Greetings all!

The Ministry of World Assembly Affairs, in its effort to keep the nations of The North Pacific informed on World Assembly (WA) happenings, is planning to resume sending regular regional telegrams with analysis and voting recommendations for the various resolutions that go to vote.

We are looking for feedback on the format and frequency of these telegrams. We would really appreciate it if you could complete the following form:
http://forum.thenorthpacific.org/pages/mowaform/

It's a short form, and it doesn't require registration or anything - it shouldn't take more than a minute of your time.

Thanks in advance for your help!

Your Delegate,

Information for World Assembly voters

Greetings %NATION%,

As I announced in a recent survey telegram, the Ministry of World Assembly Affairs is resuming regular regional telegrams with analysis and voting recommendations for World Assembly resolutions. Based on the results of that survey, the Ministry is planning to send an "Information for World Assembly voters" telegram to all World Assembly nations in The North Pacific for every resolution that goes to vote. This is the first such telegram.

If at any time you want to unsubscribe from future such telegrams, you can do so in one of two ways:
1) Go to your nation's "Telegrams" page and click "Preferences" at the top of the page. From there, change your settings for "WA Campaign" to Block All.
2) Telegram my nation, [nation=short]HMS Unicorn[/nation], stating that you wish to unsubscribe from future "Information for World Assembly voters" telegrams.

I think it goes really without much saying that this proposal is set to pass. Or at least it should. The target resolution, aside from numerous flaws grammatically (of which this author cannot claim to be totally innocent of) has some serious flaws contained within. While well meaning and well intended, it reads very much like a "one size fits all" style proposal which historically tend to be bad.

As the delegate from Mall has demonstrated both GA side and below, the loopholes contained within also effectively render certain aspects of the target resolution toothless at best and moot at worst. All in all, the theory might have been solid, but the practical fell down where it was needed most.

As Delegate, I exercise the regional vote based on the results of the forum voting thread linked above. All World Assembly nations in the region can take part there, so make sure to do so!

As usual, please consider endorsing my nation, [nation=short]HMS Unicorn[/nation], if you have not already done so. The more endorsements my nation has, the more votes The North Pacific has, and the stronger the voice of our region within the World Assembly is!

This is a relatively straightforward matter. The region that the original resolution commended was left to die, as the community maintaining it had gone inactive. It was later refounded by a puppet of Mallorea and Riva, with the sole intent of keeping the region with its commendation badge as a "trophy".

The text of the proposal takes adequate care to emphasize that the repeal is not because the original commendation was not deserved. Instead, it highlights the actions of the original community as meritorious, and therefore ensures that they will continue to be recognized by the Security Council. Members of the original community have stated their support for the repeal of the commendation. Even Mallorea and Riva himself has commented that he does not object to the repeal.

Therefore, supporting this repeal appears to be the natural choice.

Current resolution at vote: Child Welfare in Adoption
Forum voting thread: http://forum.thenorthpacific.org/topic/7212107/
Ministry vote recommendation: For

Ministry Review
Written by [nation=short]Sciongrad[/nation]

This proposal addresses an issue that is genuinely internatonal by nature. Intercountry adoption policy cannot possibly be formulated in an efficient manner by individual nations. A prospective parent in one nation would need to deal with different protocols and regulations when dealing with adoption agencies in separate nations in the absence of a uniform process like the one that this proposal seeks to establish. Coordinating activities in such a way that could not otherwise be accomplished by individual member nations or groups of member nations as a major responsibility of the World Assembly, and this proposal does so well.

In addition to regulating adoption procedures, the proposal takes strong measures to ensure the adoptees' welfare. Adopted children are effectively protected from discrimination, abuse, and trafficking. Protection of children's well-being is another area where it is important for the World Assembly to take legislative action, and therefore another reason to support this resolution.

Current resolution at vote: Commend Yohannes
Forum voting thread: http://forum.thenorthpacific.org/topic/7211840/
Ministry vote recommendation: Abstain

Ministry Review
Written by [nation=short]Sciongrad[/nation]

The nominee, Yohannes, is a very prolific roleplayer and highly respected within the NS roleplay community. However, this proposal is light on details as written, or at least details that are considered worthy of a commendation. From an in character perspective, having several successful multinational corporations is definitely not worthy of recognition. And while an active dedication to peace and diplomacy is noteworthy, it's given only three clauses, one of which only introduces the issue and provides no evidence.

Overall, the proposal does not adequately highlight the nominee's contributions. While the nominee is worthy of commendation, it would be unfair to them to receive such a weak one. For this reason, recommending an abstention seems appropriate.

