After experiencing some difficulties with groups of criminals and terrorists fleeing Nebula to the coast of the Great Northern Island (I don't know what it's actually called), the Nebulan government decided to annex the strip of lawless land, known as Galacta, ungoverned by any modern state.

The Nebulan government intends to secure the border, build up infrastructure, and integrate Galacta's regional government systems into the Nebulan government.
 
The Grand Duchy of Golfia condemns the actions of Nebula concerning their disgraceful annexation of Galacta without taking into consideration of the free peoples of Galacta opinions and permission! Nebula has broken galactic laws concerning these recent actions! :mad:

The Government of Golfia requests that Nebulan forces withdraw and let the Galactian people rule once again by themselves, as we wish no war between us unless necessary!

-DECLARATION OF THE PARLIAMENT OF THE MOST SERENE REPUBLIC OF SYRIXIA-
The Most Serene Republic of Syrixia is shocked and appalled at the recent events that have transpired in Galacta. The Nebulan government claims that the annexation was following the "fleeing from Nebula of groups of criminals and terrorists", yet we find it hard to believe that a full-on annexation was the best way to deal with this, and instead believe that "groups of criminals and terrorists" is nothing more than an excuse for further Nebulan expansionism, as nothing further was stated about them, such as whether they were apprehended and for what reason besides simply escaping did they flee. Unless these facts are stated there is no reason for us to believe this, as we have previously noted.

As such, the Most Serene Republic of Syrixia highly condemns the government of Nebula and is dissappointed as these ruthless acts add another atrocity to the list of those committed by the Nebulan government against the will of a sovereign people, regardless of whether their homeland was nationless or not. Enough is enough. We urge all nations who currently have relations with Nebula to withdraw such relations and join us in this condemnation, and we urge the people of Nebula to rise up against their imperialistic government.

As befits such an urge, we also hereby unrecognize the nation of Nebula in its current form of government as a state.

The place has become more and more dangerous for the innocent with each passing day. When the Nebulan government offered to the few remaining lawful communities in Galacta to annex, the majority (61%) said yes. Furthermore, many of the minority voters were criminals wanted in Nebula, and taking advantage of the legal loophole to avoid extradition.
 
And how are we supposed to believe these claims; as they is coming from a government in charge of a country that has practically become the antithesis of our own country, attacking us and stationing ships outside our autonomous protectorate?

We need EVIDENCE.
 
"This afternoon, a single Nebulan vessel docked at Astaros, one of the larger cities in Galacta. Five squads of soldiers and ten tanks disembarked and began a ceremonial march down the main street. Groups of people began to cautiously gather along the parade route. These groups slowly turned into crowds, many celebrating the return of lawfulness to their city."

This broadcast was made by the main Galactan news organization today. The ratings for this hour were notably higher than those of the preceding and succeeding hours.
 
We are still not convinced, as this could be Nebulan propaganda. However, we will be leaving this to Nebula for now, and we will be watching to see what goes on.
 
Nebula:

The Kaltian Estate finds this hard to believe that Galacta has no standing government... even in anarchy and unlawfulness, there is still some semblance of a power structure. As one of the strong military and economic powers in the northeastern island chain, the Estate is appalled at the reasoning behind this expansion and annexation of Galacta. As much as the Councilors do not want to condemn the actions of the Nebulan government, they will if they do not back down and reconsider their course of action. Extradition of criminals they will accept, but using that extradition as an excuse to annex a territory into a new Nebulan province is going too far.

Edit: Note that when I say Kaltian Estate I am referring to my nation's government in it's entirety. The Councilors make up the Council which is the executive branch (alongside the legislative and judicial branches).
 
The Galactan government is incredibly weak and increasingly corrupt. Parliament seats are divided between dozens of political factions. One of the most popular is, according to Nebulan intelligence, run by former Nebulan criminals. The few Galactan leaders who aren't corrupt have been increasingly looking to Nebula for aid, and the more we give them, the more conservative leaders want to know why we're wasting money on them. The Galactan standard of living has dropped drastically for most people, while the wealthy and corrupt exploit them. Communist and pro-Nebulan political movements have become quite common among the workers and students of Galacta.
 
Nebulan forces have secured the borders of Galacta. Crime rates and corruption have gone down. The Nebulan government has sent financial aid to Galacta's police force. The funds were used to gain extra men and equipment, and many Nebulan criminals have been arrested by Galacta.

In addition, we would like to clarify that the Nebulan government is a democracy. The Emperator is elected once every five years and the Imperial Parliament every four.
 
It seems rather undemocratic to have one man elected again and again, even if it is every five years. Are there term limits? And what powers do the Parliament have? Do they have actual powers or is it all vested in the Imperator?
 
