Peaceful First Contact
Category: Global Disarmament | Strength: Mild
Proposed by: Umeria | Onsite Topic
The World Assembly,

Acknowledging the right of member nations to defend their borders;

Noting that in a first contact, both parties have little to no knowledge of the other;

Realizing that without such knowledge, it is impossible to determine whether starting a war would be beneficial;

Further noting that the consequences of a non-beneficial war are often disastrous;

Concluding, therefore, that member nations should refrain from initiating unprovoked attacks on nations they just met until they know what they have to gain;

Proclaiming that first impressions matter;

Hereby prohibits all citizens of member nations from attacking persons or vehicles of unknown origin, unless it is in response to either an attack or a territorial incursion by said persons or vehicles.
Voting Instructions:

A proposal with just one operative clause, "Peaceful First Contact" shows itself to be largely useless to WA member nations. The proposal only prohibits member nations from attacking people and/or vehicles of "unknown origin", "unless it is in response to either an attack or a territorial incursion by said persons or vehicles". This already reveals one problem: how can one determine whether a person or vehicle is engaged in a territorial incursion if the person and/or vehicle is of unknown origin? It also remains unclear that if these situations could actually lead to unnecessary war, why any member nation would allow its citizens to attack people/vehicles of unknown origin. Considering this, the marginal benefits of this proposal do not weigh up against its potential downsides when a nation cannot be as careful in determining a potential invader's origin and whether it engages in an attack.

For these reasons, the Ministry of World Assembly Affairs recommends voting Against the proposal, "Peaceful First Contact".

Against.

Hereby prohibits all citizens of member nations from attacking persons or vehicles of unknown origin, unless it is in response to either an attack or a territorial incursion by said persons or vehicles.

Probly some weird WA on this, but how is someone to know where a persons territory line is if they never met them?
