The West Pacific contained
5,261 nations as of 8:22 pm (GMT-6+1DST) 26 July 2006 versus 6,218 two months earlier, a
decrease of 15.4 per cent. If we can maintain the current rate of shrinkage, we'll be half our current size by April of next year, and under 100 nations by July of 2010.
The West Pacific Senate re-elected
Shasoria as our Speaker, and has negotiated
procedures for First Minister/Delegate elections; the proposed procedure would amend the Constitution, so it is under review by
Minister of Justice Halmont. If approved and ratified, the procedure would call for a Senate review of the First Minister's performance every three months and a vote on whether or not to hold elections.
The government also produced and enacted
A Bill of Rights (here) and a
Judicial Code (here).
First Minister Eli recently created a position called
Censor and appointed
New People to the role; apparently the Censor will guard public morals for the edification and amusement of all.
Cave Canem was elected to the position of
Chief Justice.
Associate Justice Schwartzchild was elected, and
The Realm of The Realm (a new senator) was appointed; they fill the remaining two seats on the high court.
Berhampore was also welcomed as a new member of the senate since the last report, while we said farewell to senators
Eaglesham who departed to RL, and
The Faeyas, now a resident of the
New Meritocracy. We take this opportunity to salute them once more, and wish them well.
Forum Bombing
The only other topic which rose to the level of attention normally reserved for Spam and Game threads were questions about whether or not, and how, to discipline the Senator from
Jargongrad for admitted
forum bombing. A majority of the eighteen senators appearing on this matter voted for unqualified removal from the Senate based on
dereliction of duty, but neither the Constitutional
quorum or
supermajority requirements were satisfied to cause an ejection.
The NationStates Convention on Espionage and Warfare (also known as the Merit Convention) featured prominently in this sometimes heated discussion; the meaning of the convention, and the actions expected of signatories (and lack of such action) have all become part of the fabric of this matter.
The questions remain unanswered at this writing, with talk of suspension and censure still pending. At one point there were seven open threads on this issue; for some residents in
The West Pacific, this is still a matter of intense focus and concern, while others would prefer to pass on to other matters.
- Interior
The Role Play Rules Committee of The West Pacific has drafted a regional rule for Ministerial review. As of this date, the final review is being postponed by Interior Minister Biteland to accomodate some late contributions.
The Minister recently named Senator Limitless Events as the region's Director of Immigration.
Foreign Affairs
The West Pacific has established or re-established consulates, embassies, or interest sections as well as treaties and alliances with several regions, and is considering and discussing others as of this writing. Contact Foreign Minister Clockwork Isle for specifics on the status of our relations with any given region or group.
Justice
The West Pacific has, as mentioned above, a Bill of Rights and a Judicial Code, a newly elected Chief Justice and two Associates (one elected, one appointed.) Still no case to adjudicate, though! Bring your claims to Chief Justice Cave Canem and see Justice served!
The distinction between the role of Minister of Justice and Chief Justice was finalized and established as part of the The West Pacific canon of government. Justice Minister Halmont can elaborate the distinction for you, or advise you on potential region legislation.
Defense
The ranks of The West Pacific Liberation Force (WPLF) have acquired a few new members and have supported several missions to regions fighting off and pre-emptively defending invasion. See Defense Minister Shasoria (our Speaker of the Senate and General of the Army of the WPLF) if you need to coordinate a defensive action.
