The West Pacific moves on in glorious lockstep, well mostly, in adherence to the NTO, New TAO Order. In keeping with our glorious leader’s megalomaniacal obsession with putting his name on everything we have issued stencils and spray paint to all members of the Town Council and the Senate to emblazon all regions and nations in the NS universe that we come across with the logo NTO everywhere. We bow to the grandeur of the NTO and so shall you all!!

Speaking of the NTO the West Pacific Senate is in process of rubberstamping the re-election of TAO as First Minister and UN Delegate for our glorious Republic. There has yet to have been a negative word murmured by the awed Senators in this foregone coronation of TAO’s majesty.

In other Senate news a new Charter organizing and streamlining those ancient bodies’ processes has been passed. Debate on the Charter was often times detailed and laborious as each nation’s Senator strove to protect their sovereignty from their suspicions of an overly detailed bureaucracy. In the end the Charter passed and it has initially been quite popular with the nations of the West Pacific as they look to the Senate to protect them into the future as they have so often in the past. The Senators of the Republic serve The West Pacific and the NTO.

The Town Council’s role in representing non Senatorial nations in The West Pacific continues in its dynamism and their responsibilities only grow as they morph into a more important and highly regarded institution within the West Pacific community. The Mayoral robes recently passed to Kingsteck from Seeberg as the peaceful transition of power within the West Pacific continues its tradition.

The Courts of the West Pacific recently confirmed the summary banjection of the nation Ramaba, often known as Govinda, by Delegate TAO from the West Pacific region. This move was approved by the West Pacific Senate as detailed in the Constitution of the region. According to TWP’s constitution the Delegate may eject any nation which may be approved by the Senate prior to said ejection or after. Since the Senate was not in session at the time of the ejection the Court ruled the ejection legal, it further ruled that since the Senate approved the ejection upon its reconvening that further fulfilled constitutional muster.

Hello! I am Klopstock and will be the new ambassador to your lovely forums and region from the West Pacific.

As I'm sure many of you are aware, TWP is currently undergoing elections for First Minister following TAO's announcement of his intention to step aside. The candidates are Lots of Ants, Cave Canem, Clockwork Isle and ZetaOne, and the Senate election ends on the eighth of March. The voting can be witnessed in the Senate chamber for all those interested in following the process more closely. I'll update once more when the results are in.

West Pacific Update for April

Lots of Ants has resigned as the First Minister of the West Pacific and Wickedly Evil People has taken over the regional delegacy temporarily. This resignation due to a combination of internal dissent and external real-life commitments. Our candidates for the First Minister elections are Senator Biteland and Former Delegate Eli.

Our Minister of the Interior, the Faeyas, has also resigned. We have elected a new Minister of the Interior: Der Fuhrer Dyszel. Another example of Democracy in action in The West Pacific.

New members have returned to the West Pacific! We are please to welcome Kickingandscreaming, Schwarzchild, Neenee, and Darth Zorn back to the West Pacific. Schwarzchild, NeeNee, and Darth Zorn are also looking to reenter the West Pacific Senate.

The Town Council continues to lead in new directions in the West Pacific giving newer nations a place to be heard and giving voice to their ideals in West Pacific affairs. They have recently lowered their own requirements for membership to at least a 50 million population. Charon just finished a triumphant term as Mayor and Kpyper16 is the new Mayor. We're sure they'll continue to lead with the Senate to greater glories.

Freedom and Pride's Ministry of Immigration is busy greeting new nations and incorporating them into West Pacific life. Their tireless toil in the service of the region is appreciated by all. Another newly appointed minister, Minister of Foreign Affairs Kryptopolis, is also getting acquainted with his new role. He is trying to recruit ambassadors to fill in vacant embassies, get a new update out to other regions, and rally support for the COPS Treaty.

Speaking of the COPS Treaty..... a new signatory has been added! The region of Mencer has decided to sign the treaty on April 21, 2008. If your region has not signed the treaty already but would like to do so, please contact your local West Pacific ambassador, or go to this thread to sign up.

We would like to inform you of the new policy that has been implemented by the The West Pacific's Ministry of Foreign Affairs effective 29 June 2008.

Inactive Embassies

If any embassy fails to post in their embassy for 2 months, they will be given two week's notice for them to take action. If a response is not received in the embassy or a private message is not received by the Foreign Minister or Chief Deputy Foreign Minister, the Foreign Ministry of The West Pacific shall then assume that the region who owns the embassy has no more interest in relations or is dead. In such a situation, their embassy will thereby be closed.

June - 2008 Reflections in the Rain

In Japan the rainy season is just starting! It’s pouring everyday! It almost makes one feel cabin feverish! But that’s ok; there is always TWP which has been calming down since last month! It is the perfect time for looking back, and that is this issues theme, the past!

Getting to the groove

The new leaders have positioned themselves in their niches and those who use staffs have been working hard at rebuilding their teams since the last minister’s reign. New methods are being put into place, and we are getting ourselves back into our niches….

Same ol Same old

As we step back into the niches of old habit we find ourselves returning to old problems that have been merely waiting for the dust to settle. The cleaning of last month has revealed some interesting stains that use to be covered with dust or old laundry!

Thread Necromancy has been prevalent as Frozen Wasteland sifted through all forms he could find to read up on all of the old news and drama, bringing forth topics into light that had died out months to years back! Most confused citizens took a week or so to get used to this method but Frozen Wasteland ensures us that everything he does he does because he thinks that it is important.

With the first ejection of our new Delegates reign we also had a small problem dug up by one freedom and pride, demanding proof of contacting an endo tarter and gatherer who had exceeded the endo cap. Due to unclear lines of actions brought forth by this event, our CJ Cave Canem reminded us of a previous ruling from the Case of Ramaba VS TAO that dictated the courts concern over this uncertainty.

