SEEKING to recognise those nations which make extraordinary contributions to the multiverse at large, and highlighting The Spacefaring Federation of Sacara as one such worthy nation;
NOTING that Sacara is best known for its venerable think tanks, which have turned out at least fifteen policy papers for the attention of world leaders, who must often deal with the issues raised in them multiple times a day;
BELIEVING that, thanks to the tireless work of these think tanks, leaders have been reliably informed about a broad spectrum of thought-provoking matters, including through their presentation of:
- Policy Paper #1,018 "Operation Failed", in which Sacarian-based medical ethics boards uncovered evidence of avoidable surgical error that led to scores of government ministers dying, and strongly urged leaders to consider investing in and encouraging the use of artificial intelligence in healthcare settings;
- Policy Paper #1,077 "With Friends Like These...", in which Sacarian media watchdogs revealed the massive overuse of objectionable language in re-broadcasted, decades-old comedies, and subsequently reminded world leaders of the hard choice they face between prioritising individual liberties or civil decency;
- Policy Paper #1,146 "Mother Knows Best?", in which family policy analysts from Sacara identified a declining trend in the issuing of parental licenses in certain nations, and stimulated change by alerting their leaders to the fact that - whether they chose to abolish, liberalise, or tighten their parental licensing regime - their previous licensing system was hopelessly unfit for purpose;
- Policy Paper #1,167 "Another Brick in the Wall", in which leaders of Sacarian architects' associations and teachers' unions, after being sent to the remains of hundreds of identical, smouldering border walls across the world, recommended that leaders choosing not to rebuild an improved section of wall take great care to ensure that they receive would-be immigrants in a more sympathetic fashion;
- Policy Paper #1,417 "Nun on the Run", in which workers' rights organisations from Sacara - having noticed a surprising surge in members of somewhat esoteric nunneries standing for office - hinted that world leaders, if they were to avoid the unenviable position of veering either towards theocracy or hyper-secularism, would have to reject religious discrimination in employment;
- Policy Paper #1,481 "Livin' on a Prayer", in which representatives of Sacara's most esteemed religious observatories took part in weeks-long religious services held solely to prevent the deportation of undocumented families also in attendance, and insisted that fundamental reform to immigration systems were necessary to avoid the rights of religions conflicting with the duties of border patrols again; and
- Policy Paper #1,494 "A Minor Political Problem", in which Sacarian public interest research groups, after teaming up with forensic accountants from innumerable other states to reveal that children were pitching into the campaign accounts of renowned politicians at an inexplicable scale, urged world leaders to take a firm stance on whether to allow political donations by minors;
THANKFUL that many of the Sacarian think tank fellows and researchers who were involved in presenting these papers have also helped other observers of international politics write their own, especially by bolstering their explanations of the crucial problems they seek to warn leaders of, advising them about how to distinguish their draft papers from those already published, and by helping them provide more detailed and targeted solutions;
HOPING that world leaders will be served not only in the present, but for many years to come, by the Sacarian government's careful maintenance of Sacara's Issues Hub, a platform where they can view highly-condensed summaries of every known policy paper and the issues they describe, and vote on which papers they believe are best-composed;
ACCLAIMING the successful organisation of two Horror Short Story Contests in 2018 and 2021 by Sacara's finest literary critics, which have attracted entries from many nations of diverse and exemplary storytellers such as Valentine Z, Infected Mushroom, Main Nation Ministry and World Machine (known to the World Census as Shwe Tu Colony), an achievement that further underlines Sacarian support for all forms of the written word; and
FIRMLY CONVINCED that any nation that has done so much to advance popular culture and promote better, more informed decision-making as Sacara does deserve recognition:
