Embassy of The South Pacific

Govindia:
Whatever happened to Unibot's treason trial? Why was he charged with treason?
It wasn't treason he was being charged with. He was being impeached in which at the time charges for gross misconduct were brought forth to start the hearing. Uni resigned and the trial was dismissed as you can't impeach someone who no longer holds the office.

I would love to meet Bel across the table in a courtroom...Alas, TSP won't allow it to happen.

Good to see he's keeping himself busy with frivolous important cases.

Vote to Remove TSP from the MPA Underway in the Assembly

Hileville and Penguin recently proposed to withdraw the South Pacific from the Modern Pacific Alliance to the regional assembly, and after discussion the motion has gone to vote. Inactivity in the MPA and TSP were cited as having inspired them to propose the withdrawal, and Hileville recently explained that TSP's attention needs to be focused on the region's internal concerns at this time.

The South Pacific formally joined the Modern Pacific Alliance on October 27, 2011, when the vote to ratify the treaty passed in the regional assembly by a wide margin. A more detailed and extensive history of the alliance and TSP's involvement in it can be found here.

Hileville Reaches 300 Day Milestone

On October 8th, Hileville officially began his 300th day as the South Pacific's delegate. He became the region's delegate on December 13th, 2011, when he replaced South Pacific Belschaft. The South Pacific congratulates Hileville for serving the region well ever since he became delegate, and hopes to see even more success from him in the future.

Delegate Election Reform Bill Close

Hileville introduced a draft a completed election reform bill that would revert the South Pacific's system for electing the Delegate back to a challenge based system. The bill would put more power into the hands of voters who have a forum account. Unibot offered a unique system that was created by him and Solm which would allow for non-forum account voting by nations of the South Pacific. Hileville has since asked that the bill be placed on hold until testing of the unique system can be completed.

Judicial Reform, again?

After an unsuccessful attempt at a new Judicial system being installed after the Great Council, legislation has been introduced that would overhaul the Judicial Branch of Government again. The new system would make the Minister of Justice, who currently serves as TSP's equivalent to a District Attorney, the new Judge in all cases. The legislation also establishes guidelines for selecting a prosecutor and defense attorney. More information will be available by our next update.

SPINN Reboot...Successful

On November 30, 2012 then Delegate Hileville appointed former Delegate Southern Bellz to the position of Editor-in-Chief of the South Pacific Independent News Network. Hileville believed Southern Bellz would be the nation to lead SPINN into the future and complete a successful reboot of the news organization. Southern Bellz didn't waste any time as she got to work assembling her staff.

Hileville, was appointed News Editor and leads the Breaking News Division. Belschaft and Hernolord were hired on as Staff Writers to work on the Monthly Feature section of SPINN. Alv and Drugged Monkeys were hired on as News Reporters. SPINN began with coverage of TSP's elections in December and an interview article conducted by Drugged Monkeys with True North. The region looks forward to continued development from the SPINN staff. Make sure to stop by the forums and Check Out SPINN TODAY!

TSP Elects New Cabinet

Lady Rebels, the EC Chair, has been dealing with RL issues, and hasn't graced TSP for a while. With this, elections started a bit late, as LR usually jumps at starting the election process. AMOM ran ran the elections quite smoothly while down to two Election Commissioners. But despite starting a little late, and being short an EC, the election process was as good as ever. By the start of campaigning, it was Antariel versus Bel for the third straight election; but this time, for Minister of Security. The seat for Minister of Regional Affairs was well sought after with Drugged Monkeys, HEM, and Loh all campaigning. Hileville and Unibot both ran unopposed for Foreign Affairs and Chair of the Assembly, respectively, while no one accepted their nomination for Minister of Justice, leaving it vacant. The title of TSP's Craziest was also up for grabs, with God-Emperor, Milograd, and Rebel-topia all looking to hold this honored title.