Current resolution at vote: Reducing Spills and Leaks
Forum voting thread: http://forum.thenorthpacific.org/topic/7212699/1/
Ministry vote recommendation: For

Ministry Review
Written by [nation=short]Sciongrad[/nation]

The proposed resolution essentially covers the policy area recently left bare by the repeal of the Oil Tanker Standards Act - a very sensible idea for a resolution, I think. After all, the unregulated transportation of hazardous materials poses a constant transnational threat. Therefore, international cooperation to prevent damage to the environment caused by "leaks and spills" of dangerous materials is certainly worthy of consideration by the World Assembly.

I take minor issue with some content in the resolution, however. The Spills and Leaks Disaster Administration is an unnecessary addition to the World Assembly's bureaucracy because the International Transport Safety Committee - an preexisting committee - could easily assume the responsibilities delegated to the SaLDA. I have minor concerns regarding the vagueness of the SaLDA's mandate as well, as it's tasked with the very broad task of formulating policy that "minimizes the risk of a spill or leak during material transport and storage." However, while I would rather see some more specifics regarding how the SaLDA formulates its policy, I am aware that the character limit may not make such a degree of specification feasible.

Despite those minor quibbles, I find the use of bureaucracy appropriate for the task, and I like the flexibility that clause two permits. I also find the provision meant to ensure the implementation of policies formulated by SaLDA to be effective, along with the list of reasonable exceptions. The proposal is overall effective and of appropriate scope, and a major improvement over the previous and recently repealed legislation. For these reasons, my recommendation is to vote For this resolution.

Current resolution at vote: Repeal "Condemn NAZI EUROPE"
Forum voting thread: http://forum.thenorthpacific.org/topic/7221091/1/
Ministry vote recommendation: For

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

Nazi Europe used to be arguably one of the most notorious Nazi regions, and the original condemnation was well-deserved. However, our own military, the North Pacific Army, as part of its longstanding campaign against the spread of Nazism in NationStates, has conquered, refounded, and now owns the region. The original owners of the regions, and perpetrators of the acts described in the original condemnation, have now migrated to a different region. For these reasons, it is reasonable to repeal this condemnation, in favor of a replacement condemnation of this new region.

This repeal is the first step in the replacement process, and the authors have indeed stated that a condemnation proposal for the new region is being prepared. As the new owners of Nazi Europe, we ought to support this process, and therefore vote for this resolution.

Current resolution at vote: Cyber Security Act
Forum voting thread: http://forum.thenorthpacific.org/topic/7221373/1/
Ministry vote recommendation: Against

Ministry Review
Written by [nation=short]Sciongrad[/nation] and [nation=short]Abacathea[/nation]

When deciding on how to vote on a resolution, we should always ask ourselves two questions: is the idea sensible, and is the execution acceptable? In this case, international legislation against cyberterrorism is definitely worthwhile - it not only presents a policy issue that poses international implications, but an issue - that is, terrorism - that has been condemned by the General Assembly previously.

However, when we look at the execution, we see several irreconcilable flaws that necessitate serious revisions. For example, this resolution prevents the use of cyber-warfare by member nations, not only by terrorists, completely removing an essential form of legitimate warfare from the table with little justification. The resolution also looks punctuation dead in the eyes, and then sucker punches him. There are misplaced periods, commas, and in some cases, no punctuation at all. Looking at the NS forum thread, this proposal could have benefited from more craft work. As it stands this proposal really does not do a lot, which for the mild category is acceptable, but it could have done so much more than some very simplistic mandates and some common sense recommendations.

Current resolution at vote: Liberate Coalition Of Freedom
Forum voting thread: http://forum.thenorthpacific.org/topic/7226009/1/
Ministry vote recommendation: Against

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

The text of the liberation proposal contains a number of serious inaccuracies. The region was not taken by The Black Riders as the resolution claims, and in fact there was no operation lead by The Black Riders at all. The region was actually taken by a former founding member of it, the Leningrad Union, who then requested assistance by a few military groups, including The Black Riders, to secure it. The intent of Leningrad Union was to protect the region with a password, something which the previous delegate and founder had also expressed support for.

In addition to the above, the region that is being targetted for liberation had long been abandoned by most of its natives, who had decided to merge into the separate region of The Eternal Knights. Those remaining natives are being represented by the Leningrad Union, and have declared their intention to protect the region with a password. Therefore, the resolution goes against the intent of the remaining native community in the region.

