After hearing his wife’s agreement with the nomination of Queen Alycia to the Presidency of the Bergum Pact he waited for a moment to let the news sink in that she had gotten herself a second term. After letting the news sink in he rose up from his seat and presented himself in front of his fellow monarchs with a smile on his face before he preceded to speak.


“Congratulations Madam President on your new term but I think now it’s time for us to get right back into business as I’m sure everyone here can agree with that. I think for too long that we have focused inward and now it’s time for us to expand our membership once more and for that I think we need to look to new friendships and new everlasting foundations that can secure Craviter’s future.” With that he took a drink of his water that was given to him before he continued more, he never thought he would say these words.


“I think it would be in the best interests of this pact if we looked to new dawns. That being said I believe now it is time I get to the point. I hereby motion for a vote for the acceptance of Cogoria into the Bergum Pact. Let the time of rivalry and national interests be put aside. We need to look forward together as one. Thank you” he said as he took back to his seat and awaited everyone else’s opinions.

"Cogoria sent invaders to Norsia, of which had they not been stopped by a Stan Yeran blockade would have seen me executed and my home burned to the ground before the army would have even blinked.
I however understand why Cogoria did what they did and do not blame them. Since the end of the Civil War Cogoria has been working to help Norsia rebuild - regardless of my government.
I share the notion that old enemies should become new friends and with that friendship we can focus more on new horizons.

I care not about revolution or ideology, I care about prosperity and a better future."
 
Her Majesty, Grace, took a long drink from her thermos while watching the discussion. After a moment of considering her words, she spoke softly to the group.

"I, personally, do not have too strong of an opinion of Cogoria. Despite being right on our border, I find nothing in particular or despise or approve of about the nation, so I think I would be more neutral about their entry. Also, with the collapse of the Phoenix Union happening quite recently, now is our time to gain influence in the region. So, perhaps if they are convincing in wanting to actually join the Pact, and as long as they remember their place, I will support their entry."

"For our betterment, of course," she smiled slightly as she finished, her hand still gripping the warmth of the thermos.
 
Tobias shifted in his seat....
"We accept Cogoria's entry into the Pact, in the name of peaceful co-existence and cooperation."

He looked at the assembled sovereigns.
"My ministers have told me that there's a desire to expand the cooperative defensive elements of this alliance. Does anyone have any proposals?"
 
Jadzia had remained quiet as she considered her response. At last she broke her silence, sitting up and speaking. "I see no reason not to include the Cogorians in this pact. Despite how many here have had issues with the current political ideology they embrace, you have all decided to look past that. Arrandal has never had an issue with communism, or with the Cogorians for that matter. So I too agree, let the Cogorians join."

She smiled and sat back, hoping what she said sounded kingly. She'd been taking public speaking courses. Where they paying off, she wondered?
 
The Empress nodded with a small smile at Jadzia, before waiting a moment for silence to take the room. Once such had happened, she interjected, looking down for a moment at one of the papers in front of her before looking over to Toby, “What your ministers have told you is true.”

The woman leaned back and continued, “We all know what Craviter is like. It’s not a question of if an act of violence will happen, but rather when and where. Like the rest of you, I am still relatively new to the throne, a little over two years, and I have already seen a life’s worth of extremists. I would like to propose to the Bergum Pact that only the best soldiers from each nation come together in the formation of a new, elite unit specifically for combating threats or acts of violence against our people, our governments, and most importantly as of late, any attempt to attack one of our embassies abroad. The details of this Strike Force can be decided later, such as where it would be based from, and how it will be more specifically run. I simply wished to begin the process of its approval.”

“Next, taking into consideration that two, arguably three, of the nations in this Pact are a part of the Pan-Gotic Union, and therefore are already conforming to their standardization of ammunition. We are by no means at odds with the PGU, as far as I can see, and our members are rather friendly. Therefore, I believe it should be no problem to propose that all nations of the Bergum Pact should aim towards fitting any weapons made in the future for these PGU rounds, and to only produce this ammunition, if they were not already.”

