General Assembly Resolution #419 “Voting Equality for Freed Inmates” (Category: Furtherment of Democracy; Strength: Mild) shall be struck out and rendered null and void.

Deeply concerned that Article 3 of GA#419 prevents this august body from requiring member states to guarantee "enfranchisement for individuals under incarceration," hence implicitly allowing them to deny such individuals the right to partake in the democratic process as equals, and

Noting that this state of affairs cannot change, nor can a new resolution which strikes down all barriers to voting based merely on one's prior or current imprisonment be enacted, unless GA#419 is repealed...

The General Assembly hereby repeals GA#419 "Voting Equality for Freed Inmates."

Repeal: "Voting Equality for Freed Inmates" has passed 8,884 (61.3%) to 5,602 (38.7%).

Overview
This proposal seeks to repeal GA 419 "Voting Equality for Freed Inmates". The proposal argues that the target resolution bars future resolutions from taking action to expand voting rights protection to individuals that are currently incarcerated.

Recommendation
While the goal of the proposal is admirable, the arguments within are underdeveloped.The proposal states that the target resolution blocks efforts to extend protections without expanding on that point or providing any support for it. The proposal fails to provide adequate justification for replacing GA 419.

For these reasons, the Ministry of World Assembly Affairs recommends a vote Against the General Assembly Resolution at vote "Repeal 'Voting Equality for Freed Inmates".

Ineligible and (for other, extremely obvious reasons) unwilling to vote - but more than happy to answer any questions about the proposal itself.
 
As of 12:23 AM EDT, this proposal has achieved the necessary votes to enter the formal queue. Barring its withdrawal or being market illegal, it will go up for a vote at Major Update on Saturday, April 10.
 
I support stripping the rights of serious criminals to vote perpetually. So it is either a tactical for (and then to block the introduction of the subsequent amendment) or a tactical against if it looks like the subsequent amendment might pass.

Additional comment: note that I said "serious" so not the same as say Florida before Amendment 4.

Considering Tin's stance on when to submit, unfortunately, can't say. You'll just have to go with your gut on this one.
 
For.
To keep the comrades loyal and dissidents in line there needs to be repercussions for their actions.
If they wanted to choose their government or laws they should have behaved until granted the ability to make the choice.
To disobey is to rebel, to rebel is treason and treason shall relinquish the right to choice.
I don't wish to see this resolution replaced as the author seems to ask for.

GA#419.3 "[r]eserves for member nations the liberty to legislate on the issue of enfranchisement for individuals under incarceration." It is therefore impossible for a future resolution which would require member states to allow those currently imprisoned to vote on an equal basis with those who are not currently imprisoned to be passed while GA#419 remains in force.

It may not say "allowing for a replacement to GA 419", but that doesn't mean we can't get a replacement proposal out of the oven.