Current resolution at vote: Ban on Leaded Fuel
Forum voting thread: http://forum.thenorthpacific.org/topic/7226003/1/
Ministry vote recommendation: For

Ministry Review
Written by [nation=short]Sciongrad[/nation]

This resolution, despite the complicated language, is actually very sensible. As always, we first must look at the issue and whether or not it deserves international consideration in the first place. The resolution seeks to prohibit the use of lead and other equally toxic substances as "antiknocking agents" (which are substances uses to prevent gradual engine damage). At a first glance, this may seem very specific or overreaching, however, upon further analysis, we begin to see the extranational effects of using leaded fuel. For example, burning leaded fuel can cause permanent health damage to those exposed to it or its fumes. However, it can also be ingested by plants and animals, moving through the food chain and causing permanent damage to entire ecosystems. So this is clearly an issue worthy of attention by the General Assembly.

The content itself is also satisfactory. While it may be somewhat confusing to read at first, it does do a solid job of prohibiting leaded fuel while also allowing member nations a reasonable time span to slowly phase out lead and other toxic antiknocking agents from use.

Current resolution at vote: Repeal "Liberate Coalition Of Freedom"
Forum voting thread: http://forum.thenorthpacific.org/topic/7228569/1/
Ministry vote recommendation: For

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

This is a proposal to repeal the Liberation of Coalition of Freedom that we voted on just last week. The Ministry at that time recommended voting against that resolution, and presented several arguments justifying that recommendation. The same arguments now apply in support of the repeal currently at vote.

The resolution that is targetted for repeal contained inaccuracies, most notably condemning an operation by The Black Rides which actually never took place in the first place. Furthermore, the original resolution went against the desires of the remaining natives in the region. Those natives have expressed support for safeguarding the region, and for the current delegate's actions to do so. All other stakeholders in the region have now abandoned it to move to a new one and have openly stated their indifference towards what happens to Coalition of Freedom. Therefore, we should vote in a way that aligns with the native community of the region, who have expressed their support for this resolution.

Ministry Review
Written by [nation=short]Sciongrad[/nation] and [nation=short]HMS Unicorn[/nation]

It's a shame this resolution didn't spend more time in the drafting stage, and it is evident that this draft was rushed to submission prematurely. At its core, this resolution seeks to address sustainable agriculture, yet it's too narrow in focus and simplistic in content to achieve anything worthwhile. In order to prevent soil erosion, it mandates a style of crop rotation taken straight out of a "Farming for Dummies" book. Which is not to say that crop rotation isn't an effective strategy, but it should be a small part of a more comprehensive resolution on sustainable agriculture. Mandating crop rotation as a solution to soil depletion is a very poor, uninformed solution to a very complicated problem.

Sustainable agriculture is an area that could benefit from World Assembly legislation of appropriate scope, which sets appropriate standards without overreaching. But this is a very weak draft that hardly touches the issue, let alone addresses it with an appropriate level of depth. As such, the ministry recommends a vote Against.

Current resolution at vote: Repeal "Liberate Panem"
Forum voting thread: http://forum.thenorthpacific.org/topic/7232588/1/
Ministry vote recommendation: For

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

This resolution is an example of a frequently recurring scenario in the Security Council: First a liberation is passed to help a native community recover their region. Then once the recovery is completed, the liberation is repealed to allow the natives to safeguard their region against any future attacks. In this case, there were originally concerns about whether the repeal was actually support by the native community of Panem. However, in the end sufficient evidence was provided that that was indeed the case, through the co-authorship and posts in the Security Council forum by Signs.

Seeing, therefore, that this repeal represents a typical Security Council procedure and is supported by natives, it is straightforward to recommend a vote in support.

Current resolution at vote: Individual Working Freedoms
Forum voting thread: http://forum.thenorthpacific.org/topic/7233506/
Ministry vote recommendation: For

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

Regulation of work hours is a tricky issue. Some employment regulation is necessary to prevent employers from enforcing excessive work schedules without any control. However, what regulation exactly is necessary depends on strongly on the national economy and the nature of each individual industry. Any kind of uniform regulation is bound to be rather ineffective for a large portion of nations and industries. As a result, legislation on work hours is an issue that falls outside the scope of the World Assembly, and is best left to individual nations.

The proposal at vote recognizes these facts. It very effectively prevents any future World Assembly overreach in this area. At the same time, it encourages member states to take measures for appropriate work hour regulation. And, critically, it recognizes that any such measures should be respectful of individual freedom to choose terms of employment. For all these reasons, we recommend a vote in support of this resolution.

For all these reasons, we recommend a vote [b]in support[/b] of this resolution.

Current resolution at vote: Commend Improving Wordiness
Forum voting thread: http://forum.thenorthpacific.org/topic/7235559/
Ministry vote recommendation: For

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

When evaluating a proposal to commend a nation, we need to consider both whether the nominee deserves to be commended and whether the proposal adequately represents their accomplishments. The proposal currently at vote satisfies both criteria.

