I wanted to give a more informed reply when the election for Justice is concluded, since Vivanco was in the Cabinet but took the opportunity to run for Justice. I congratulate them on their successful election.

I promised a cabinet of 11 (including myself and VD), plus 5 officials attending cabinet. That makes 16 people. I now have 15 people in the cabinet as Vivanco has not returned (given they've been elected justice). I have decided a chief of staff is less necessary at this stage and preferred an extra advisor, and Cards decided not to attend cabinet.

Obviously RL considerations taken place so there may be changes from time to time.

The Border Control (BC) powers were exercised pursuant to LC 7.3.22. The ability to post to RMB (regardless of whether a post is made) is covered by LC 7.3.22. The delegation of BC powers is pursuant to LC 7.2.9.

I have had to rewrite the mid term address a couple of times due to internal feedback, and there's also a number of issues I want to resolve first - announcements coming shortly.
 
The Ministry of Communications' survey on this administration's approval ratings has been closed for over one week now. Does the government plan on releasing the results of this poll?
Yes. The Ministry of Communications will release a TNN segment on the approval poll results and later down the lane will take another one and compare the results in a TNS article.

The volunteer writing said articles needs time to properly analyse the results and create a report on it. Patience is a virtue.
 
Delegate Directive 5 has been amended to include this change in Section 2, Article VI:
Officers in the North Pacific Army may be authorised to lead missions or particular divisions of the North Pacific Army by the High Command.
 
Delegate Directive #4: Executive Government Activity Directive has been updated to reflect the fact that the Minister of Radio position no longer exists. In particular, the "Minister of Radio" has been removed from Article 2, section 2.

Article 2: Acting Chair of the Executive Council

2. If the Vice Delegate is unable to chair the Executive Council or does not name a new acting chair, then it will revert to the following order:

  1. Minister of Foreign Affairs
  2. Minister of Defense
  3. Minister of World Assembly Affairs
  4. Minister of Home Affairs
  5. Minister of Culture
  6. Minister of Communications
    Minister of Radio

I find it staggering that our current delegate has decided to drop forum voting (and it seems, as well as IFVs, since @Jinkies hasn't sent one for about 10 days) on World Assembly resolutions altogether, and gone back to doing executive fiat and voting against all GA proposals.

I know the policy to go back to doing executive fiat was announced in the month one update, but this abrupt change in WA voting policy was not in the election platform from Picairn at all which actually did mention IFVs but not scrapping the long-standing tradition of forum voting.

I have not "decided to drop" forum voting nor IFVs, our policy with regard to WA voting policy hasn't changed except for our new alignment. I also do not blanket vote against all GA proposals: resolutions written by our friends and allies are welcome and regularly supported, and likewise, repeals - especially those targeting our enemies' resolutions - are also supported.

The Ministry of World Assembly Affairs will continue to issue IFVs and post forum threads. The recent lateness in our delivery is not the result of a unilateral decision, but rather because Minister Jinkies has been occupied with her real-life duties and commitments elsewhere, and staffers are not stepping up to help. Jinkies's situation is unfortunate, but it happens. We will look into ways to rejuvenate activity among staffers and motivate them to do the work.

On another note, our new alignment is not voting by "executive fiat". It simply means that the MoWAA will make recommendations to vote based on NatSov principles more often. The current GA proposal did not have a voting thread when it came to vote, so in lieu of that I consulted Jinkies's opinion and voted accordingly.

Lastly, I did not promise to preserve our (formerly) status quo WA alignment in my platform. My comment was an observation of our WA power and influence, not any explicit commitment. The new alignment was not imposed unilaterally by myself, it was approved by Cabinet consensus.

During ongoing diplomatic talks, TNP officials had a private conversation about our thoughts and strategy for the talks. Hulldom disagreed with the strategy and chose to inform one of the regions involved of what we had said, throwing the matter into chaos. I asked him to resign for this unprofessional and counterproductive act, and he did so promptly.

I will make a statement in Private Halls at a later date. I am currently working on getting our diplomatic talks back on track and finding a suitable replacement for the MoFA position, so it will take some time for the statement to be published. I have no plans to press charges for espionage at this time due to the nature of the leak and the sensitive information carried with it.

