Observing that Articles 2 and 3 of GA#657 require member states to decriminalise the possession and personal use of all recreational drugs (with limited exceptions), even if the people who consume them thereby endanger their health and continued survival,

Noting that one of the target resolution's rationales for doing so is that policies of criminalisation have failed to "actually reduc[e] drug addiction and use," even though GA#643 "Reducing Addiction" already requires member states to provide education about and rehabilitation from drug addiction (and will continue to do so after the passage of this repeal), and

Believing that member states should be at liberty to forbid those drugs which are particularly dangerous to their inhabitants, even as they are required by WA law to support those among them who may be addicted...

The General Assembly hereby repeals GA#657 "World Psychoactive Drugs Act."

Vote AGAINST Repeal “World Psychoactive Drugs Act”.

Overview
The repeal begins by pointing out the targets’ decriminalization of most recreational drugs, even if they are very dangerous. The proposal then claims that GA#643, which provides rehabilitation and educational programs regarding addiction, tackles the issue of the target resolution already. Finally, it makes the claim that member-states should be able to restrict dangerous drugs at their liberty.

Recommendation
This repeal does not contain convincing arguments for a repeal. To begin, it should ideally be the choice and liberty of the individual to consume substances that have a risk of endangering them, not the choice of the state like the repeal claims. Even then, the target resolution allows member-states to ban the sale of drugs, punish drug dealers and confiscate drugs from users, not the authorization of unrestricted drugs onto streets that the proposal seems to insinuate.The repeal then rests its arguments on the educational and rehabilitation programs of one resolution, which is not enough to render this resolution ineffective in the slightest.

In conclusion, the Ministry of World Assembly Affairs recommends a vote AGAINST “Repeal ‘World Psychoactive Drugs Act".

This proposal was withdrawn and resubmitted with identical text. It now has 53 of the 55 approvals required and will most likely get the other two required over the course of the next two-and-a-half days. Please do not lock this thread.

I see that many people oppose this proposal. Please consider explaining why and I will be more than happy to enter into an argument in this space :P
