I'll require that the target meets certain requirements. If it meets those requirements, I will attempt to hit the target regardless of size so long as it does not conflict with any interest of mine. The price will depend on the size, risk, number of endorsements required, level of strategy needed and the amount of damage that you want done. Payment will only be due if the hit is successfully carried out.
 
So, we can, like, sell nuclear weapons on a black market? COOL!!! Nuclear War, here I come!

Well, it's not called a black market if it's legal so it is sort of a military market.
