The E-Curie Program, also popularly known as Landry Scholarships, is the Kingdom of Saintonge’s long-running student and academic exchange program. Its official name Programme E-Curie is an abbreviation for Programme des Échanges culturels, de recherche et d’innovation, et éducatifs (“Cultural, Research and Innovation, and Educational Exchanges Program”). Its other name, Landry Scholarships, derives from the prime architect of the 1951 Loi des échanges éducatifs (1951 Loi Landry), Christophe-Childéric Landry. The 1951 Loi Landry expanded on a program that had been running for almost half a century in Saintonge (see history).

Under the E-Curie Program, interested and gifted scholars throughout the world are invited to study or train in universities in Saintonge (see list of institutions participating in the program). Almost all fields (except clinical medical research involving patient contact) may be covered by the E-Curie program.

Scholars’ tuition fees are waived; and stipends and living expenses are provided. The E-Curie program covers 30,000 students at any given time; about 6,000 slots open every year. Due to the limited slots, the E-Curie program is one of the most prestigious and most competitive exchange programs in Eras (more information on the application process here). Countries which subsidise or significantly assist their scholars in Saintonge will have access to a larger share of the quota.

The second aspect of the E-Curie Program is sending Santonian academics and teachers abroad to teach in foreign universities. The E-Curie program will provide for a stipend and living expenses for Santonian academics and teachers going abroad to teach; like the scholarship program, participants are also selected competitively. The Santonians in this program will be sent to countries that have expressed their desire to have or accept Santonian academics and lecturers.

Countries with agreements with Saintonge under the E-Curie Program will establish with Saintonge an Educational Foundation specific to their own country. This Educational Foundation will implement the E-Curie program in their own country. This Educational Foundation will also identify priorities for development in their countries and select the appropriate areas that their country is most in need of expertise. Since the Educational Foundations run the selection process, this is a way for the beneficiary country to maximise the returns from the program. These are the countries participating in the program.

The E-Curie Program (and its predecessor program) had greatly assisted in the development of countries throughout Eras and in scientific progress. Many prominent and notable people had benefited from the E-Curie Program and its predecessor.

History

Before 1906, student exchanges in Saintonge occurred institution-by-institution: a Santonian university has an agreement with another university abroad to allow their students to study there, and vice versa.

Saintonge’s formal student exchange program dates back to 1906, when the newly-formed Société nationale d'investissement de Saintonge (SNIS, “National Investment Company of Saintonge”) responded to the Letter by the Eighty (Lettre du Huitante), in which 80 prominent Santonian scientists and academics urged Saintonge to facilitate scientific exchange for the benefit of the peoples of the world. SNIS provided the seed money, with the interest accruing would be used for managing the scholarships. The first student and academic exchange commenced in 1908. It was called Science pour le monde (“Science for the World”) program.

The program was managed by a foundation overseen by the Santonian Royal Academy of Sciences (Académie royale des sciences). However, since the budget was small and dependent on donations, the number of scholars and academics on exchanges fluctuated through the years. The program did, however, help establish and recognize Saintonge as a center of scientific advancement and learning. More and more people wanted to join the program.

The Santonian government’s international outreach started in 1928, when the National government of Prime Minister Robert-Sébastien Lablatinière started allocating for development aid within the Foreign Affairs Ministry budget. Foreign Minister Bartimée-Quentin Triballet sought to assist Science pour le monde by giving some of that budget for the program. The funding was renewed every year until the E-Curie program started.

In the aftermath of the Fascist War, which devastated large swathes of Eras, the neutral, unscathed Saintonge sought to assist in rebuilding. It was also an effort by Saintonge to project soft power: “We will be teaching peace and harmony to the world’s elites,” quipped Georges-Gédéon Gautherot, Saintonge’s foreign minister in 1951.