“More specifically, the…” she lifted her paper slightly and listen them off, “7.62x39mm and 5.56x45mm for rifles, 9x19mm for small arms, and the 12.7x99mm for heavy weapons.”

Her Majesty looked up at the assorted Monarchs, her face looking emotionless, perhaps tired, yet she finished in her same tone, “I believe these changes will lead to better cooperation between our nations’ militaries, and a more safe and secure Bergum pact. Thank you.”

To the Honourable Representatives of the Bergum Pact

In an attempt to foster greater ties with our historic benefactor, the united empire of Malor-Kanada, the Royal Federation of Hessunland wishes to formally submit a request for entrance into the Bergum Pact. Ours is an industrious and well-developed nation, having spent our first 30 years rebuilding following the conclusion of the Gotmark war. While we do not have the population or industrial scale of our neighbours in Gothis we can offer much economically to the pact, our health sector is the envy of many and our mining and information industries are growing exponentially.

In addition to economic benefits, Hessunland also boasts small but well trained armed forces which would be at the pacts disposal should it be required. We sincerely hope you will consider our application.

Alycia looked to the Empress and nodded then to the rest of the assembly.

"With our unanimous decision, Cogoria will be invited into this Pact, the invitation will be sent soon." She took a drink of water.

"As my country has already adopted Pan Gotic munitions, specifically those calibers already I don't think it'd be to anyone's surprise that I support the notion of adopting such uniformity in our munitions. We needn't adopt the same guns and cannons, merely the same ammunitions."

Alycia looked down at her papers and even sifted through them.
"I am actually quite happy that Cogoria may be joining us in this Pact, and I have two potential member states I also want to put forth. With the invitation of Cogoria this Pact has transcended Ideological and social boundaries, hopefully to nothing but the benefit of a common good. Should they accept Northern Craviter will be more united and ever stronger for it. I want to take that step and turn it into a leap to form a fully united Northern Craviter.
I would like to vote for the acceptance of Stan Yera and Korova into the Bergum Pact."

Tobias hesitated for a moment. The Stan Yera...the possibility of more socialist influence in the BP was troubling in a way. That being said it, like Cogoria, would be recognizing his government's legitimacy if they joined. And that was worth building a bridge for.

"Korova has been close to both Prydania and Norsos for centuries. And their recent stabilization under their new King is a sign that the lawlessness there is at an end. And the Stan Yera..." he paused but nodded.
"The Stan Yera boosts a powerful nation, are led by a man whose political legacy is already strong and cemented, and have northern ports that would greatly extend our collective alliance's power projection. Prydania is in favour of both joining."

Marten grinned at the idea of the Stan Yera joining the Bergum Pact. It would make those leeches in Syrixia shudder at the thought of two enemies aligning themselves with each other. Plus on other side they had been a very big point of interest for Marten’s plan to spread Malor-Kanada’s friendships across the globe and this was the perfect start.

“I support both the Stan Yera and Korova joining the Bergum Pact.”
 
Grace had no problem with the Stan Yera or Korova. Though she did not know as much about Korova as she did the Stan Yera, she saw nothing but benefit in having them both brought into the Bergum Pact.

"I will vote in favour of both nations joining."
 
To the esteemed representatives of the Bergum Pact,

The peace loving Workers of the First People's Empire of Cogoria readily accept your invitation to enter into an agreement of friendship. We are happy to see an organisation of equals and friends upon this continent take the place of the imperialist organisations that proceeded it. The peolpe's of Cogoria hope that through the strength of cooperation and unity we shall ensure the continued power dynamic which has proved to be nothing but an engine for peace.
The Politburo has still to confirm a representative to the Pact and it shall be upon the table of an emergency meeting to be held within a fortnight. We look forward to working together to further the prosperity of all upon the continent within the Pacts sphere of influence.

Jadzia considered the two candidates for membership. Of Korova she knew little, aside from what their nation had been like before their conflict. Much like Arrandal they had been through the fire and had endured. They certainly seemed to be in need of the Bergum Pacts patronage.

