Grateful that this august body has amply protected the right to a medical gender transition (see GA#91, 457, 467, and 571), but

Noting that international law does not yet explicitly recognise the right of sapients to legally self-identify as their chosen gender, rather than have to undergo a medical transition which may be unavailable to them, and

Seeking to expand Alternatives to Transgender Hormone Therapy in member states...

The General Assembly hereby:

  1. forbids member states from restricting by any means the right of their inhabitants to change their gender (including by requiring those inhabitants to undergo any medical procedure before their new gender can be legally recognised), except as provided in Articles b and c,
  2. clarifies that members may, at their discretion, restrict gender changes:
    1. where expressly allowed by prior and standing international law, or
    2. to set a reasonable time period immediately after changing one's gender during which further changes thereof cannot occur,
  3. requires members to prevent gender changes made without the free and informed consent of the person whose gender is to be changed,
  4. demands that no charges be imposed on any application filed for an official gender change made pursuant to Article a, and
  5. requires members and their government agencies, including state-funded schools, to respect the preferred name, pronouns and gender identity of those who interact with them.

Overview
This resolution aims to prohibit member states from restricting those within their jurisdiction from changing their gender identity except where member states may establish a "reasonable time period" after one changes their gender identity where additional changes cannot legally take effect. It also requires member states to ensure that gender identity changes not be made where the free and informed consent of the person whose gender is to be changed is not present. Finally, the resolution requires member states and their government or government funded institutions to respect the gender identity, preferred pronouns, and preferred names of those who may interact with them.

Recommendation
The resolution is fairly concise, yet succeeds in encapsulating all relevant provisions without any notable omissions. It protects the dignities and freedoms of individuals who seek to identify with a gender identity of their choosing while establishing minimal restrictions to ensure the bureaucracy associated with facilitating such changes in gender identity are not potentially encumbered. The resolution also strikes a fair compromise when in comes to the recognizing of preferred pronouns, names, and gender identities by requiring member states and their associated state-funded institutions to adhere to an individual's preferences whilst not further imposing this requirement upon non-state institutions or entities. The resolution's success ultimately lies with its effective mandates combined with a concise, dexterous approach to the subject matter at hand. For the above reasons, the Ministry of World Assembly Affairs recommends a vote For the General Assembly Resolution at vote, "Transgender Self-Determination".

It’s nothing to do with the integrity of the proposal, it’s clear and well structured. It is simply down to my personal beliefs
 
The same thing that happens to them now, in the absence of Transgender Self-Determination as an active resolution. Except in school sports days.

I think a consequence would be that it would be legal to have male athletes identify as female (without any medical treatment) and then compete in female sports? Given the financial incentives, I assume the (next) consequence would basically be to abolish gender specific competitions in sports.

This proposal does not "abolish gender specific competitions in sports."
 
This proposal has received the necessary approvals to enter the formal queue. Barring it being withdrawn or marked illegal, it will proceed to a vote at Friday’s Major Update.

Any particular reason(s)? :P
Should male prisoners, even violent ones, who identify as women be housed in women’s prisons, as may happen in America, Britain, Canada and elsewhere? Should women’s sports be reserved for biological females, or should any athlete who identifies as a woman be allowed to join a women’s rugby team? (To quote The Economist this week)