A commendation for Improving Wordiness is long overdue. The nominee is one of the most distinguished military commanders of our times, having skillfully coordinated hundreds of operations, many with a strong impact in NationStates Gameplay politics, and trained a whole new generation. The proposal draft, authored by our very own [nation=short]mcmasterdonia[/nation], is thorough in listing highlights from the nominees career, and successful in emphasizing their impact on the game.

For these reasons, the Ministry recommends a vote in support of this resolution.

Current resolution at vote: Liberate The Black Riders
Forum voting thread: http://forum.thenorthpacific.org/topic/7237142/1/
Ministry vote recommendation: Against

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

This is a pointless resolution, and the author himself has admitted that he only submitted it with the intent of "trolling" the Security Council. The region targetted for liberation is not passworded, so there is no password for the liberation to remove. The region even has an active founder, meaning that it is impervious to any kind of external attacks. Therefore, even if it passes, the liberation will have practically no effect.

This proposal is a waste of the Security Council's time. For this reason, we recommend a vote against the resolution at vote.

Current resolution at vote: Repeal "Liberate Liberal Haven"
Forum voting thread: http://forum.thenorthpacific.org/topic/7238356/1/
Ministry vote recommendation: Against

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

On the surface, this looks like a well-intended resolution. It claims to have native support, and it presents itself as a necessary measure in order for the native community of Liberal Haven to be able to refound and safeguard the region.

However, the devil is in the details, and in this case in the dubious identity of the author, Corrupt Communists. Frattastan, former Delegate of The Rejected Realms, has posted in the NS Security Council forums to present evidence that the author nation belongs to someone from the region The Doom Squad. The Doom Squad are a group who repeatedly tried to grief Liberal Haven, in collaboration with Nazi-affiliated groups. If this allegation is true, then this resolution is another deceitful attempt by The Doom Squad to destroy Liberal Haven. The evidence posted by Frattastan is not conclusive, but it is compelling.

For these reasons, we strongly recommend a vote against this resolution.

Written by [nation=short]HMS Unicorn[/nation]

Prevention of debris around planets is a serious issue that can only trully be addressed through interregional cooperation. Therefore, it is a subject well-within the scope of the World Assembly. The resolution at vote takes some reasonable steps towards ensuring that member states do not recklessly increase debris in planetary orbits.

Most of the measures instructed by this resolution are straightforward for member states to enforce, and do not impose unreasonable restrictions on national sovereignty. We do have some reservations that the last clause of the proposal, despite its intentions, may be limiting nations' ability to conduct space warfare. For instance, it is unclear whether the clause permits destruction of objects for defensive purposes when an official war has not been declared.

Despite these concerns though, on the balance this is a satisfactory legislation. Therefore, we recommend a vote in support of this proposal.

This is another in a series of pointless resolutions that have been plaguing the Security Council lately. The author himself has explicitly stated that he is just looking to troll (read: waste the time of) the Security Council. The resolution itself is full of completely fabricated claims, some of them fairly outrageous.

Versutian Federation has in the past adopted certain policies which could potentially warrant a condemnation. However, none of those are addressed, or even mentioned, in this proposal. And this past behavior certainly does not warrant passing a resolution that falsely accuses Versutian Federation of working with Nazi groups. For this reason, we recommend a vote against this resolution.

Ministry vote recommendation: Against

Ministry Review
Written by [nation=short]Separatist Peoples[/nation]

Regulation of nuclear weapons and their use against civilians is inherently an interregional issue, as well as a very important one. Therefore the subject of this proposal is within the scope appropriate for the World Assembly. However, the proposal itself comes rather short of appropriately addressing the subject and seems to be ineffective.

The proposal needs to be evaluated in the context of the recent repeal of GAR#102 "International Criminal Court". Following that repeal, there is currently a complete lack of accountability for war criminals and crimes against humanity. The current proposal fails to adequately fill that gap, and given that it provides no mechanism to punish violators, appears to be completely ineffectual. This area of legislation could be handled much more effectively by avoiding the weapons of mass destruction aspect and focusing on indiscriminate violence towards civilians on the whole. As passing this proposal would block any such more carefully drafted future legislation from reaching the floor, we recommend a vote against this resolution.

Current resolution at vote: Repeal "The Landmine Convention"
Forum voting thread: http://forum.thenorthpacific.org/topic/7244236/1/
Ministry vote recommendation: For

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

The resolution targeted for repeal by this proposal regulates the use of landmines by member nations. We recognize that, because of landmines' indiscriminate nature and longevity, conventions for their appropriate deployment are within the scope of World Assembly legislation. However, the convention currently in place is overly restrictive.

The original resolution completely prohibits any use of landmines, even at times of war, and requires nations to immediately dispose of their landmine stocks in their entirety. This is an unfair burden to place on nations that may rely heavily on landmines for their defense. This burden is even worse for nations that are already at war with some neighboring nation, in which case protection of borders by landmines can be a very effective defensive measure. We believe it would be more appropriate to permit nations to employ landmines in times of war, but require them to keep thorough track of minefields, use proper signs, and take care to clear existing minefields after the end of the war.

[u]Current resolution at vote:[/u] [b][url=http://www.nationstates.net/page=ga]Repeal "The Landmine Convention"[/url][/b]

[i]Written by [b][nation=short]HMS Unicorn[/nation][/b][/i]

Given the overly restrictive nature of the original resolution, we recommend a vote [b]in support[/b] of its repeal.

Current resolution at vote: Condemn North Korea
Forum voting thread: http://forum.thenorthpacific.org/topic/7244837/1/
Ministry vote recommendation: Against

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

This is another in a series of poor resolutions to reach quorum in the Security Council. The resolution is badly written, in terms of both content and style. The author themselves have acknowledged that this is a rather poor draft and that they should not have submitted it, though unfortunately they did not request to have it removed from the queue in time.

The region nominated for a condemnation has done very little to warrant any attention, let alone a full condemnation by the WA. The main bullet point in the list of "condemnable" actions is the refounding of the region Slavya. While unwarranted refounding is generally condemnable, a single instance of this action hardly makes a region worth a condemnation - otherwise, we would be condemning hundreds of regions.

For these reasons, we recommend a vote against this resolution.

Current resolution at vote: Repeal "Reproductive Freedoms"
Forum voting thread: http://forum.thenorthpacific.org/topic/7244835/1/
Ministry vote recommendation: Against

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

Abortion rights remain a controversial issue in the General Assembly. The resolution targeted for repeal "Reproductive Freedoms" had the effect of requiring all nations to provide the right to abortion to all of their members. Reproductive Freedoms gives final choice over the matter to the pregnant parent at any time during the pregnancy. However, it allows nations to enact policies, such as educational programs, discouraging abortions under certain scenaria, for instance late-term abortions.

The proposed repeal focuses on two arguments. First, that there ought to be more flexibility in how nations choose to regulate abortion within their jurisdiction. The Ministry disagrees with this argument: The right to abortion ought to be a universal right, guaranteed to all individuals regardless of the nation they reside in. It is not an issue of national sovereignty, it is an issue of a universal right.

Second, the repeal argues that there ought to be further provisions for preventing abusive practices such as forced or gender-selective abortions. The Ministry agrees that Reproductive Freedoms ought to have addressed these issues more effectively. Individuals ought to be provided protection from forced abortions in particular, and the original could have emphasized the use of educational and informational campaigns to discourage gender-selective or other abusive abortion practices. However, as already pointed out above, Reproductive Freedoms does provide remedies for these issues, even if not perfect.

Finally, the author has proposed a replacement resolution, should this repeal pass. The proposed replacement enables nations to regulate abortion practices, which by the author's confirmation allows for prohibition of abortions under certain conditions to be determined at national level. The Ministry does not consider this a satisfactory replacement: as stated above, the Ministry considers abortion a universal right that all individuals should have access to, and which nations should not be able to take away even conditionally.

For all these reasons, the Ministry recommends a vote against this resolution. Of course, we understand that abortion rights remains a controversial issue in our days, and that many of our nations may disagree with our assessment above. In that case, as always nations are welcome to vote contrary to the Ministry's recommendation.

Current resolution at vote: Repeal "The General Patent Charter"
Forum voting thread: http://forum.thenorthpacific.org/topic/7246567/1/
Ministry vote recommendation: For

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

This proposal is looking to repeal GA#93 "The General Patent Charter". This is a resolution that has been widely acknowledged as problematic ever since its passage. The author of the original resolution has themselves recognized its faults.

The repeal proposal adequately outlines the problems of the patent mechanism included in the original resolution. In particular, the patent mechanism, depending on its interpretation, either allows a single WA nation to indefinitely prevent patents from taking effect in all WA nations in the world; or prohibits all WA nations from renewing patents. No matter which interpretation is adopted, the patent mechanism is disfunctional.

For this reason, we recomment a vote in support of the repeal.

Current resolution at vote: Repeal "Condemn Durkadurkiranistan II"
Forum voting thread: http://forum.thenorthpacific.org/topic/7247399/1/
Ministry vote recommendation: Against

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

This repeal proposal is of particular interest to The North Pacific. As you may be aware, [nation=short]Durkadurkiranistan II[/nation], under another nation of his, was a former WA Delegate of our region. Following his election, Durkadurkiranistan went rogue: He attempted to overthrow democracy in The North Pacific and performed thousands of indiscriminate ejections reducing our population to fewer than 500 nations. Following that, he changed our World Factbook Entry and flag to inappropriate content, resulting in his nation's deletion by the NS moderators and in the region being left without a delegate and vulnerable. For this atrocious behavior, Durkadurkiranistan was condemned by the Security Council.