As far as the Stan Yera, she could say she held no ill will against them. Though their actions in the past had been at odds with the Pact. And Maloria. And Prydania and Norsos. She was suspicious of their motives at the least.

She had finally made up her mind. “I fully support inviting Korova to join the Pact. I believe their membership will be beneficial, and most beneficial to them. I have my suspicions of the Stan Yera, but also support their invitation. I vote ‘Aye’ to both.”

Hereby amends Articles 14 and 15 of the Bergum Pact Constitution and establishes the emblem of the Bergum Pact as a map of Craviter and Collandris on a shield on top of a sword to symbolize common defence, and establishes the flag as this emblem on a red field.

Alycia spoke up. "The Second Republic of Arcanstotska has an interest in joining our Pact. Norsia already has warm relations with them and a vested interest in their safety as our bordering southern neighbor. unstable governments and bad actors have already taken jabs at their weak regions to destabilize them. I would like to discuss and vote on their possible invitation into the Pact. their admittance would bring the entirety of Northern Craviter into the Pact."

Alycia looked around the room and an amused smirk grew on her face. "It feels weird and kind of humorous that I have proposed the invitation to most of the member nations in this alliance. but here are two more that I know may have some issues." Alycia cleared her throat as she shifted through her papers.

"I would like to propose, that we invite High King Gaiserics unified clans of Essalanea into the Bergum Pact. Like Arcanstotska, Norcie has a vested interest in the safety and security of Essalanea, they are our long-separated kinsmen. For the past two years, my country has invested heavily into its infrastructure and economy, and worked tirelessly to train and equip its military into an effective modern force. I feel they are now at the point where they can adequately defend themselves, and contribute to this alliance as a whole. I am wary of their direct neighbors, Aydin and Syrixia who have throughout history old and new shown themselves to be opportunistic sharks that cannot be trusted. The Essalaneans share in my wariness. I would like to invite them into this Pact and send a clear message to the opportunists that surround them. 'Hands off.' Essalanea will remain independent and uncoerced, and peace on the continent between nations will continue uninterrupted."

Alycia shifts her papers and starts anew.

"I would also like to open up discussions on the possibility of inviting Mintoria, a controversial country to be sure, with their history with our friends in Cogoria. But for several years now Mintoria has sought reconciliation with the continent and their location on the continent is important. if Mintoria were to join this pact, we would have direct and critical land access with Arrandal. this land access would simplify our logistical lines in times of peace and war, as of right now our logistical lines only exist in the air and on the seas. I will not motion for a vote on Mintoria, I want to discuss what would need to be done for their membership to be viable."
 
Tobias nodded. Gaiseric was a good friend, and he had a grand vision of Essalanea.
"Prydania supports the admission of Essalanea. Mintoria is a troubling one though. Their efforts in Ducrijeka have made Andrennian aggression seem tame in some ways. We are a defensive alliance. And while I agree that we should stand united to keep Aydin from encroaching on Essalanea, I'm worried an alliance with Mintoria could drag us into conflicts of their own making."
 
President Sidorov rose to speak.
"Arcanstotska shall support the admission of Essalanea. On the matter of Mintoria, I do understand that His Majesty, the King of Prydania's worries over Mintoria may be shared by a great number of the presently assembled heads of state. However, as has already been pointed out by Her Majesty, the Empress of Norsia, Mintoria has taken steps to heal wounds inflicted by its past foreign policy decisions. The government of Mintoria has been taking steps to mend ties with our own Cogorian allies. As for the prospect of this Pact's constituent nations being dragged into Mintorian wars, I would like to point to Article 5 of this Pact's constitution, which illustrates this Pact's thoroughly defensive nature. Perhaps, as a requirement for membership, we request that the Mintorian government reevaluates its foreign policy and commits to a more tame and cordial approach to the world. To my knowledge, a similar request was made of Cogoria; that their government give up the notion of spreading global revolution."
 