Much debate took place between Bel and Ant, as everyone well expected. Bel, looking to return to the post for the first time since its creation, outlined his plan to overhaul the SPA; to both build her numbers and to rework the way in which the SPA opperates. Antariel proposed running the SPA mostly as is; making his main point to be activity. The race for MoRA, saw all three candidates running with fairly identical platforms; a welcoming program, and internal activity. Despite their different ways of achieving this, all three agreed, if not elected, to help achieve their goals. Hileville talked about his plan for strengthening TSPs relationships, especially with other GCRs. The Drama Llama reared its ugly head in the unopposed campaign for Unibot for Chair. Not much about current affairs within TSP were discussed. Unibots campaign thread saw mostly questions about his involvement as leader of the UDL and his resignation as MoJ and quick departure from TSP. Before the end of the campaigning, Unibot resigned candidacy for the position, leaving it vacant for the elections.

Here is how the elections ended:
Chair: Vacant
MoS: Belschaft
MoFA: Hileville
MoRA: HEM
MoJ: Vacant

New Delegate Elected

After nominations were closed and campaigning began, only two nations showed interest in the Delegacy. Milograd, a constant to have his name in the running for delegate, went up against The Third Imperium (God-Emperor), a nation with deep TSP roots, only recently coming back to the government side of TSP. It was a hotly contested campaign, as both looked to win endos from both those on the forums and those in the region. Near the end of elections, drama graced this election, as "The Zeroth Imperium", was banned from the region for campaigning for GE. They claimed the nation had been given to them by GE for the purpose of helping him secure endorsements, but said they were "stabbed in the back" by him, as Hileville had asked GE if these claims were true, and he said they were not. Those claims can be found on the NationStates forum - http://forum.nationstates.net/viewtopic.php?f=12&t=214683

Special Elections Held by Delegate, Milograd

After Milograd won the election for Delegate he immediately opened special elections to determine who would hold the two vacant positions being Chair of the Assembly and Minister of Justice. Antariel and God-Emperor ran for Chair and Durgged Monkeys ran for Minister of Justice, a position he held previously. Antariel beat GE and will return to the TSP Cabinet for the first time in a little of a year when he was banned due admitting he was Black Pineapple. Antariel has been an excellent citizen and has done great work with the South Pacific Army since and had his suspension from Cabinet vacated due to legal issues earlier in the year. Drugged Monkeys was confirmed to the position of Minister of Justice. DM came to TSP after successful Warzone operations and joined the SPA. He later was elected to Cabinet and served one term as Minister of Justice. We look forward to the work both will do for the region in their respected Offices.

TSP - Osiris - TNP Joint Christmas Event

TSP recently participated in a joint Christmas Event with TNP and Osiris hosted on the TNP forums. The event was successful and was another step in bringing the three regions closer together. The event is the first of many to be hosted with the three regions and we look forward to the next one.

TSP Aids Osiris Delegate Mad Jack

The South Pacific Army assisted in restoring Mad Jack to the Delegate seat after being the victim of a Coup. The Cabinet issued the following statement on the situation in Osiris:

tsp_logo.png

Statement from the Cabinet of the South Pacific
in regards to the Coup of Osiris

Having observed the shocking actions of senior members of the Government of Osiris, and their blatant disregard both for the laws of the region and their fellow citizens, The Coaliton of The South Pacific utterly and unequivocally condemns those responsible. The security and integrity of any region must be held sacrosanct, and the fact that those responsible had sworn to uphold both makes their betrayal even more complete.

The Coalition of The South Pacific considers Osiris to be a firm friend and a close ally. We stand behind the legitimate government of the region utterly, and have offered the full support both our own region and of the South Pacific Army to the region’s legitimate delegate, Madjack. We look forward to the imminent restoration of the legitimate government and delegate of the region, and will do everything in our power to assist with such.

We remember, both individually and as a region, when we ourselves were couped a year and a half ago. We were overwhelmed by the unambiguous support we received from the wider international community, and would be remiss if we offered anything less to Osiris. This event must be even more traumatic for the community of Osiris, having been committed by trusted members of the community rather than hostile outside forces. The South Pacific will stand by our friends and allies, wherever they may be, now and for ever.