The proposal at vote is looking to repeal this condemnation. The proposal attempts to mitigate Durkadurkiranistan's behavior, by pointing out that he eventually "stepped down". Of course, in reality he hardly "stepped down", instead performing a stunt to have himself deleted and bring ridicule to the region. Furthermore, the proposal contends that the coup of The North Pacific by Durkadurkiranistan is "hardly worth the attention of the Security Council", and does not warrant a condemnation. Well, this Ministry begs to differ: couping the largest region in the game is well within the scope of what is condemnable by the Security Council.

For these reasons, we recommend a vote against this proposal.

Current resolution at vote: Repeal "Commend Hobbesistan"
Forum voting thread: http://forum.thenorthpacific.org/topic/7253683/1/
Ministry vote recommendation: For

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

This proposal seeks to repeal the commendation for the nation Hobbesistan. This commendation has in the past been criticized as being premature and undeserved, as tt has been broadly acknowledged that the achievemens of Hobbesistan did not warrant commendation. The commendation proposal was quite controversial within The North Pacific when it was originally brought to vote.

The current repeal proposal recognizes this in its first few sections. At the same time, some of the subsequent sections are inaccurate. The proposal is quick to reject Hobbesistan's substantial contributions to Lazarus, a move serving deeper political motives of the proposal's authors. Furthermore, the proposal controversially claims that Hobbesistan "stole" the "approx" script from Eluvatar, which is inaccurate - though to some extent the inaccuracy derives from the wording of the commendation itself.

Despite these issues, on the balance we believe that a repeal of Hobbesistan's commendation is warranted. For this reason, we recommend a vote in support of this resolution.

[u]Ministry Review[/u]
[i]Written by [b][nation=short]HMS Unicorn[/nation][/b][/i]

For this reason, we recommend a vote [b]in support[/b] of this resolution.

Current resolution at vote: Repeal "Liberate The International Communist Union"
Forum voting thread: http://forum.thenorthpacific.org/topic/7256265/1/
Ministry vote recommendation: For

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

This is a straightforward proposal. The original liberation was passed in order to help free the region of The International Communist Union from Nazi forces that had taken it over. After the passage of the liberation, the region was freed and the Nazi occupation was removed. Now that the region is free, it is necessary for the liberation to be repealed, so that the regional native community can effectively secure the region against any future threats. This is what this proposal does.

Given TNP's long-standing position against Nazism in NS, and that the natives of the target region have themselves expressed a desire to have the liberation repealed, we recommend a vote in support of the repeal proposal.

Current resolution at vote: Repeal "Liberate Liberal Haven"
Forum voting thread: http://forum.thenorthpacific.org/topic/7262667/1/
Ministry vote recommendation: Against

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

Repealing liberation resolutions once the target region has been returned to the control of the native community is standard procedure in the Security Council. However, this case is not one where this typical scenario applies.

Control of the region by the native community is very weak. There is very serious risk that, as soon as the liberation is repealed, the region will be attacked once more, necessitating the passage of yet another liberation for the same region. Some raider regions are even advertising that they intend to attack the region as soon as the liberation is repealed. The situation is exacerbated by the fact that there are serious doubts about the identity of many members of the region, including the current delegate.

For these reasons, we believe that the repeal of the liberation is premature and very risky, and we recommend a vote against it.

Current resolution at vote: Condemn Lazarus
Forum voting thread: http://forum.thenorthpacific.org/topic/7268801/1/
Ministry vote recommendation: Against

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

The current resolution at vote, seeking to condemn Lazarus, continues the pattern of badly-written proposals submitted by this author. The grounds provided for the condemnation are either obfuscation or flat out fabrications. For instance, Lazarus does not have the freedom of assembly restricted, and certainly does not have a secret policy. There is absolutely no evidence to support the accusation of supporting forum destruction, which is a very serious allegation to make against any nation or region in NationStates. And while, like all governments, the Lazarene government produces propaganda to support its policies, this propaganda can hardly be described as "brainwashing" or the thought police the proposal makes it sound like.

Given the lack of substantiation of the allegations and the fabrication of the facts used to substantiate it, we recommend a vote against this this condemnation proposal.

Current resolution at vote: Condemn General Halcones
Forum voting thread: http://forum.thenorthpacific.org/topic/7269828/1/
Ministry vote recommendation: Against

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

You may have noticed from previous telegrams that there is currently a trend of submitting badly written or inaccurate resolutions, but with "catchy" titles and content, to the Security Council. This is another one of those.

