target nation as an "irreplaceable keystone of the world" and cite their work to repair relations between 10000 Islands and The Rejected Realms. This has not been the case as it relates to The North Pacific, as the nation in question encouraged division and strife between this region and others by misrepresenting the circumstances leading to the closure of one of our embassies. Even after this closure was explained, Benevolent Thomas failed to correct the record and allowed a false and damaging narrative to continue unabated. This behavior is not becoming of a diplomat or a nation that would be honored for outstanding service in the pursuit of peace and goodwill in the world. Some might argue that one incident is not enough to negate a list of accomplishments and good deeds. It is in fact these smaller, intimate moments when few are watching that true character can be discerned.

For these reasons, the Ministry of World Assembly Affairs encourages a vote against the resolution.

Without a doubt the occupation of Social Liberal Union demands a liberation. Given the length of the stealth operation it is imperative that we take action before the raiders' influence accumulates any further and makes further action impossible. The resolution before us, however, is blatant invader propaganda masquerading as a liberation written by someone with good intentions. The intention behind this resolution is to further glorify the very same invaders responsible for the occupation, as evidenced by the fact the invader delegate was among those who proposed it, the author used WA status specifically to make this resolution and has ties to the invaders, and a new nation was created less than a day ago just to submit a campaign to get the proposal into queue. There exists a superior liberation written with the consent of the region's natives that does not give undue recognition to the forces responsible for the region's plight, one that a different campaign was launched to support but that was overshadowed by the more organized raiders. It is true that both resolutions will accomplish the same necessary end, and this is what the invaders are counting on to get this self-serving resolution passed. This resolution will ultimately help Social Liberal Union fight back and get them on their way to taking back their region, but it will also enhance the prestige of their victimizers and define the occupation on their terms. We have time to get this right and foil another attempt by raiders to manipulate and play us for fools.

Liberations are designed to eliminate barriers to entry in a region. This is done to facilitate operations that free regions of occupying forces and, in a broader sense, fight against nations and groups that would promote fear and terror and threaten the peace and stability of the NationStates community. These two goals are usually intertwined, but in rare cases they are separate. This is one of those rare cases. We should always take care to use the awesome power of liberation only when absolutely necessary, and always with the aim of protecting others, not simply to facilitate destruction. While on the surface a liberation such as this appears to be an act of aggression and the very opposite of why liberations were created, it is consistent with the spirit that brought about liberations in the first place. The target region is the resting place of a Nazi Invader Army, a haven and gathering point for some of the most hateful and deplorable among us, a glaring symbol of hateful ideology that has taken root in our midst and refuses to crawl back into the darkness in which it belongs. This ideology threatens us all and its elimination will do more to keep us safe and free than abstract principles that would tolerate its continued coexistence with enlightened and cultured minds. In such dangerous and divisive times, we cannot continue to allow this evil to go unchecked.

This resolution, like the previous one written for the liberation of Social Liberal Union, is even more ingratiating and obsequious toward The Invader Network. Having failed in the previous attempt at passing the sycophantic liberation proposal of SLU, the obvious intent of this resolution is to wear the condemnation as a "badge of honor". The resolution itself is peppered with words of praise for The Invaders, using phrases such as "large and infamous" to describe them. As further proof of its insincerity, the nation that proposed this WA resolution even included a passage claiming "that The Invaders...have infiltrated this august body itself in order to promote its destructive ways" [emphasis added]. This is shameless and blatant propaganda masquerading as a condemnation, and should not be seen as anything but. It would behoove us as a region to deny The Invaders the satisfaction of having this resolution pass.