Jadzia hadn’t been surprised about someone bringing up the subject of inviting Essalanea or Mintoria. Arrandal had sat far from the core of the Bergum pact, nearly at the southernmost part of Craviter, and separate from the rest of the Pact. To defend Arrandal, the pact would have to deploy by sea, as the pact had no contiguous land route. An issue her own advisors had urged her to think about. Which she had, and now with Arconstotska’s invitation meant only one solution. Invite the Mintorians.

“The Arrandi and Mintorska have not always gotten along,” she said in Malorian, but in a thick Arrandi accent. “But you can say that about everyone and the Mintorski. They were an aggressive land until recently. Some would argue they still are. Perhaps inviting them would be a mistake. A mistake much like one that the Phoenix Union made. Yet they have made attempts at amending their agressions which can give us hope for them. I do wonder if making them a member will bring better results if they are already a member, or if they are striving to one day be a member. Mintorzemny and Arrandzemny share a border that is 1366 km long. It would be better to share such a long border in friendship. I agree with President Sidorov, that should we proffer an invite that it comes with stipulations that they should agree to, even if that is just a promise for less aggressive policies on Craviter.”

She took only a moment's pause before moving on. “The invitation of Essalanzemny is quite a bit more complicated. With Mintoria there has been a history of aggression between us, though this has settled down over the last century, and more so under Gaiseric. Yet I worry how aggressive it would look to invite them. How would the states of Almerisz and Callisz feel to be surrounded. If Mintorzemny joins we could ask Bergzemny and Sil Dorsetska how they feel about being surrounded by the pact. And then there’s the matter of Ajdinzemny. I fear that an invitation to the Essalanski will result in a more aggressive Ajdinkski stance. As such, despite wanting closer diplomatic relations with Essalanzemny, I think it would be best to hold off on inviting them. Either way, we shall try to build up our relations with Ajdinzemny and their leader, Osman.”
 
Marten was quite impressed with his cousin, the King of Arrandal, and her skill in his mother-tongue. It was quite a difficult language to master, especially for those who did not grow into adulthood with it as their native tongue. Despite this however, she had seemed to grasp a great deal of basic fluency with Malorian and had made quite the impression on the Emperor.

Marten rose after Jadzia had stated her remarks on the applications that were in front of the Pact. He cleared his throat briefly before beginning.

He spoke in Malorian as well, "I agree with the King of Arrandal and the President of Arcanstotska on the matter of the application of Mintoria into the Bergum Pact. While their history in recent years has shown some problematic issues in terms of their foreign policy and their approach on the world stage, they have attempted to repair the wrongs that they have committed to the parties that they have wronged. I am, however, unsure if enough time has passed though to properly trust that this behavior has been abandoned properly. I believe that if we grant them an offer of admission into this pact, then we need to make sure that future aggression will not be tolerated as has been demonstrated from them in the past." He took a quick sip of a glass of eater situated on the righthand corner of his desk and continued.

"It is important to remember that this group was formed as a bulwark against the death and destruction that had plagued so many of us on Craviter not too long ago. We came together as a common people with the goal of making a better world where war would be a very distant memory and our people could unite under a unified banner of peace, prosperity, and stability. We cannot endanger or upend the order that has been established to keep these goals attainable.

We put our faith into the people of Cogoria, we put aside any misconceptions or false thoughts that we had initially had about them, and we replaced it with trust. That trust has not led us astray and has produced a safer and more connected Craviter because of it. I, and the Imperial Government, are willing to put that same faith into the people of Mintoria, as long as they understand the expectations that will be had of them."

He took a second to clear his throat again before he continued.

"In regards to the application by Essalanea, I think that further discussion is needed in regards to the implications that will occur if they are accepted as a member. We are not opposed to their membership, but more debate is needed about how the states that the King of Arrandal mentioned, will respond with their territory being surrounded by Bergum Pact aligned nations." He sat back down and waited for further comments to be made by his peers.
 
Tobias leaned to one side on his elbow and listened. He hadn't expected this response.

"I'm glad that we all seem to agree on Miðríki*," he said in Mercanti.
"I agree with Emperor Marten," he added, "that if they understand that this alliance will not be dragged into any aggressive conflict they start that they will make for an invaluable ally. It would serve to bridge the rest of the Pact with Arrandenske*, and this will only strengthen our collective defensive capabilities."