Does General Halcones warrant a condemnation? Probably yes. However, we should care not just about the validity of the nominees, but also about the quality and the veracity of the documents passed by the World Assembly.

The resolution uses overly dramatic language ("barbaric") to describe activities that virtually all modern militaries use, in a non-destructive manner, for training. Instead of describing raiding in generic terms, the resolution should have focused on emphasizing the destructive variant of raiding used by The Black Riders. The resolution fails to substantiate its claims, as it could have done for instance by enumerating a few of the many regions The Black Riders have refounded under the instructions of General Halcones. It fails to mention that General Halcones invented many of the currently widely used techniques for timing, which have been instrumental in enabling the destruction of regions. Finally, it makes incorrect claims, in the form of the supposed instructions from General Halcones on how raider delegates should vote in the World Assembly.

For all these reasons, we recommend that you vote against this resolution.

Current resolution at vote: Repeal "Commend Luna Amore"
Forum voting thread: http://forum.thenorthpacific.org/topic/7273878/1/
Ministry vote recommendation: Against

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

Despite the recommendation against, let me preface this by saying that this proposal is a welcome change to the recent trend of pointless and spam Security Council resolutions. The proposal seeks to repeal the commendation of Luna Amore, possibly best-known as long-term Issues Editor. The proposal does not claim that the original commendation is unwarranted. To the contrary, it argues that the commendation is not written well enouh, and that Luna Amore deserves a better one.

While this is a reasonable argument, the problem lies on the fact that, currently, no draft for a replacement, better written commendation exists. The author of the proposal has avoided to commit to writing one, and there is no sign that some other credible author is planning to undertake the replacement task. As a result, there is a plausible danger of repealing this resolution, in expectation of a better replacement that never comes.

For this reason, we recommend a vote against the proposal at the current time.

Current resolution at vote: Anti-Counterfeiting Pact
Forum voting thread: http://forum.thenorthpacific.org/topic/7276071/1/
Ministry vote recommendation: For

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

This resolution creates a framework for fighting currency counterfeiting at an international level. As international cooperation can considerably increase the effectiveness of counterfeiting measures, we believe that this area does warrant World Assembly legislation.

The proposal, in addition to prohibiting counterfeiting in member nations, takes measures to protect nations from counterfeit currency made in other nations. Furthermore, through the World Assembly Numismatics Authority, it assists nations in increasing their currency security and the effectiveness of their own services countering counterfeiting operations. Finally, the proposal takes adequate care to permit the use of counterfeit operations as a valuable tool of warfare at times of war.

For all these reasons, we recommend a vote in support of this resolution.

Current resolution at vote: Foreign Patent Recognition
Forum voting thread: http://forum.thenorthpacific.org/topic/7279579/1/
Ministry vote recommendation: Against

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

International patent cooperation is an issue that is well-within the scope of World Assembly legislation, and following the repeal of previous resolutions on the subject there is currently a legislative gap. This proposal attempts to fill this gap, but does so in a vastly overreaching manner.

The proposal mandates that, should one WA nation grant a patent for some invention, then all currently 15,000 WA nations have to recognize that patent. What is worse, nations have to recognize that patent for a minimum of 20 years, regardless of its subject area and, perhaps worse, regardless of what the duration for patents granted by the nations themselves is.

The proposal does not provide any legroom for nations to maintain their own legislation on intellectual property: a single WA nation out there with loose and inflexible regulations can override the internal intellectual property legislation of all other 15,000 sovereign WA nations. If a nation decides to try to boost innovation by shortening durations for patents, it cannot enforce its own policy, as it will have to recognize patents granted in other nations. If a nation even decides to enforce stricter criteria on what is patentable in some innovation area, for ethical reasons or in an effort to promote free distribution of innovation, once again it is powerless to do so given that it will be forced to accept patents granted by other nations that have different policies.

In addition to the above, the proposal invites nations to become "patent havens", analogous to tax havens: Certain nations can intentionally create very low standards for what is patentable, for the sole purpose of attracting inventors to patent their products there. This is to the detriment of other nations, which enforce stricter regulations out of a desire to bolster innovation and distribute its fruits more broadly. Patent-haven nations can additionally attempt to selectively deregulate patents in certain areas where it will be to their benefit to interfere with competitors' internal markets. Think of a scenario where your nation has a flourishing technological sector. Then, a competing nation can begin to hand out patents in this sector very liberally, out of a desire to cripple your nation's technological sector by having your nation forcibly recognize those patents for 20 years; this is exactly the scenario this resolution enables.

While patent legislation in the WA is needed, this proposal legislates the subject in a disastrous manner. For all the reasons mentioned above, we strongly encourage you to vote against this resolution.