Ultimately, the Coalition of the South Pacific firmly condemns the deplorable and destructive actions of the traitors in the Osirian government and will support the government and citizens of Osiris in these troubling times to the best of its ability.

Signed,
The Cabinet of the South Pacific

FOREIGN UPDATE - OCTOBER 2013

ASSEMBLY REPEALS TREATY WITH OSIRIS

On October 3 the Assembly of The South Pacific voted 13-1 to repeal our treaty with Osiris, based on the concern from various citizens that the regime of Detective Figs was not the legitimate government of Osiris, and further that the Empress did not have plans for the establishment of a future elected government with clear institutions and chains of command.

Our Cabinet had released a statement on September 18 that expressed its concern over the interruption of constitutional order and supported the regime of Detective Figs on the understanding that it was a caretaker government that would calls for elections as soon as possible. This statement and the subsequent publication of the so-called Ground Rules of Osiris formed the basis for the repeal.

Members of the Cabinet expressed at certain times their preference towards a suspension rather than a repeal, and in the end stated that there was the intention of negotiating a new agreement with Osiris in the future if the conditions are adequate.

HILEVILLE APPOINTED TO THE CSS

On September 23 the Assembly of The South Pacific voted unanimously to appoint former Delegate Hileville to the Committee for State Security (CSS), which is the government institution responsible for establishing the endorsement cap and overseeing the security of the region.

Hileville has been Delegate, Vice Delegate and Minister of Foreign Affairs of The South Pacific and is currently the Editor-in-Chief of the South Pacific Independent News Network. We are sure he will do a fine job in protecting the region. Congratulations!

DEPUTY MINISTERS ARE NOW MEMBERS OF THE CABINET

On October 4 the Assembly of The South Pacific voted unanimously to amend article 5 of the Charter and have Deputy Ministers as non voting members of the Cabinet, with access to the Cabinet Office and the right to participate in its discussions. This reform is one of several that Delegate Belschaft announced in his inaugural address, along with the streamlining of the Forum and the still pending judicial reform.

ACTIVITY DISCUSSIONS

During the past weeks the Assembly has been discussing several ways to promote activity and improve inclusion in the region. Various citizens have expressed concern over limited participation from their fellow citizens and have asked for the Cabinet to take a more active role in this matter.

Part of the discussion is the long-running debate on whether the Coalition is inclusive enough and how easy is it for newer citizens to take part in the affairs of the region aside from posting in the Assembly area. While some citizens argue that there need to be bigger efforts in this aspect, some ministers have countered that opportunities to volunteer at all ministries or be appointed as Deputy Ministers exist, and that citizens just aren't taking them.

Several citizens and government officials proposed an active government participation on the RMB and giving new citizens opportunities to participate through civil service programmes, to mentor and introduce them to the region. There were suggestions to have regular Cabinet reports to account for the progress in executive dealings, an idea which the Cabinet had envisioned but was yet to implement.

This seems a convenient thread to revive for this purpose: I'll be stepping down as ambassador to TNP letting to an extended Leave of Absence. Basically, I'm taking a break from NS for a couple of months starting tomorrow. I hope you have fun with whoever replaces me.

February 2019 Update

New Delegate Elected

By Ministry Member North Prarie

On Friday, January 18th, Erinor (known offsite as Seraph), won the election for Delegate of the South Pacific by a 40 vote margin over a newer face on the political scene, Beepee.

Erinor provided the South Pacific with great leadership in his first term, which took place from January to July of 2018, leading TSP to many advancements in areas such as communications, the World Assembly, and Delegate approachability, to levels unseen to that scale before. With the assistance of a strong WA Initiative effort and the support of our amazing allies, Erinor took the gameside delegacy of the South Pacific at major update on January 31st.