Though the resolution before us has the best intentions, it is imperfect in construction and execution. It identifies citizenship as "societally guaranteed," and setting aside this questionable language and awkward phrasing at the end of the preamble, the rest of the resolution seeks to redress the matter of nationality, not citizenship. The nuances of these terms deserve greater attention and explanation than what is offered here. The resolution takes for granted a uniform understanding and application of these terms in the laws of all member states, even when they may, with good reason, work quite differently from nation to nation. This is particularly disappointing since the resolution was in the drafting stage for so long. Nevertheless, the goal of the resolution is laudable and worth supporting, in spite of its rough edges. Though the resolution does not delve far into the complexities of citizenship, it also does not prevent nations from handling this issue as they see fit provided they comply with the very basic requirements laid out by the resolution.

Once again, a proposal has been submitted that makes a mockery of the security Council. This sorry excuse for a resolution fails to conform to the very basic standards that define legitimate submissions in this body and trivializes the serious transgressions that have been committed by the target region. We also suspect based on the timeline of events leading up to this submission, as well as the lack of deference shown by failing to run this proposal by the nations who help with drafting most every resolution that ultimately ends up on the books, that there may be, as before, ulterior motives in getting this resolution passed. It is simply unworthy of our time and cannot be trusted to be fully legitimate.

As we have the last few times The Invaders have attempted to pull a fast one on this assembly, we vehemently oppose this barely concealed pat on the back for raiders. This resolution appears to have international consensus because the raiders successfully moved it to vote in the midst of the zombie event that just finished and cut in front of another liberation proposal that is actually supported by the natives. Do not be fooled.

This repeal is being done with the aim of replacing the current resolution with a superior version, one that would address the mandates that do more harm than good. As it stands, the resolution overburdens nations by trying to do too much without regard for the most effective way each individual nation could apply its principles. Further review was not only warranted, it was desired by the author, and is not the final vision for this proposal that the author intended. As it is so clearly the aim of the author and the resolution's proponents to see the most perfect version of this resolution possible and they themselves do not believe this is it, we need not concern ourselves solely with the individual merits of the resolution.

Many nations do not require voter registration at all.

We previously opposed it due to the fact it failed to consider that Benevolent Thomas encouraged division and strife between The North Pacific and other regions by misrepresenting the circumstances leading to the closure of one of our embassies, failing to correct the record even after the closure was explained. This commendation continues to assert the diplomatic prowess of the nation in question despite this. This time the commendation also credits the nation in question as having helped ""cultivate a new, stronger Lazarene culture and identity from the ashes,"" and yet it abandoned the Delegacy of Lazarus weeks after assuming leadership of the region. Furthermore, the nation has left NationStates and will not be returning to the game, per his letter of resignation.

For these reasons, the Ministry of World Assembly Affairs encourages a vote against this resolution.

Even worse is the fact that this so-called liberation involves a fake region they founded themselves. The true region, ""The United Defenders League,"" was never taken over. In recent times, we have witnessed The Invaders attempting to use Security Council resolutions as a way to exalt themselves and relish in their accomplishments. In doing so, The Invaders continue to obstruct the Security Council and prevent it from acting upon real issues requiring its attention. This resolution is no different.

The resolution seeks to establish ""...the WA Peacekeepers, whose goal shall be to prevent and end conflict, and preserve peace [emphasis added]."" This proposal seems to violate Section III, Article 10 of General Assembly Resolution #2, which specifically states that ""...the World Assembly as a body maintains neutrality in matters of civil and international strife."" Furthermore, this resolution cannot help but be at odds with the next sentence, which states ""...the WA will not engage in commanding, organising, ratifying, denouncing, or otherwise participating in armed conflicts, police actions, or military activities under the WA banner."" The clause on non-use of force is fraught with errors, leaving open the option for lethal use of force against both state and non-state actors. This resolution also fails to define what ""support for the rule of law"" means, leaving it vague and open to interpretation.

For these reasons, the Ministry of World Assembly Affairs encourages a vote against this resolution.