Following discussions with Minister of World Assembly Affairs Jinkies, I have added the following clause as Section 6, Article 5 of Delegate Directive #11:

The Delegate may vote, and the Ministry of World Assembly Affairs may recommend a vote, in opposition to the recommendation of any tag:WA mass World Assembly campaign telegram sent by a foreign nation or player targeting World Assembly residents of The North Pacific.

Yes, I plan on appointing a replacement. Over the past few days I’ve been having discussions with prospective candidates for the role and the process is in its final stages, so expect to see an announcement soon.

Ratification of the Treaty of Fire and Ice


Fellow North Pacificans,

With overwhelming support, the Treaty of Fire and Ice with the Plains of Perdition has been ratified. I extend my heartfelt gratitude to the Regional Assembly for supporting the formalisation of our relations with Perdition. This treaty marks a pivotal advancement in our partnership with Perdition, which has been growing in the months since we stood with them in support of The Outback and in bringing to light the full scope of the events that happened there at the beginning of the year. Perdition has also provided incredible support in our ongoing war effort against the forces of The Brotherhood of Malice, most recently in helping to easily liberate the latest target of The Black Hawks, Dystopian Utopia. Our people fought and celebrated together. Our bonds were forged in the fire of war, and our common goals and values steeled us with icy resolve. The challenges we faced in continuing the war in an effective way are being resolved, thanks in no small part to Perdition and our other allies, and we have seen firsthand that the spark of determination Delegate Chipoli has long highlighted in his campaigns has been reignited. This is just the beginning, not only for our relationship with another reliable ally that has a bright and successful future ahead of it, but of the next chapter in what will ultimately be a story of triumph.

One Week, One Agenda, Many Wins


Good evening,

As Acting Delegate, I prioritised keeping the government active, responsive, and productive during the Delegate’s absence. On my first day, I began working on the tasks assigned to me, all of which support the Delegate’s platform. Throughout the week, I consistently followed through on these assignments while also launching new initiatives aimed at enhancing internal coordination, improving transparency, and promoting activity across the board. Below is a summary of the work completed, including both the assigned agenda and my own contributions.

Delegate’s Agenda

During the Delegate’s absence, I took the initiative to fulfil several key tasks across the executive ministries as outlined in his platform and which were specifically assigned at the start of his absence. These were all initiated on day 1 and have consistently been worked on throughout the week.

In World Assembly Affairs, Fachumonn is successfully reviving the mentorship program, identifying interested mentors and aspiring resolution authors. This effort not only aligns with the Delegate's original vision but also lays the groundwork for producing high-quality, impactful resolutions that address real issues within the WA. Within the Ministry of Defence, I opened discussions in High Command about expanding the scope of NPA-exclusive events. Despite there not being a lot of discussion, we still managed to pull up for updates and successfully liberated a region along with our allies. In Culture, I created a new thread for The North Star, assigned someone new to start managing it under my personal guidance, encouraged early planning for a Pride broadcast, and more! These actions aim to boost output and engagement within the ministry, with a special focus on delivering content that covers this year’s summer. In Foreign Affairs, I launched a planning thread for the FA Digest and successfully stimulated activity around it. This will help ensure the publication can grow into a reliable, regular source for accessible and engaging diplomatic updates. For Integration, I began fostering discussion on the Regional Message Board, contributing to a livelier atmosphere and expanding outreach to gameside players about TNP-related affairs. The Frontliners have been used extensively and are now my personal pinging squad for whenever I’m starting a conversation on the RMB.

New Initiatives

Beyond the tasks delegated to me, I also spearheaded several new initiatives and completed pending projects. I conceptualised and immediately opened the first-ever Discord-side embassy row for Foreign Envoys, creating a new and accessible space for everyone, which encourages people to inform themselves on interregional affairs. I corrected an administrative oversight by amending Delegate Directives #4 and #10 to reflect the transition from Home Affairs to Integration. I also oversaw the ratification of the Treaty of Fire and Ice, drafting and posting the accompanying statement on the TNP forums, later the Gameplay forums statement will also be released, also written by me. After months of being in the works, I finalised and released the long-anticipated executive advertisement. Finally, I coordinated a relatively large force for a major liberation, together with High Command, and provided moral support throughout the operation which led to yet another victory against our enemies.