Christophe-Childéric Landry, head of the Santonian Royal Academy of Sciences, helped draft the law. (It is one of the few eponymously-known laws in Saintonge that was not named after its proponent in the National Assembly.) The Santonian Royal Academy of Sciences also consented to transferring the Science pour le monde program to the government in exchange for its institutionalization, expansion, and funding. The law also expanded beyond science to include cultural and research exchanges. The law proposed by the Santonian Royal Academy of Sciences and Dr Landry was passed in 1951. The E-Curie program started taking scholars in 1952, and the first agreements between countries signed.

Application Process

Applicants to the E-Curie Program are rigorously selected. They must pass two exams: the Santonian language proficiency exam, and the Baccalauréat exam that all Santonian high schoolers take. The Baccalauréat also serves as a general tertiary education entrance exam. Depending on the school the applicant wants to go into, they may have to take a third exam particular to that school (especially for specialized schools). Aside from these applicants typically would need to have recommendations and specific plans and projects within their field of study that will be relevant to his/her country and Saintonge. The details on the requirements vary because the juries and panels that select applicants may vary between countries:

For countries with agreements with Saintonge (and thus a local Educational Foundation), the Educational Foundation will process and select the scholars. The juries here are typically composed of both Santonians and locals. For countries without agreements with Saintonge, the application process is handled by the Local Affairs Section of the Royal Santonian Embassy in those countries.

Successful applicants, once in Saintonge, attend a one-week seminar about Saintonge, to help ease their transition into living in the country. After finishing their studies in Saintonge, scholars have a “graduation ceremony” of sorts. Many of the alumni form their own organisations abroad.



Random trivia: The Santonian language proficiency exam, which includes writing spontaneous essays, is notorious for frequently asking the question: “Quelle est la différence entre la langue Saintongeaise et la langue Céretique?” (“What is the difference between the Santonian language and the Ceretian language?”) Some applicants were rumoured to be rejected if this question was answered incorrectly (ie. answering “they are the same” or “they have no difference”), even if they pass everything else and have stellar credentials.

Gætir Ravn- Université de Jourdain (undergraduate), Université de Saintes (Masters)
Graduated Université de Saintes with a Masters in Economics in 1972, returned to Prydania and taught at the Háskólinn í Beaconsviði (University of Beaconsviði) for ten years before entering politics as a member of the Free Democratic Party. Was elected to the Alþingi (Parliament) for the first time in 1984, one of the few new Free Democratic Þingmenn (MPs) that year. He was elected leader of the Free Democratic caucus in 1993. He spent his entire political career as an outspoken critic of the fascist Social Commonwealth regime of Anders III and Stephen Toft, openly chastising the government on a number of occasions. He was killed in 2002 when Syndicalist revolutionaries gunned down most of the sitting Alþingi members.

Dr. Húnröður Möller- Université de Béthagne (MD)
Graduated from the Université de Béthagne in 1976 and returned to his homeland to become the first doctor in Prydania to insert intraocular lens implants during cataract surgery. He would go on to teach the technique at Háskólinn í Beaconsviði (University of Beaconsviði) for two years before a falling out with the Dean of the Medical School saw him taking up a position at the less prestigious Háskólinn í Midlands (Midlands University). His championing of the technique raised the status of Midlands, elevating it to the country's top medical school.

Birgit Höj- Université du Val de Doire (Masters)
Graduated from the Université du Val de Doire with a Masters in criminology in 1987, and would go on to write the best selling Óendanlegur Leikur series of crime novels, following the exploits of fictional detective Ægir Gram. She fled back to Saintonge with her husband Henrik Rohde following the Syndicalist coup in Prydania in 2002, returning to Val de Doire. They have remained there since, and have six grandchildren.

Name: Ivan Alexei Roza
Institution & Degree: Royal Military Academy for Strategy & International Relations (1991-1995)
Achievements: Leading Korovan general in the 2006-2008 conflict against Korovan Syndicalists. While the conflict against Syndicalism was lost, the efforts lead by Gen. Roza - specifically in the Siege of Zhurovka - delayed a Syndicalist victory for up to 6 months. Even after a Syndicalist Victory, he worked alongside the famed Anya Lebedev in the effective guerrilla conflict against the Syndicalist regime that eventually forced its collapse. During the Korovan Anarchy he also worked with the now-king Arthur Tatarov to defend and manage one of the world's largest refugee camps in the city of Korovka, eventually leading a successful evacuation of the camp during its siege in early 2019.