The diverse needs and makeup of this assembly's nations make legislating patents incredibly difficult, and this assembly has passed and repealed multiple resolutions on this subject. Even if we believed this proposal intended to create a means to regulate patents across the varied worlds and nations of this assembly, it places a great burden on nations filing patents without guaranteeing they will be honored by other member nations and would subject them to restrictions by less than scrupulous actors. These nations acting in bad faith could bind other nations with the same rules supposedly designed to protect their intellectual property, or overlook or ignore patents entirely if they were so inclined. As if these barriers were not enough, the proposal would also penalize nations who are economically disadvantaged, a factor that has no bearing on the validity of a patent and further allows nations with more means and opportunity to benefit. The true intention of this proposal, after all, is to prevent nations from being required to recognize patents. Any mechanism this proposal contemplates is made irrelevant by a nation's ability to ignore those provisions. If we are to go through the effort to create a patent recognition system, we must do so without sanctioning intellectual property theft.

The resolution is a resubmission of Quarantine Regulation (GA #385), which was repealed by its author in GA #387. The new resolution adds an ethics board, but the rest of the operative clauses remain effectively unchanged, and does not address all of the concerns the original author raised in the repeal of GA #385. We supported repealing GA #385 because it burdened nations with mandates that did not consider their own principles and existing healthcare systems, and this new resolution does not address the concerns raised in our recommendation for the repeal.

Additionally, the new resolution only addresses those who are confirmed to be infected and sick, who should be isolated. It does not address those who may have been exposed to disease and need to be quarantined to see if they become sick.

Regulating the specific actions a nation must take in the event of an outbreak is best left to that nation's government, but should the World Assembly decide to regulate this matter, the resolution should cover all possibilities.

It will still be a couple of weeks before the raiders are able to establish a password, and months before they are able to evict all the natives and threaten to refound the region. We do not expect the raiders to maintain their presence for that long.

Let it be known that we condemn the actions of The Black Hawks and their efforts to inflict harm on a vibrant and active community, and we wish for control of the region to be restored to the natives in prompt and secure fashion, but let it be done through means other than a Security Council liberation first if possible, as a liberation may further endanger the region as we nearly saw with Eternal Scholars if a repeal comes to vote.

At issue here is the use of the name ""Compliance Commission"", which is the name of the body that regularly sends telegrams to WA member nations. Per Christian Democrats, who dissented from the GA Secretariat decision, ""In the same way that the widely accepted theatrical convention against 'breaking the fourth wall' prevents confusion among the audience, the Metagaming Rule is, in part, supposed to prevent confusion among ordinary players.""

The author disingenuously claims that this resolution does not create a committee called the Compliance Commission, even though the title of the resolution is ""Compliance Commission"". In addition, the first action clause states that it ""[e]stablishes and empowers the WACC, hereafter referred to as the Compliance Commission..."". One can infer that ""WACC"" is an abbreviation for World Assembly Compliance Commission, the exact same name already used by the WA. We believe this resolution violates the Metagaming Rule, and will confuse casual players.

For these reasons, the Ministry of World Assembly Affairs encourages a vote against this resolution.

This resolution was previously known as Nuclear Material Safeguards (GA#351), and was passed in a very close vote only to be overwhelmingly repealed a few months later. The resolution is flawed most notably for a lack of definition for the concept of ""the wrong hands"", which is subjective in nature and changes depending on which side of a conflict a nation is. The clauses regarding manufacturing and trade also pave the way for the unchecked proliferation of nuclear weapons, even to ""the wrong hands"" as mentioned before.

Since this new resolution is an exact copy of the previously repealed resolution, the concerns outlined in the repeal resolution (GA#361) remain unaddressed.

For these reasons, the Ministry of World Assembly Affairs encourages a vote against this resolution.

The ""Right of Emigration"" resolution was well intended to prevent governments from trapping their residents within their borders, but was very broad in its approach, using a wide-reaching mandate with limited exceptions rather than a narrow and focused mandate that specifically targeted despotic dictators. ""Right of Emigration"" does not consider every possible reason why a person may want to leave their country, or why a government would have reason to compel a person to stay.