The Emperator does have a limit of three terms, so the same person cannot keep returning to power. And the Parliament does have the power to propose and debate new bills and to impeach the Emperator, among many other things.
 
The Galactan government has been stabilized with Nebulan funds. Galacta will be integrated into the Nebulan government structure as a regional and autonomous state. Little remains at this point but various bureaucratic paperwork to make Galacta an autonomous region of Nebula.
 
The Emperator has officially declared Galacta an autonomous province of Nebula. If the people of Galacta so choose they can vote to divide into several provinces of Nebula, with all the privileges that come with that classification.
 
The cool summer breeze carried the smell of rotting fish and saltine ocean air. Seagulls squawked and waves crashed against the shores. A large crowd of quiet Galactan folk stood at the piers, staring at the vessel before them. The men were dressed in their traditional vests to match the season, and the women wore their colorful dresses. In the harbor docked a Nebulan warship, sent here to exert that country's rule.

Down the ramp the sailors came, waving. After weeks stuck on that metal cage of a ship, they were ready for shore leave. A few in the crowd cheered, waving tiny Nebulan flags. Others shrugged or stared impassively.

A disturbance in the crowd, like a ripple in the water's surface, seemed to affect the front of the crowd. A shout sounded and a dark object was thrown on board on the Nebulan vessel. It was a grenade. The thrower disappeared into the crowd as chaos consumed the harbor.

Elsewhere, men with guns fired upon a truck carrying Nebulan soldiers.
 
The Galactan government has promised to track down these terrorists and deliver them into Nebulan custody.
 
A twisting forest road in the Galactan country was flanked by pine trees for miles on either side. Mountains stood, blue and pristine like monuments, in the distance. The white tops shone off light from the sun. Two trucks of Nebulan soldiers roared as they made their way down the road. But the woods were dangerous, and the road was long and twisting. Around a turn they saw that the road in front was blocked by a fallen log. The two trucks halted.

"Move that log!" barked an officer. The men jumped down from the trucks and, grumbling, rambled towards the log. They would have to move it.

Before they could reach the log, an explosion rocked the right side of the first truck. Shrapnel flew everywhere. Light and noise blinded the men. A few soldiers were knocked back violently. Dust flew up and obscured the road even further. Another explosion followed, on the left side. Then chaos. Then there were yells, and shooting started around them. Bullets whizzed and cut down men. They were being ambushed.
 
"Galactan terrorists have begun attacks on Nebulan soldiers in Galacta."
"Damn. Send a request to the Galactan government to send in investigators. The worst thing to do at this point would be to make us out to be the bad guys."

"Sir, the Galactan governor has granted permission for a small terror investigation team to enter the country and begin investigation."
"Good. I'd like to find out if there are any countries that might endorse these terrorists."
"Such as?"
"Oh, you know," the Emperator said dismissively. "Kannex. They hate us. I would be completely and totally not shocked to find that they are funding these terrorists."
 
As the moon shone over the night town, the police station in the middle of the street erupted into flames. It was a commercial street, but now just about all stores were closed except for a few points of light along the entire avenue. A few cloaked men had been walking in the streets. Some were late workers ending their night shifts; others were neighborhood patrolmen. None had expected, however, an explosion at the police station where Nebulans were stationed. Gunfire and screaming sounded through the street as civilians scrambled for cover. Goggled, hooded figures came running out of the police station and driving away on motorcycles. The nightlife in Galacta was getting warmer by the day.

A group calling itself the Galactan Liberation Front released a grainy video over the Web. It was the usual formula -- a masked leader with two masked minions holding assault rifles. This time, however, there was a new addition. A hooded man in a police uniform knelt in front of the camera. A hostage, apparently Nebulan. "We ask the help of the Kannexan Empire and Rhuvish Republic in the overthrow of the Nebulan dogs!" came the message, after the other formalities had been made. "Death to Nebula, long live free Galacta!"

The response from the Rhuvish Republic is unclear, but sources indicate that the Kannexan Foreign Ministry will release a statement later this evening condemning the Galactan violence.
 
The United States of Thatchertropolis is gathering a small peacekeeping force to send to Galacta, and has offered to mediate talks between Galacta and Nebula. The UST aims to help end the conflict, not aggravate it.
 
Another grainy video statement aired. The Galactan Liberation Front stood in front of the Galactan colors, with their automatic rifles brandished in the air, like sabers. The rebel leader stood in all his splendor, wearing a ski mask and a military jacket. "We welcome the Thatcherpolitan forces as liberators from Nebulan tyranny!"

Statement of the Federal Republic of Rhuvanland Regarding the Galactan War of Independence

The Federal Republic would like to make it very clear that while it has been attacked by Nebula and anti-Nebulan opinion is quite high there, we will not deign to wage war against Nebula for two reasons. Nebula's military outclasses that of the Federal Republic in nearly all respects, and the Federal Republic is committed to peace. If we were to wage a war against Nebula, we would be no better than them. There is currently an NPTO resolution in discussion to condemn Nebula. If it succeeds, the war will most certainly end in victory for Galactan forces. Nebula will receive what it has so long deserved soon. Let the wheels of justice turn.