Conclusion

This past week has demonstrated what can be achieved when initiative is combined with structure. I successfully advanced the Delegate’s agenda across all key ministries and introduced innovative efforts that have already made a measurable impact. From revitalising publications and mentoring new talent to coordinating major military initiatives and enhancing interregional visibility, each action has focused on strengthening the foundations of our region. With this momentum, we are not only maintaining government operations but also driving progress forward. As I like to say, we’ve been winning so much that you might even tire of winning!

Ministry of Parley and Plunder of The North Pacific

Unveil’n the Treaty of Treasure Island


In a casino, on an island concealed by the seven seas, two bands of pirates enter the scene: the scurvy dogs of the North and the scallywags of the West.

Two robust pirate crews step through the doors of Treasure Island, lights flashing and alarms beeping all around. Cheeks flushed, laughter nonstop, they trample the red carpet and splash the mugs and flasks in their hands, waving every which way as they haphazardly stumble in their worn and tired boots. Though no one else is dressed as they are, no one seems to care. The casino houses an eclectic bunch. As most of the crew scatters like the wind to play the various games and machines Treasure Island has to offer, their newfound wealth of gold coins doomed to be depleted and added to the casino’s enormous coffers, a few remain, grinning but much more contained. Captain Ruben Rawjaw, famed for his lack of beard and constantly wagging tongue, throws his arm around Captain Vara, known far and wide as the unblinking Eye of the West. Vara grimaces but, respecting the occasion, allows the contact to go unanswered, flicking a wrist to signal to his first mate Ellis Na’Sov, known as the logical swordsman, to stay his hand just this once.

As they and their lieutenants walk over to the buffet and take a seat at one of the tables, nearby patrons begin to point and whisper, not subtle enough to escape notice. Soon the room shifts, giving the pirates a wider berth. Ruben’s first mate Mal Geist, seemingly appearing out of thin air and unable to stop his sneaking and silent movements, unfurls the parchment on which they wrote out the results of their successful parley. Vara’s other lieutenant Seafor, considered by most to possess sailing knowledge as vast as the sea itself, helpfully provides the ink well and quill, which Mal dips while looking around at the others, pausing so long they begin to become impatient and gesture for him to get on with it. Scanning the crowd and the group at the table, T. Lom, aka the Kracken, stands by in case any trouble arises. Ruben’s final adjudant, Connor McFred, leans over the table and continues reading the terms in case of any last minute changes, until his captain clears his throat so they can complete the signing.

Each captain signs wide and with a flourish, Ruben waiting to see Vara’s signature so that he can flourish even more dramatically and take up just a bit more room with his own signature. Ellis twitches and places a finger on his sword hilt, Vara smiling and then after a moment beckoning him over. Ellis grins widely at the whispered instruction, and carefully pulls out a small box of dice from a back pocket. As each of the others takes their turn signing on the parchment, Vara pats Ruben on the back, briefly causing the unsuspecting captain to slam his nose into the table. Before he can retort, Vara offers a wager and a game of odds. Ruben happily accepts as Seafor hands him a drink, already poured. Mal, having seen everything that transpired, briefly appears to consider saying something but instead eggs on his captain to engage in the game and drink.

As the celebration truly begins, Mal rolls the parchment back, the title, The Accord of Treasure Island between The West and The North, visible as he puts it away in a small cylinder and beckons to one of the crew members who stayed behind and observed the proceedings, Coz Mick, keeper of their tomes and history. As he leaves to ferry the agreement to a safe place, their captain’s groan can be heard as Vara snatches a pile of coins from his new ally exchanging a wink with Ellis who takes it and adds it to an expanding pouch.

Another group from Ruben’s crew arrives, flanking a pirate of more advanced age, though still one of the liveliest of the bunch: the grande dame of the seas herself, the enigmatic pirate known only as Great Bight’s Mum, who outlived her notorious son in years and infamy. After uncorking a bottle of the North’s famed rum with her teeth and spitting the cork behind her, she takes a mighty swig, downing more than half the bottle before throwing out her arms and giving a great cheer. She is joined by the others in the cheer, the crew behind her bringing more of the bottles and even encouraging the other patrons to join in. Their fear and nervousness gives way to the same joyous spirit filling the room as Great Bight’s Mum leads those assembled in the first of several shanties. At some point other veterans join her in the songs and mirth: the Chocolate Captain Darkesia, the formidable men known as BBB and BBD, Silly Sails Dorsett, and the mysterious captain of the ship dubbed the Dreadton. Even the wanted fugitive Captain “Mad” Jack Saint George stops by for a drink or five as he continues his race to stay ahead of the royal navy.

