The removal was noted here, by Quak (the question mark is indicative of confusion as to whether your would retain the administrator emeritus mask, one presumes, which is a matter for the Administration not this Office).

I referred to the post on the 19th as that is the post that is visible to myself and my Deputy, the post in the Mod HQ is not visible (as the Speaker, at least, no longer has the ability to see there, so far as I can tell, and it would be strange if the Deputy Speaker masking had retained that ability when that of the Speaker does not). The post of the 24th, though it is not the post that was used as it is not visible to myself or my Deputy, would have come to the same result, as Tomb has noted.
 
I am as sure as I am able to be without being privy to all private fora and sub-fora. I would say that, if it seems contrary to the law that posts in private fora are not considered by the Speaker's Office, due to the fact that to do so would require access to them so they can be checked, though they are still posts on the forum, then perhaps it would be possible to seek a judicial review. I would say it might be wiser to say that the law ought to amended to specify that it applies to public fora and provide some workable definition of public fora.

Alternatively, if the Administrative team were willing, then perhaps some solution could be found, in terms of having Administrators check those referred to them to have their masking changed for posts in private fora, however, I would assume that such extra busywork isn't really desired.
 
The spreadsheet script used for tracking citizens' posts does not need access to any private forums. It checks a user's post count on the day the check is run vs their recorded post count XX days before (I don't remember if that's 30 or something else, it's whatever the law says). If the post count has not increased, then the member has not made any new posts.

So, assuming that the Speaker's Office uses the script, they can be sure that there were no new posts, even in forums they do not have access to.

Looking at GBM's post history in all forums, she has a post on November 19th, another on November 24th, no posts in December. In 2016, her first post is on January 8th. Based on this, the Deputy Speaker was correct to request citizenship removal on December 28th.

I have two brief announcements, the first of which is that I am seeking a second Deputy Speaker and, if there is considerable interest, perhaps even a third. If you are interested in serving as Deputy Speaker then simply send a PM to either myself or Quak1234 with an expression of said interest and also brief answers to these questions: why are you interested and do you have any experience in office in TNP or other regional legislatures (experience is not a requirement).

The second announcement is that I'm interested in receiving feedback to a proposition relating to notifying members of lapses in their citizenship, the proposition can be found here and responses to it should also be made there.

The forum names will be corrected (this is a recurrent difficulty that the Speaker's Office faces with name changes). Yuno was included in a list of persons granted citizenship in error by my Deputy, they had, in fact, failed the Admin check, and correcting that error I rejected their application and removed them from the rolls. Since that time they have reapplied for citizenship and, having passed checks by both the Vice Delegate and the Admin team, have been a citizen since the 8th of May (though the rolls have seemingly not been updated to reflect this).

EDIT: the rolls have now been updated to rectify the inaccuracies noted above.
 
It is possible to add a script to the spreadsheet that automatically updates forum names, as long as the forum profile IDs are accurate. It would work similarly to the script checking for last login time.

The changing forum names is the reason why all the other scripts used by the spreadsheet and which check the forum rely on profile IDs and not on the names themselves.

EDIT: I went ahead and added a new script "Check Forum Names", which automatically updates forum names using the listed forum IDs. The script is completely independent from the rest of the spreadsheet and its code, so if you'd rather not have it, I can just remove the code.

If you do like it and plan to use it, I would suggest updating other sheets in the spreadsheet that use forum names, to automatically copy them from the main "Citizens" sheet, rather than relying on the names being manually copied every time they are changed.

Seeing that the Bill to guarantee the right to abstain has been vetoed, I'm curious how Article 3; Clauses 5 and 6 are to be applied in this situation. The clauses are:

5. The Delegate may veto a proposal of the Regional Assembly to enact, amend or repeal a law within one week of its passage.
6. The Regional Assembly may override such a veto by a two-thirds majority vote, which shall cause a proposal to take immediate effect.
To initiate such an override, does a proposal to do so have to be made in the RA? If so, by whom? The Bill's author? Any citizen? I'm just unclear if this process is automatic or not (as it is with rejected citizenship applications). Thank you.
 
The process of override must be begun by a motion from a citizen and is not automatic. Any citizen may move to override a veto and should do so in a different thread to the original vetoed Bill. It is not a legislative proposal and uses the non-legislative rules, so requires the second of another citizen. Once the motion has been seconded a vote on it will be scheduled, likely giving some time for debate, unless there has been extensive debate before the motion is made.

From a technical perspective, it is no longer necessary to specify a person's previous status when requesting a remasking. E.g., instead of:

you could simply request:

It makes no difference whatsoever to admins which format you use. If it's easier for you to continue providing the original status, then feel free to do so.

I just thought I should point this out, in case not including the previous status makes your job easier.
 
I think that we will continue to specify the group a person is being moved from, so as to make it more clear to the citizenry generally what it is the Speaker's Office is requesting and also to make it easier for the Speaker's Office to answer queries which may be directed at it in relation to when and why a person lost a given status (to avoid, say, a person's removal from the residents group being mistaken as being their removal from the citizens group when they had already been removed from the latter earlier).