International patent cooperation is an issue that is well-within the scope of World Assembly legislation, and following the repeal of previous resolutions on the subject there is currently a legislative gap. This proposal attempts to fill this gap, but does so in a vastly overreaching manner.

The proposal mandates that, should [u]one[/u] WA nation grant a patent for some invention, then [u]all[/u] currently 15,000 WA nations have to recognize that patent. What is worse, nations have to recognize that patent for a minimum of 20 years, regardless of its subject area and, perhaps worse, regardless of what the duration for patents granted by the nations themselves is.

This is yet another very poor draft that somehow made it to quorum in the Security Council. I know I'm beginning to sound like a broken record, but unfortunately this seems to have become the standard quality level for proposals in the Security Council.

The nominee is of no noteworthiness or infamy, but merely a nation that has participated in a small number of military operations. The rest of the condemnation is generic arguments against raiding. By the standards of this proposal, we would be condemning dozens of nations that have at some point participated in a raiding operation, regardless of whether they have done anything of actual note in their NS history.

For the above reasons, we recommend that you vote against this proposal.

This is somewhat of a special Security Council resolution. As the text explains and as the author has stated publicly several times, the sole purpose of the resolution was to act as an advertisement and a call for support of a large-scale military operation to restore the region Anne Frank from Nazi forces. This was a worthy cause in support of an important operation, one that the North Pacific Army also actively participated in.

However, almost simultaneously with this resolution going to vote, the operation in Anne Frank concluded successfully, with the occupying forces removed and the region secured. The success of the operation made this resolution redundant.

For this reason, we recommend a vote against this resolution.

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

The nominee, Westwind, is a very storied and indeed remarkable player. The commendation proposal does a good job explaining their various achievement in many regions and aspects of NationStates.

What the proposal does not cover, however, is Westwind's time as Delegate of our region, under the alias [nation=short]Lewis and Clark[/nation]. Westwind decided to abolish the constitution by decree, and impose in its place an oligarchic regime known as the Crimson Order. Their reign caused considerable grief in the region, with the constitutional government and our nations spending several months trying to restore democracy to the region.

As a region that values democracy and the rule of law, we should not reward Delegates that betray the trust of nations of The North Pacific.

For all these reasons, we recommend that you vote Against this proposal.

Current resolution at vote: Repeal "Marine Debris Accord"
Forum thread: http://forum.thenorthpacific.org/topic/7327581/1/
Ministry vote recommendation: Against

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

This proposal is a so-called "insta-repeal", which means that it seeks to repeal a resolution that was very recently enacted. In this case, the original resolution, Marine Debris Accord, was enacted last week and as a region we voted in support.

The repeal proposal identifies certain issues with the definitions included in the original. There is some validity to the issues identified, for instance that the definition of "marine debris" is so broad that it prohibits even measures that can benefit the environment. However, most of the issues identified are minor, and overall do not severely reduce the quality of the original resolution.

At the same time, we need to take into account the risk of, should the repeal pass, ending up in a situation where there is no legislation on marine debris at all. The author of the repeal proposal has mentioned that they intend to propose a replacement, which will be very similar to the current resolution. However, so far there is no indication that such a replacement is indeed forthcoming.

Should a replacement proposal be presented that maintains the majority of the original text, but adapts it as descriebd in the repeal, we are going to support it. But until then, we need to be cautious about repealing a good resolution over minor details.

For all these reasons, we recommend that you vote Against this proposal.

Current resolution at vote: Repeal "Liberate The Mountains to the East"
Forum thread: http://forum.thenorthpacific.org/topic/7330049/
Ministry vote recommendation: Against

Ministry Review
Written by [nation=short]HMS Unicorn[/nation]

The proposal is looking to repeal a liberation that was passed in order to prevent the raider occupiers of the region from refounding it. Given that the raider occupiers are no longer in control of the delegacy, the argument goes, the liberation is no longer necessary and should be repealed.

However, the proposal overlooks the very vulnerable status of the region. The previous raider delegate, Sadko, is still in the region and has enough influence that they cannot be removed for at least another month. Their presence in the region means that it is relatively easy for raiders to return and install Sadko back in the delegacy, from where they can once again commit multiple ejections or threaten to grief the region. The fact that the previous occupiers have publicly threatened to return makes the above a very plausible danger. Should the occupiers return, the presence of the liberation is going to be a significant hindrance to their work.

Moreover, it is not currently clear whether the repeal has any support by the native community. One nation residing in the target region authored a repeal draft of their own, but beyond that there is no other evidence of native support for a repeal.

Once Sadko is removed, and should natives indicate a clear support for a repeal, then such a proposal will be appropriate. But at this stage, the repeal of the liberation is at this stage premature, and seriously endangers the region.

For all these reasons, we recommend a vote against this proposal.