However, the author of the repeal has stated that there are no plans to replace the target resolution, and would try to repeal any successful attempt at a replacement. The repeal is also based on a lack of exceptions for attempts to avoid the effects of civil judgments, even though a failure to abide by civil judgments in most cases is a crime, which is covered in the existing resolution. The repeal also mentions the need to maintain adequate labor for war industries, but ignores the more fundamental right of civilians to preserve their lives.

Voting for the repeal of ""Right of Emigration"" returns the full responsibility of outbound border control law to individual states, while voting against the repeal retains the World Assembly's version of outbound border control which, except for very rare and specific instances, covers most cases in which a person's right to emigrate would be suspended, but otherwise guarantees it.

This resolution seeks to condemn the Coalition Against the Ideology of Nazism (CAIN), an interregional organization founded for the purpose of rooting out Nazism in NationStates. The author resides in the region KAISERREICH, which has been deemed a Nazi Region by CAIN on account of ""...the use of Nazi Imagery in previous iterations of their off-site forums and sometimes blatant anti-Semitic tendencies from some of their leaders."" The founder of the region, Scansinia, has made anti-Semitic comments on the Regional Message Board of Nazi Europa, with which KAISERREICH has an embassy. This condemnation clearly is without merit and the World Assembly should reject this as such.

""Securing Nuclear Materials From Dastardly Menaces"" was previously opposed by the Ministry of World Assembly Affairs, and our position on it has not changed. Although those in support of the resolution believe that the concept of ""wrong hands"" is implied, this is a dangerous position to take, as it leaves the definition to those in power, no matter what reality demonstrates. Additionally, the proliferation of nuclear weapons, as destructive as nuclear weapons are, cannot be allowed to remain a free-for-all with guarantees from the World Assembly for nations to have unchecked access to the technology. The resolution ""Securing Nuclear Materials From Dastardly Menaces"" should never have been approved.

The proposal is so vaguely worded as to fail to distinguish itself from existing law. In addition to also being rather sloppy in its phrasing, it can, taken to an extreme, severely restrict a nation's ability to engage in trade of such weapons at all, as even responsible use of such weapons can be deemed by some to incite conflict, and ""tak[ing] every precaution"" could even include total restriction of such weapons. This proposal is either redundant or accidentally goes beyond its supposedly limited scope, and considering the perfectly adequate legislation currently on the books, there is no reason for this unfinished, inferior proposal to be added to existing law of this kind.

For these reasons, the Ministry of World Assembly Affairs recommends a vote against the resolution.

It is unlikely that any raider force would be able to seize the delegacy within a single update, as the region has defenders arriving at each update to reinforce the delegate's position, and the delegate has more than enough influence to establish a secret password once able to do so.

Repealing the ""Nuclear Arms Possession Act"" presents the General Assembly with two different options depending on voters' views on nuclear weapons.

For those who believe in the retention of nuclear weapons, repealing GA #10 provides an opportunity to lay down a replacement resolution, which the author of this repeal is preparing, to help clean up the language of GA #10 and reduce ambiguity. The debate over what defines the ""wrong hands"" can be put aside with a resolution that clearly defines acceptable parameters for the sale and transfer of weapons. However, the drafting of the replacement resolution has not been completed, which means a successful repeal would leave the fate of nuclear weapons vulnerable to the other option, disarmament.

Repealing GA #10 also provides an opportunity for those supporting nuclear disarmament to pass a resolution in their favor, since the possession of nuclear weapons would no longer be guaranteed by a World Assembly resolution, and GA #10 would no longer serve as a blocker for the outlawing of nuclear weapons under the Contradiction Rule. Also, if the repeal author's replacement resolution makes it out of the drafting stage, it may also contain provisions for the limitation of stockpiling of weapons, if it can't outright ban them.

For these reasons, the Ministry of World Assembly Affairs asks voters to consider their own personal views on the matter with the information provided and vote accordingly.
