It has only been a couple of days since the flag was officially adopted. These things take time. You'll be able to tell when the theme etc is ready - because it will be in place.
From what I can see, the theme appears to be done and is on the Test Forum. Even now we've used the old seal to issue government statements such as that of the statement on TSP's coup.
I'm not worried about those specific seals (EG: the Ministry seals) as I could find someone to make them or I could make them myself, but I would like to inquire where we are on implementing the new theme after these past few months.
- The first is updating the current theme (TNP Aqua) to use the new Coat of Arms. This requires simply updating the following three images:

I was neither involved nor asked to get involved in this update, so I am not sure why I am brought up. But if someone can provide me with the original Aqua version of the above images (the ones that were not using any TNP insignia), I can edit them to use the new CoA, likely during this coming weekend.
- The second is creating an entirely new skin for the forum to use. Even though this effort started simultaneously with the CoA change campaign, it has nothing to do with it. It is about a comprehensive forum redesign.
This completely new skin is something that Lennart, mcm, and myself have been working on. It is visible on the testforum as "Theme3". It has progressed a lot, but it is far from ready. For instance, the current header is a placeholder, and the are many image and color inconsistencies in pages other than the index page.
This second effort is going to take time, for two simple reasons: first, making a fully new skin takes a lot of work; and second, I can only invest a small amount of time in NS. I believe I have been completely clear and transparent that my time is very limited, and a good chunk of what time I do have is taken away by the need to maintain much of the technical infrastructure TNP uses (and this thread only includes the public stuff).
Therefore, the new skin is going to take a long time before it is ready. If that doesn't work for you, then you will need to find someone else to work on the skin.
Regarding the seals and other insignia, I recently updated all images I have control over (dispatch headers and footers, WADP banners, Executive Staff banners). These have also been updated in all places that were using them, including dispatches, spreadsheets, scripts, and forum threads. Finally, The Northern Light has finally had its flag updated.
This leaves the various departmental seals. Unfortunately, I don't have control of those files, so I can't do the updates myself.