Name: Kira Novikov
Institution & Degree: Jordan University for Archaeology (1971-1972)
Achievements: A significant figure in Iskonology (Ad' Cane studies) during the late 20th century. After returning to Korova in 1972, Kira was interested in the resurged identity of the Ad' Cane people who were making great strides in social equality at the time thus encouraging her to utilise her archaeological experience to rediscover the lost history of the people. In 1983 she pioneered a team in the remote highlands of the Rostov Principality to discover and research Site 12, the largest Ad' Cane ruin in Korova even today. In 2001 she published 'The Robbed People', a book about the destruction of Northeast Ad' Cane society at the hands of humans that is still used today as a principal text for this part of history.

Current Position - Vice President of Oriplate (2016-...)
The current Vice President of Oriplate was part of the first group of students that could apply to the E-Curie Program in 1993, after Oriplatean President Luca Tisso, in an effort to improve and promote international education in the nation, agreed to join the Program. After graduating 'cum laude' with an Economics Degree in 1997 and meeting his wife, a fellow E-Curie Program student, Mr. Lutti returned to Oriplate to study at the prestigious Torfven Masters Institute. Mr. Lutti entered politics in 2006, winning the seat for the 6th Eyrer constituency. Despite his young age, Mr. Lutti quickly rose within the ranks of the National Party, becoming Minister of Foreign Affairs in 2008 in the 2nd Tallaccara cabinet, a position he held until 2016 when President Hugh Hosse nominated him for the position of Vice President of Oriplate.

Damian Har-Coux - National School of Mines (Masters, 1996-1998)
Current Position - CEO of Hanir Mining Holdings PrE
Mr. Har-Coux obtained his degree in Mining Engineering from the University of Lega-Stimpson in Oriplate, but in 1996, he applied to the E-Curie Program and he got accepted into the Santonian National School of Mines, where he graduated with a Masters Degree in 1998. He entered the private sector in 1999, working as an Executive Supervisor for Foreign Operations at Hanir Mining Holdings, one of the main Oriplatean mining companies, which also design heavy metals products. He held the position until 2010, when he got assigned to the Headquarters as the Junior Company Vice President. In 2014, after four years, the resignation of Hector Gert left HMH and the company picked Mr. Har-Coux to fill out the position of Chief Executive Officer. During his tenure as the company's CEO, Mr. Har-Coux has broadened and diversified HMH, which is now a major global company.

Leonhard Kuat (Former CEO of Kuat Industries, Retired) - Saintes Institutes of Science and Technology (MSc in Chemical Engineering)
Leonhard Kuat completed his Masters in 1973 and stayed in Saintonge for a number of years, working in industry, before returning to Haor Chall and taking the position of Vice President for Research and Development in the family business. He would eventually take over from his uncle as CEO in 1995 and retired in 2018. In this time he pioneered major changes in Kuat Industries, diversifying the business and delivering world-leading changes to the design and management of chemical plants, improving safety, environmental impacts and efficiency.

Dr Alex Dentodes - Université de Béthagne (MD)
Alex Dentodes graduated in 1982 and returned to Haor Chall, initially practicing medicine within the public health system before moving into private research and development. This would lead him to found the company ApostleCorp in 1990, a biotech firm that would rapidly grow to be an internationally recognised pharmaceutical company and the largest company in that field to be registered on the Xi Char Stock Exchange. Its R&D arm covers a diverse range of medical research, but is particularly renowned for its advanced research into cryogenics, which remains personally overseen by Dr Dentodes.

Empress Alycia Loðbrók of Norsos - Institut royal d'études politiques (Undergraduate)
Alycia completed her Bachelors in 2017 Using the knowledge she learned over the course of the previous years, she built support from abroad and politically outmaneuvered her mother. When she returned to Norsos after she graduated she wrested control from her mother and ascended to the throne - liberating Norsos and establishing a free democratic society newly founded on liberty and enlightenment. Even though she is now Empress to a foreign country she still studies at her Alma Mater from abroad aiming to earn her masters degree.

