General Assembly Resolution #30 “Freedom of Expression” (Category: Furtherment of Democracy; Strength: Mild) shall be struck out and rendered null and void.

The World Assembly,

Resolving that it is profoundly immoral to permit corporations and legal persons to lie to consumers,

Believing that society as a whole can have justifiable reasons to restrict expression for public safety and to prevent the consumption or publication of materials that would damage public health, social order, or needless antagonisation,

Seeing that society should have the ability to regulate adverts and their means of distribution, eg prohibiting tobacco advertisements from being shown on childrens' television channels or placing limits on where or what can be depicted in such advertising, and

Confident that there will be a scrambling of legislative efforts to replace this resolution with more appropriate legislation that permits society to protect itself, hereby:

Repeals GA c 30 "Freedom of Expression".

This call for the repeal of GA Resolution #30 is designed to open debate around amendments to the law relating specifically to a nation’s right - for the public benefit - to regulate false, misleading, and potentially harmful forms of advertising. Given the importance of clear language around this controversial aspect of expression, and since direct amendments to existing law are not an option, repeal/replacement is the only means by which to expand the rights of nations in this regard. The author places faith in the GA to make these amendments while keeping the spirit of the law intact, and the Ministry shares confidence that a suitable and similar replacement, with slightly expanded rights for nations, will result from this repeal.

For this reason, the Ministry of World Assembly Affairs recommends a vote For the proposal.

...provided it's genuinely being repealed for the sake of adding this enhancement. I'm all for more clarity and less advertising.
 
For, although freedom of expression is crucial and should be reinstated on WA level as soon as possible if this resolution is repealed, so is consumer protection and nations need a clear permission to restrict purposefully false, misleading marketing (medical, financial, etc.) or unsuitable marketing (tobacco, alcohol, excessive violence, gambling or adult content towards children) that may cause harm to citizens.

However, if this resolution is repealed, I would like to see a replacement resolution soon, with a more restrictive scope to handle the concerns leading to this repeal vote.
Over-regulating advertising for the sake of it is a gateway to more authoritarian policies and should be avoided in my opinion.