Please congratulate and wish luck to our new Delegate!

Amerion’s Assembly Account
By Chair of the Assembly Amerion

Chair of the South Pacific’s legislature, Amerion presents a few highlights of the numerous discussions currently ongoing in the Assembly.

Minister presents embassy proposals to the Assembly

The Minister of Foreign Affairs, His Llamalency, the Right Honourable Somyrion recently presented to the Assembly the Ministry's proposals for embassies with the Frozen Realm of Wintreath and the South Pacific.

These proposals represent a shift in how foreign relations are conducted, with embassy requests having previously been under the exclusive purview of the Minister.

In a statement before Legislators in the appropriately named Legislators Lounge, the Minister elaborated on his new approach, stating:

'I dislike the fact that gameside embassies have been in the past treated as something like consulates, of no real consequence other than as a side order of a treaty or event, where the minister can just decide on them, even though they matter a lot more to gamesiders on the RMB. And they provide a handy half-step between a consulate and an alliance, so our FA outlook isn’t just that alliances are everything :P

So by doing these discussions/advisory polls— not quite a single decision like a consulate but also not quite a vote like a treaty, I’m trying to push up the value of a gameside embassy.'

Should these proposals garner support within the Assembly, the Minister intends to proceed with a gameside poll to establish whether to finalise the construction of embassies.

What's in a Name?

A debate is currently ongoing regarding a small change in the name of Election Commission used in legislation.

The Commission was reduced from three members to the singular position of Election Commissioner.

This came after multiple election cycles where only one Election Commissioner was present. However, with this change now comes a series of amendments to existing legislation revising the terminology used.

These corrections are not without discussion.

A Local Councillor (gameside government official), His Nocturnal Excellency, the Right Honourable Divine Owl questioned whether such changes were necessary.

In response, the Right Honourable Chair, Amerion, stated:
'Unfortunately, at the moment it is. However, an amendment proposed by Awe which, if passed, will allow the Chair to exercise discretion in correcting future errors of a similar sort should mean that amendments of this nature will no longer be necessary.'

The Chair referenced an amendment proposed by Mr. Awe which would include changes to names of institutions and positions as part of the Chair's discretion. Under the Legislative Procedure Act, the Chair may correct typographical errors, grammatical errors, or formatting inconsistencies at any time, as long as these corrections do not alter the original intent of the law.

These amendments are expected to come to a vote within the first ten days of February.

Mass telegrams in the spotlight

Mr. The Sakhalinsk Empire's proposal to restrict the use of mass telegrams in an election period has sparked considerable debate.

Associate Justice, the Right Honourable Belschaft raised concerns about the increased regulations, noting:
'I don’t think it’s appropriate to expand regulations on use of government communications via the RO function to cover private communications by individuals.

You might find it objectionable to have people send mass TG’s during elections, but it is a legitimate form of free speech that anyone can access.'

This issue brought up by multiple Legislators centred on the possibility that any private citizen could be charged under the existing framework should they send out mass telegrams.

In following revisions, Mr. The Sakhalinsk Empire amended the language to reflect that such restrictions related only to the abuse of power by government officials. The amendment is expected to be voted on soon.

Upcoming Elections

By Minister of Foreign Affairs Somyrion

With the South Pacific’s Delegate election and transition barely over, another series of elections is right around the corner.

Beginning on February 1st, elections open for the four offices of the Cabinet, the South Pacific’s executive leaders: the Prime Minister and the Ministers of Regional, Military, and Foreign Affairs.

A poll of the members of TSP’s Assembly carried out by the Chair a week ago, including a section asking respondents about whom they would like to see run in the Cabinet elections, has sparked thoughts about potential candidates, though no campaigns have yet been launched and potential candidates remain fairly muted.

The comprehensive poll also included sections asking about the current Cabinet’s performance and approval of various other branches of the government and initiatives.

Elections for the Local Council, TSP’s gameside governance body, will begin shortly after Cabinet elections conclude in late February.
