While I think we can all agree that war crimes are bad, this resolution is also bad.
For starters, if passed, it would remove the investigative process for war crimes from your nation's police force and instead have the International War Crimes Tribunal (IWCT) conduct the investigation. The text also fails to detail any limits or direction with regards to scope and limits of the IWCT's investigative powers.
It doesn't set any standard that must be met for the IWCT to issue an arrest warrant, other than "the evidence is compelling enough". That's nonspecific enough to cause serious concerns.
The text also fails to provide any details on standards for extradition to cover the rights of the accused in the event that GAR#147, Extradition Rights is ever repealed. Failing that, it also neglects to specify that additional legislation regarding extradition rights shall not be impeded by the passage of this legislation.
Judicial matters such as this should not be farmed out to an international body that is accountable to no one and nothing, and the specific problems listed above only exacerbate that issue. This is not the only proposal that is currently being drafted to cover war crimes and/or crimes against humanity, and a failure to pass this resolution does not in any way mean that we will never support a different resolution that more appropriately and effectively works to cover this topic.
For all these reasons, we recommend a vote against this proposal.