"But..." he began, "I feel I need to speak up in defence of Grænnúlfurland*. Norsika* is already engaged in peacekeeping and aid initiatives there, and they have seen first hand that the Aydini are desperately trying to gobble up influence. I know Gaiseric, King of Grænnúlfurland, personally. He's not one to let his country fall into the trap of foreign domination, but that's why I believe we need to help him. The Aydini will attempt to plunder them, which will only hold back the efforts of Norsika aid and nation-building. Like the Sólarveldi* would have done to my country had this Pact not kept them at bay."

He leaned forward just a bit in his chair.

"Aydin..."

Tobias sighed and shook his head.
"I don't know Osman as well as I do Gaiseric, but I have met him. My cousin, King Jadzia, has said we should try to build up relations with his government. I wish I had her optimism. Osman is unsure, but his government will attempt to plunder Grænnúlfurland if we do not act to protect it. Not because Osman wants to necessarily, but because the apparatus of the Aydini state craves influence and power. I am not against attempting to reach out to Osman and his government, but Prydansk will not support any deal or agreement that allows Aydin to plunder Grænnúlfurland of its resources or undermine its sovereignty. My preference is to admit Grænnúlfurland just as we would admit Miðríki."

Tobias paused and turned to Marten.
"This Pact has been invaluable in my own country's recovery, and our mutual cousin's," he said motioning to Jadzia.
"I don't wish to speak for her, but I feel like I can say to the Malor-Kanadian Empire, thank you. My people, their people, we thank you. But I feel we, collectively, could be that for Grænnúlfurland. If we do not," he said with a sigh, "I'm afraid that it will give the people who would plunder Grænnúlfurland, the Aydini and the Sólarveldi, the sense that they can act with impunity."

Alycia nods in understanding letting out a silent sigh. 'Hadn't expected those reactions. was expecting more open arms to Essalanea and guarded against Mintoria.' she had thought to herself. Indeed, Alemriche and Callise won't be happy to be surrounded by Bergum Pact nations. but who was to say they couldn't join further down the line as well? Aydin is still the problem. A few short years ago Cogoria was seen as the big terror and now relations with them are more or less cordial. The Bergum Pact works as intended just have to trust in the process.

"I believe the Bergum Pact to be working just the way we intended it to. Our mutual relations with Cogoria is one of the greatest achievements of this Pact. Being able to listen to each other and come to reasonable terms, no longer seeing each other as an existential threat. I brought up Mintoria as a possible member for a few reasons, the key reason being I believe their aggressive foreign policy to be a kind of insecurity, much like Norsia has had up until 2017. Mintoria has very few if any allies and is concerned about coming under threat, how do you keep threats away? by making yourself a bigger one, deterrence. Aggression with the goals of making territorial and strategic gains and showing your might. Up until 2017, Norsia was much the same way. Peace through Power and proper diplomacy was a weakness. These days, Mintorias foreign policy is softer, they're worried about being a pariah, being alone in the world with nowhere to go and no one to turn to. They show remorse for their past aggression but obviously, they still have slipped. I'm not going to brush Ducrijeka under the rug and pretend it doesn't exist."

Alycia pauses to take a quick drink of water before quickly continuing. "Ducrijeka can be seen as a 'look what we can do!' display of force, a display of force that has a tragic and pointless cost of life. I believe we can use the Bergum Pact diplomatically as a means to pacify Mintoria. If they're surrounded by Bergum Pact allies they may no longer feel the need to resort to strong-manning. And even if they still do, if they agree to revise their foreign policies as a condition of being a member of the pact, we can use their worries of being a pariah on the world stage as an additional deterrent against their aggression. If they join the pact just to be expelled later because of their own government's policies and actions, not only do they continue to prove to the world they cannot be trusted and continue to isolate themselves, their government will embarrass itself in the eyes of its people. It will have accepted an olive branch, and set it on fire."