After the message was released, Rhuvanland began secretly exporting arms to the Galactan rebels...
 
"Sir, our agents have found their first lead. We have successfully infiltrated the organization. An agent has gotten a job in the shipping center."

The Nebulan government thanks Thatchertropolis for their offer of peacekeepers and talks. We will not negotiate with these terrorists, but we accept your offer of peacekeepers.
 
As chaos and terrorist attacks continued in Galacta, a lone man in grey discreetly watched the ongoing events and made notes in his journal. After the latest attack, he felt he was ready to report back.

Unknown Man: "Secrets and shadows turn the wheels of progress. This is Iota checking in."

Unknown Man 2: "Go ahead Iota, we are reading you loud and clear on encryption at the Circle. What is your status update?"

Iota: "The terrorists are relentless and they seem to be of Kannexian origin. I recommend either the Oiche na Ruin or the Oíche of my order."

Unknown Man 2: "Understood. It could be very troublesome if it turns out that Kannex is involved. Stay discreet and we'll update you as soon as the relevant authorities have been notified of your report."

Iota: "Understood, sir."
 
Meanwhile, in Alzenstadt, the Chancellor and the Secretary of Defense were conversing. "Have we reached the shipping quota?" said Liesel. "Yes, Frau Liesel." replied Secretary Wiedenberg. "Then," Liesel said firmly, "Stop shipment. Quickly. We've hit quota and a Nebulan immigrant has applied for a job in the shipping centers. He may be a spy." The Secretary then pointed out, "We can make up an excuse about the shipments we did ship, saying it was for Rhuvish naval training out at sea or something. A cover-up of sorts." Liesel looked satisfied. "Sounds good, but only release it if needed. We gotta make sure they forget this, and only use the cover-up if they don't." she said.

After brief farewells, the Secretary left the Chancellor's office.
 
The Nebulan agent had gotten his job in the shipping warehouse.

The warehouse was large. Huge shipping containers lay on one side of the room. These would be unloaded and smaller creates taken out. A forklift would then take stacks of crates and bring them to the armory, just next door.

One day, the agent noticed something odd. There was a shipping container that was a color he hadn't seen before. And even more interestingly, there was an area that had been painted over---the painter hadn't found paint that was exactly the right color.

Intrigued, the agent did his best to make his with cash over to the evening, when there would be only a few workers and a sleepy guard. He excused himself to go to the bathroom, then made his way back over to the odd container.

Something wasn't right.

The paint had been applied thickly, making it impossible to get an idea of what was underneath, but it was beginning to flake off. The agent began chipping away at it with a chisel.

After a minute or so, he realized that he would have to return soon. He carefully covered his work with a tarp and headed back.
 
A truck crossed the Nebulan border overnight and made its way to Watching Nebula City. It made its way to the main governmental district and parked there. The Galactic Liberation Front members left the truck parked and set the bomb. The bomb ticked down.

Across Galacta, the Liberation Front prepared for the explosion in Nebula as a signal for something greater. Armed foot-soldiers of the Front scurried about in the headquarters, making and receiving phone calls and debating over maps sprawled on tabletops. At night the top members dispersed, abandoning the headquarters and leaving no trace of their activities there. They would all wait for the signal. Then the branches of the Liberation Front would use their newly-acquired weapons to storm major government buildings and media stations across Galacta. It would be a simultaneous offensive.
 
"Sir, they're going for an offensive!"

The Nebulan agent was able to get all the details. The attacks were in trouble.

Meanwhile, the agent had, patiently, scraped the paint off of the covered image on the container to reveal the symbol of the Rhuvish armed forces. This was also reported to Nebulan command.

The agent had, after making the discovery, requested a transfer to the communications corps.
 
(OOC: Just posting to reaffirm shipping was stopped. But there were some arms that made it through.)
 
The army barracks came under siege. The sentries were quietly sniped. Gustav recoilless rifles shot shells into the walls of the base, smashing the walls and giving the troops inside a rude awakening. This was followed by rockets that rocked the compound with noise like thunder. In the darkness the Liberation Front advanced, slaughtering those who came in their way with large machetes. Many of the Galactan troops wore night-vision goggles and they used these as they stormed the base.

The government buildings saw flashes of red and yellow as explosions lit up the district. Snipers wandered around the killed high-ranking Nebulan officials. Police officers were taken care of in the darkness. Surrounding the government buildings, the Galactans fired rockets and charged.
 
