Repeal "Numismatics Appreciation Act":
Description: WA General Assembly Resolution #56: Numismatics Appreciation Act (Category: Education and Creativity; Area of Effect: Cultural Heritage) shall be struck out and rendered null and void.

Argument: The General Assembly,

COMMENDING the intentions of General Assembly Resolution #56, insofar as it aims to preserve the monetary culture of member nations;

DISPUTING, however, that the currency of a nation is a "monumental part of [its] history," as well as the notion that "cultural heritage and tradition can be preserved through the safeguarding of each nation’s currency;"

ASSERTING that the amount of resources alloted to preserving one miniscule aspect of a nation's history, as provided in GAR#56, is superfluous;

ACKNOWLEDGING that GAR#56 states, in relevant part:

4. Obligates each World Assembly member nation to regulate the buying and selling of coins and banknotes;

REGRETTING that clause four contravenes the intended purpose of the resolution by creating an opt-out for unwilling nations due to a lack of mandatory regulations, aside from the requirement that "World Assembly member nations [regulate] the buying and selling of coins and banknotes," to any degree in which they find acceptable;

CONSIDERING it to be unnecessary for the World Assembly to regulate the trade of currency, as standard market price determination is more effective than an international grading system established by WANA;

CLARIFIES that nations may still create establishments dedicated to the preservation of their currencies, notwithstanding the passage of the repeal;

FURTHER CLARIFIES that General Assembly Resolution #56 does not prevent one-world currencies, nor does it involve itself in economic mediums of exchange, aside from items that are collected privately for cultural or personal reasons;

"Repeal "Numismatics Appreciation Act"" makes three basic arguments: (i) A country's currency is not historically significant and the public collection of currencies is unnecessary and a trivial endeavor; (ii) the laxity of the obligation for regulation allows for the resolution to circumvented, (iii) market prices for coins and banknotes are better determined without grading.

Historically, "Numismatics Appreciation Act" has always been regarded as a 'light' resolution among WA authors -- there is no doubt that the seriousness of a resolution that creates museums for coins and banknotes is not equal to a resolution that is responding to human rights violations. But, one would think that the light, bi-partisan nature of the resolution would be a redeeming quality of the resolution, but instead it has always fascinated authors about repealing it on the grounds that its subject matter is not pressing enough. In "Repeal "Numismatics Appreciation Act"", The Ministry notes that the argument is made that coin collection is not an important initiative for historical preservation. It is easy to dismiss coin collecting as a trivial pursuit -- but on the other hand, some great historical discoveries in economic and political history and culture regarding ancient civilizations (e.g., Greek, Roman, Persian, Byzantine, Ancient Chinese) have been found through ancient coins. Eventually all civilizations, including our own will be ancient civilizations.

Curiously, "Repeal "Numismatics Appreciation Act"" tries to argue that because Clause Four is relatively lax in its stipulations that member-nations can totally circumvent the resolution. This seems like a suspicious argument since total control over the regulation of the buying and selling of coins and banknotes would not disallow the previous obligations of the World Assembly Numismatics Authority (WANA) to establish coin museums and inform the public. At *most* Clause Four allows a member-nation to circumvent the World Assembly Numismatics Authority's valuation of coins and banknotes but that situation would also invalidate the final argument that is made by "Repeal "Numismatics Appreciation Act"" and would not invalidate even a majority of the resolution's clauses. All of this speculation is, of course, dependent on the inclusion of coin and banknote valuation under the header of "buying and selling coins and banknotes", which is the purview of member-states' mandate in Clause Four.

Lastly, "Repeal "Numismatics Appreciation Act"" suggests that markets can effectively evaluate coins and banknotes without grading -- but this is generally not the case; grading is much more effective, since its relatively consistent and done by professionals in coin grading. In real life, authenticity and condition of coins is determined by independent numismatic guaranty services that assess coin quality on a grading system such as the Sheldon coin grading scale. "Numismatics Appreciation Act" promotes that its international grading system shall clarify "the condition of a coin or banknote and therefore establish a market price for them". The Ministry believes that "Repeal "Numismatics Appreciation Act" is mistaken in arguing that the clause suggests that the grading system will be the sole determination of market price; "therefore" can easily be taken as being less absolute, since the condition of a coin and banknote is very important in the determination of a market price.

The North Pacific has always been fairly critical of repeals and the Ministry believes the weakness of this repeal stems from grabbing at straws for reasons to repeal "Numismatics Appreciation Act".

I'm not voting but is it abundantly clear that "against" means voting against repealling GAR#56, and "for" does not mean they are for GAR#56?

This is a rather tight forum scrummage, perhaps a conservative "abstain" would be appropriate.

Usually I abstain on ties but this resolution was proposed by a resident of International Democratic Union.
I voted for the repeal, but I agree with Unibot that in the case of a tie there should be an abstention. I realize that International Democratic Union is an ally of TNP and that this resolution was proposed by a resident there, but they can't possibly expect TNP to vote for this resolution based on an alliance that has nothing to do with the General Assembly. It might be different if this was something in the Security Council targeting their region or an enemy of their region but it isn't.

Just my two cents.


Nevermind. I see that they can expect us to vote for a GA resolution authored by one of their resolutions. That is, frankly, ridiculous, but obviously you're doing the right thing as Delegate voting for it.