Dr. Chryssa Stavralli - Université de Saintes (Med school) Hôpital Universitaire de Saintes (Residency and fellowship)
Chryssa started medschool with Université de Saintes in 1996 and graduated in 2005, quickly moving on to take her residency in rehabilitation medicine, and fellowship in prosthetics and orthotics at Hôpital Universitaire de Saintes. She completed her training in 2010 and moved on to work with Bionics S.à.R.L for 5 years to develop advanced prosthesis. She cultivated working friendships with the founders. At the end of her 5 year tenure she returned to Norsos in 2015, where backed with major government resources and support and in partnership with Bionics S.à.R.L started its Norsian sister company - Akronorsos E.P.E. A fast growing company dedicated to the extensive research of Bionics and its application in the medical fields. Since Akronorsos' founding it has become a junior member institution in the Norsian Council of Science. The companies flag ship projects are an artificial eye that can give machines and the blinded 20/20 vision. and advanced, durable and weather proof prosthetic arms and legs that even enable the sense of touch.

His championing of the technique raised the status of Midlands, elevating it to the country's top medical school.

Birgit Höj- Université du Val de Doire (Masters)
Graduated from the Université du Val de Doire with a Masters in criminology in 1987, and would go on to write the best selling Óendanlegur Leikur series of crime novels, following the exploits of fictional detective Ægir Gram. She fled back to Saintonge with her husband Henrik Rohde following the Syndicalist coup in Prydania in 2002, returning to Val de Doire. They have remained there since, and have six grandchildren.
Lúðvík Erheorot- Université de Saintes (PhD)
Graduated from the University of Býkonsviði in 1984 with a Masters of Economics, Lúðvík attended Université de Saintes where he completed a five year program to earn his Doctorate in Economics. He returned to his Prydanian alma mater to teach afterwards, but his time in Saintonge left an impact on him as he became a convert of Santonian social market theory. Erheorot returned to Prydania just as the Social Commonwealth dictatorship of Anders III and Stefan Toft was tightening its grip, and survived mostly by avoiding antagonizing the regime.
The Syndicalist Coup in 2002 brought new challenges, though his reputation spared him. Santonian social market theory was not explicitly approved by the Syndicalists, but they tended to view it more positively than they did other strains of free market thought. That and his experience studying in Saintonge, a country the Syndicalist Republic needed recognition from, allowed him to survive. Unlike the Social Commonwealth fascists, however, the Syndicalists wouldn't be satisfied with him merely staying out of the way. Lúðvík was forced to champion Syndicalist political thought as a consequence of his continued freedom.
When Dr. Erheorot began to actively resist the Syndicalists is unknown, due to the secrecy inherent in the underground meetings he'd chaired. Some say it was after the Syndicalist Republic publicly executed a number of "subversive academics" in early 2013 following the FRE's Winter Offensive. Others say it wasn't for a few years later. Regardless, by early 2015 Lúðvík Erheorot was leading underground academic clubs for economics students a the University of Býkonsviði, where they were able to break free from Syndicalist shackles. It was with these underground groups that Lúðvík began to advocate for a social market economic philosophy for Prydania once the Civil War was over.
It was this notoriety in a liberated post-Civil War Býkonsviði that got him the attention of Kjell Svane. The former PGU Chancellor had been invited to join the new political party Peace not Blood as its leader for the 2021 election. Svane, believing Peace not Blood could form a government, set to recruit a team to give the young social movement the cache needed to convince voters. With Erheorot Peace not Blood adopted the theory of "ordered liberalism" as its political ideology and made social market economics a policy flank. Following the 2021 election Peace not Blood and the Conservative Party entered into a coalition, with Dr. Erheorot named Minister of Economic Growth. Social market principals have been implemented by the new government, as a strategy to foster Prydanian economic recovery and growth.