No one knows how long any one of the men or women will remain alive or free, or whether their crews will ultimately deal with each other again at the end of a blade or in sight of a cannon; but tonight they feast and laugh and sing and drink, and are united in their independence and their freedom, hard earned and hard fought and with the weight of many years like wind in their sails, pushing them ever forward.

Article I - Mutual Recognition

  • The Signatories will maintain thar established ports o’ call (i.e., on the NationStates land) 'n island hideouts (i.e., on thar respective regional waters) wit' each other.

Article II - Defense 'n Security
  • The Signatories will nah engage in any subterfuge, espionage, or scuttlebut against each other fer the purposes o' pilferin' booty or mutiny, as outlined in Article I.
  • The Signatories will nah engage in pillagin’ o’ boardin’ against one another. Participation on opposite sides of pillagin’ o’ boardin’ nah involvin' ships or ports owned, controlled, or otherwise protected by either Signatory shall nah constitute “engagin' in pillagin’ o’ boardin’ against one another” fer the purposes of dis parley.

Article III - Communicatin’ 'n Cooperatin’
  • The Signatories recognize occasional differences in thar approach t' privateerin’, but will endeavor t' support each other wit' acts of pardon, distractin’ Jack Tar, supplyin’, and/or other such efforts insofar as thar interests align.
  • The Signatories will, from time to time, as be proper, splice the mainbrace, partake in square meals, and other activities fer the purpose of promotin' cultural exchange between their crews.
  • The Signatories be encouraged to communicate and support one another through sharin' experiences and knowledge from captain to captain.

Article IV - Parley and Dissolution
  • This parley shall be bindin’ upon agreement by the captains o’ both crews.
  • Both captains may parley again upon agreement. New guidelines shall be agreed upon and bindin’ in the same manner as dis parley.
  • If a Signatory believes dat the other Signatory may nah 'ave followed through or reneged upon the agreements set forth herein, it shall reach out and attempt to parley prior to dissolvin' the agreement.
  • In the event of a failure to parley, a Signatory may scupper the agreement, whereupon it shall cease to give quarter to either Signatory.

The North Pacific is thrilled to announce this new bilateral treaty with The West Pacific. Of all our allies in the last few years, our connection and mutual respect has grown the most with TWP. It is as if an old best friend has come back into our life, and we are happy to be united again, and to rekindle what would have been our oldest alliance, had it survived the turmoil of the early years of NS. When NS was new and our regions were just starting out, The West Pacific was our oldest and most supportive ally. Through subsequent coups and shifting governments, our regions began to grow apart, and resentment grew, widening the gulf between us. Even in those bad times, one thing that was always clear was the desire of many in the West for our region to figure a way out of our troubles, and to adopt a better way for our community. Over the course of a decade, we did just that, and the ice that formed between our regions began to thaw. In recent years we have found ourselves in alignment more often, and with common challenges and enemies that we were able to successfully confront together.

We believe that we can accomplish even greater things together, and we recognize that today The West Pacific is one of the strongest champions of Independence in this game. Our partnership will allow us to be the example to the rest of the world of what can be achieved, in the World Assembly, on the battlefield, and in community events and cultural initiatives, as we continue to learn from each other and perfect our work in these areas. TWP has proven itself to be a reliable ally as it has supported us unfailingly throughout the conflict and then war with BoM. TWP has sacrificed more than most of our allies in doing this, completely losing most of its historic treaty network as it committed to the course set by the PPO and MGC. It has proven itself the most reliable ally in terms of warfare, bringing the most troops to our most recent significant operations. It has proven itself capable of pushing a new, more constructive version of national sovereignty at a time where the world cried out for a revolution. And it has adapted to the times and provided constructive, positive legislation, and been willing to defend. If we must recognize that we have grown and changed as a region to get to this point, it is undeniable that TWP has as well. We hope this treaty is a marker of that growth, and a starting point for how far we can grow together as allies.