Alycia looked at Tobias and gave him a small but warm smile. "What Tobias says is true." It feels weird to not shorten it to Toby, Alycia seeming a touch surprised as she paused, that had been the first time in years she had used his name formally. It felt weird to say it like that, but she had to continue. "Norcie does have peacekeeping and aid initiatives in the Země Essalanských vlků, most of which are carried out by civilian volunteers and salaried Foreign aid workers. but a significant chunk is also performed by our military. Permanently stationed there until the Essalaneans decide otherwise, to continue to provide aid and build their nation as well as to protect them from opportunist Empires. Osman has recently married off one of his sisters to one of the prominent clansmen of the Steppe, an antiquated and I feel pretty barbaric practice. She seems like little more than a slave with royal blood in her veins. I feel as though the Steppe tribe is taking better care of her than her brother and people, but the lifestyle change is most likely a strong shock. My people are trying to keep an eye on it but it is undeniably an attempt to grab influence and introduce some kind of uncertainty to Gaiseric's rule as High King. I do not believe any designs the Sluneční sup and Pyritská země have on the Země Essalanských vlků to be in good spirit to the Essalaneans. they will exploit our southern brethren and bleed them dry if given the chance. As Tobias has said, they will plunder, and they will try to paint it like they're doing the Essalaneans a service."

Alycia sighs and scans the room looking over Marten, Jadzia, and the other members with a determined but warm look in her eyes.
"I have no intention of letting them get away with plundering or otherwise harming the brethren of my people with impunity, or anyone else for that matter. I have sworn Norcie to the defense of the Země Essalanských vlků, and I will honor that no matter what. Whether I do that with them being a fellow pact member or not is irrelevant to me. but if they join this pact, I may never need to honor the oath I've sworn my country to uphold. I understand that Callise, Alemriche, and the Pyritská země may feel pressured and uncomfortable being suddenly surrounded by Bergum Pact members, but we're a defensive pact and I believe they should have nothing to fear from us. If the Pacts' invitation to the Essalaneans provoked aggression from the Pyritská země, then that just proves our concerns were well founded and that they had malicious designs on the Southern Steppes. Once again, I understand why the Bergum Pact may make countries uncomfortable, but I do not believe they have any reason to fear, this is a pact dedicated to staying on the road to peace. To make war a distant memory, and that is something I believe in strongly. What about this proposition, upon the invitation being sent to the Země Essalanských vlků, a summit is called between the Essalaneans, Aydini, Norsians, and any other countries wanting to be a party to it to seek continued peace?"

Sidorov took a sip of water. The Bergum Pact had thus far seemed inclined to invite Mintoria. A bridge between Arrandal and Arcanstotska might just work out after all.

“The Grand Sultanate of Aydin’s fingerprints are to be found all over the Vaasan revolt that violently erupted in 2019. Weapons and equipment of Aydini make and model were in separatist hands and storage—far too great in quantity to have been independently obtained. If the Aydini government did not themselves give arms to terrorists and insurrectionists? Sidorov came before the assembled heads-of-state of the Bergum Pact nations. They were all seated as he stood at the podium. They'd all seen the news by now—they too knew what Nero had done. It was exactly what he had feared from the beginning: Arcanstotska was about to be sucked into another war.

He took a sip of water and adjusted the microphone.
"I'm sure you've all seen the news and been briefed on Nero's latest act. After storming the Arcanstotskan Republic's embassy in the Imperium Suavidici's capital city, ordering his followers to slaughter the embassy's security and take the diplomatic workers hostage, Nero has handed down their fates. They have been publically crucified in the city's streets."

"The Arcanstotskan Republic is prepared to consider this action on Nero's part as an act of war. The Arcanstotskan Republic is prepared to officially declare Nero's military junta illegitimate and illegal. The Arcanstotskan Republic is prepared to take necessary measures to remove the dictator Nero from power."

"So, as sitting President of the Arcanstotskan Republic and as a member of this council, I am motioning to invoke Article 5 of the Bergum Pact constitution and declare a special military operation to remove the dictator from power and restore the legitimate imperial, democratic government."