The Nebulan army had already had some idea about the attacks, alerted by the mole. A battalion had been put on standby, and when the attacks began, they quickly formed a perimeter around the area and began advancing slowly, trapping the Galactan terrorists.
 
The Galactans stormed into the government buildings and seized the offices. Every window on the lower levels was occupied and turned into a defensive position from which they fired upon advancing Nebulan troops. The battle raged on as Galactans attacked the upper floors, taking some Nebulan officials hostage and killing others. The Galactans waited for the Nebulan advance.

At the barracks, the Galactans took many Nebulan soldiers by surprise and had seized their rifles and machine guns. They turned the machine guns and whatever they could get against the Nebulans on the outside and began firing. Some Galactans also managed to steal rocket launchers and armored personnel carriers from the captured Nebulans and began using these against the outside attackers.
 
"Bring in the tanks!"
"Sir, they've taken hostages!"
"We'll secure the streets first, then take the buildings!"

The tanks moved in. Terrorists on the street were scattered, fleeing into the buildings. Helicopters in the sky rained fire down onto the rebels in the streets below. Some of the helicopters deployed commandos into the upper floors of the buildings, taking rebels buy surprise.
 
Recoilless rifles struck the sides of tanks, followed by rockets. Nebulan tanks, like their occupants, burst into bits and pieces. As the helicopters moved in, Galactan positions in the government buildings fired rocket-propelled grenades at helicopters. Helicopters that were too close were hit, spinning out of control and crashing into the streets below in bright orange explosions. Fighters fired rifles out of windows and holes and cut down advancing troops; other fighters were sent to secure the upper levels against air attacks. "Today's a good day to die!"

Behind Nebulan positions in the streets, humvees drove along the black asphalt. They were followed by personal cars and trucks that had been converted for the purpose. These were from the countryside and some had sneaked in, while others had made forceful entries into the city. The personal cars smashed into Nebulan lines in the rear and crashed straight into the main body of tanks. Then it exploded, engulfing the entire block in flames. These were followed by three other cars that similarly crashed into congregations of Nebulan vehicles and exploded. Galactans positioned themselves at the rear of the Nebulans, firing upon unlucky soldiers and vehicles.
 
"Things are drastically out of hand, sir!"
"Drop the elephant toothpaste!"
(For those who are unfamiliar with it, elephant toothpaste is a common chemistry demonstration, so called because it creates huge amounts of foam. YouTube it.)

Many rebels were trapped under the foam dropped from the helicopters. Nebulan soldiers had gotten out of the main target areas, and helicopters dropped explosives on the rebels trapped in the foam.

Meanwhile, volatilized capsaicin was sprayed into buildings held by the rebels. The chemical agent incapacitated both rebels and hostages. Resistance went down markedly.
 
Galactans began dropping. Those that saw their comrades fall covered their mouths with makeshift masks -- towels and cloth. They rushed to the basements and prepared the mechanism. "God is the greatest." With that, the bombs set. Five entire blocks of government buildings set alight. Hostages and rebels alike perished as stories upon stories came tumbling down, some crushing the Nebulan soldiers below. Dust engulfed the streets. Two of the buildings actually fell; the others saw large holes in them, like as if a whole side of a man's face was missing. The Galactan reinforcements were too far away to be affected, but many stared silently as the buildings came tumbling down. Then the Galactans retreated to the subways, to the tunnels. They would continue the fight there.
 
"Seal the subways! Begin spraying sulfur chloride down there!"

Nebulan soldiers raced to follow the orders. All subway entrances were sealed. Soldiers at ventilation ducts hooked up sulfur chloride misters to spray the stinging substance into the subway tunnels.
 
Galactan troops hid in the subway tunnels. Considering the vastness of a city's underground tunnel system, the Nebulans could pump gas all they want, and the tunnels would not be filled for years. The Nebulans had not sealed the tunnels within; the location of the Galactans could not be found. The Nebulans had made the mistake of fighting Galactans on home ground. In sidewalks and sewers in the streets the gas began leaking out, infecting civilians and Nebulan troops.

The Nebulan troops had not done a good job of sealing the entrances. The Nebulans could not guard all of them properly, after all, and it was a quick job. Many were boarded up by wooden construction planks, or some corporal downtown had the brilliant idea of using plastic wrapper -- stolen from a deli shop nearby. They had wrapped it around the large subway entrance like a big plastic curtain.

The Galactans split up. They entered the sewage system and appeared from manholes, firing rockets at the rear ends of Nebulan troops and tanks and disappearing quickly. They cut through the boards and shot at unsuspecting Nebulan soldiers and quickly retreated. At the ones less patrolled, the Galactans simply appeared out of different subway entrances and began firing at the Nebulan guards. After that they made it to the surface and it was a matter of hide-and-seek around the city, except with sniping Nebulan soldiers as an easter egg.