The talks are still going on, but we hope to have this matter solved quickly as to not delay further ejections should their need arise.

Blasts from the Past

KaS! The big orangutan is back! With Ooks everywhere! In partnership with the Ministry of Interior KaS has been working hard at getting the TWP CommRangers back up and effectively working again. So far the success rate is large with recruits, but the activity on the RMB seems to only have changed slightly! Good look KaS!

Speaking of things of old, it doesn’t get any older than this! (pardon to our old residents) During this month we had the return of Berhampore! An old resident of TWP, who has been MIA for ages! Well, not exactly missing, RL stole him. Although so far he has only stopped on the forum for what appears to be a quick hello due to his internet … well something blew up ^^;…. we look foreword to seeing him around a lot more in the future! Welcome back Berhampore!

Town Council is growing up!

The Newest sector of government the Town Council has officially gained its independence. With this new move, a change to the Charter of the TC has already been proposed! Mayor Ham (on the rotating Mayor list) has been overly enthusiastic and the TC has been fairly active.

Badges? We don’t need…Ooo Pretty.

The Admin staff has been hard at work in the shadows of TWP, maintaining the forum is hard work and our Admin Staff make us all feel lucky that we have them around. The largest change to the forum in the past month was the addition of new badges! Historically the Admins, Ministers and Members all had their own badges (Red Green and Brown respectfully). However a new set to go along with the newly cleaned up masks were just released! The Senate members now sport classy teal badges, and Town Councilors proudly bear their royal purple badges! The Delegate even has a nice dark blue badge!

During the first week of June a new set of badges was released specifically for Immigration staff, it is pink and green mixed, and is rather stylish!

The badges that have been around since the previous forums, gaining a new flare have been a big hit in TWP, and remind us again how glad we are to have such great admins!

WA Work

In a hopeful attempt at making official a task that he has been doing as a volunteer for ages, Kryptopolis has yet again proposed his WA Affairs Commission act. This isn’t the first time such a document was brought forth, and like last time, due to it being ignored by the creator itself, it has been fairly inactive. Many questions lie unanswered, and no change in opinion has been made. It appears that at this rate nothing will get done in this regard.

WAR

The first time TWP has gone to war in a stance that was not defending happened recently as a reaction to Global Union of Nations purposefully slanderous words about TWP, and attack of prominent member KickingandScreaming on the 27th of May. With full approval of the Council of Ministers both the WPLF and BSS moved in to over threw the delegate of the region. As of June 1st, the WPLF, BSS and allied forces from The Pacific had successfully gained the delegacy. The region was to be held by our forces until an apology has been given by the region on behalf of this insult.

In The West Pacific, declarations of war are decided in the CoM without the need to be approved by the Senate. In TWP, the Ministry of Defence has two branches which is led by Kaze Hikari as the current Minister of Defence. The WPLF, or West Pacific Liberation Force is our defending force led by Kaze Hikari, and the Black Sheep Squadron is our invading force lead by Anarchy Wolf. Both work hand in hand to ensure the safety of our region and our allies. We would like to thank the Pacific, One Big Island and Gatesville for their help/back up/additional man power. We are very grateful for your efforts.

After Gatesville moved in and it was clear that the two idiots in question were not going to apologize, the sane members of the region created a new one and left. Being victorious, the troops with drew, leaving the region in the hands of a native to ensure that such insanity no longer occurs.


New old policy

All of you should have received a little note from us explaining that we have a new policy concerning inactivity! This policy really isn’t new; it is a play off an old one that wasn’t too horribly enforced. However Minister Schwarzschild decided it was best to refresh it and make sure all of our allies were informed.

So remember to pop over to The West Pacific at least once every two months (we hope more!) and let us know how you are doing, and what you are up to!

Come for the report stay for the fun! You don’t need to only check the Embassy when you are here, ya know? We have many opportunities for normal members like our allies ambassadors to be able to talk and play around our forum, such as the comedy zone which homes most of our word games, and a quiz central where all of our fun and silly quizzes from across the internet are stored! You can take one; add to our collection or both!

Since there is really nothing scary about paying us a visit we hope to see you around from time to time!

Looking to the Future

Freedom and Pride in a stroke of brilliance resigned his position as our Immigration Minister, pending the results of an upcoming election. He does this because his life is growing far to busy in Real Life in yet another example of why we all need to BANJECT RL! With his resignation the position is open for who will next fill it. We will happily announce the victor in our next edition, or feel free to pop your head in over here to check for yourself!

As F+P leaves office, a change will occur, the next Immigration Minister will take on the task of integrating RMB spam busting/ activity into the roles of the ministry per a recent amendment to the vivification of Ministers, that moved this role from the care of the Interior Ministry, to the Immigration. The hope of the legislation was to aide both ministries by allowing Immigration access to the RMB, and removing the divide in the Interior Ministry so that it can focus more on keeping forum activity high.

This amendment passed on the 13th of June with --% Aye and --% Nay.

Passing into Oblivion

The Vivification of Ministers has always sported a role for a Justice Minister. However in history no one can recall having ever needed to elect one. Feeling that this was thus a silly thing to keep on our Vivification if we weren’t using it, it was passed on the 13th of June as well, an amendment that removes the position.


Being Discussed….

Constitutional Amendment – The CoM

For those familiar with TWP’s Electoral system, you will recall that our Delegates are elected every 3 months pending a review by the senate to see if there needs to be a new Delegate, or if we are happy with the current. The CoM voted internally to propose an amendment to this process, feeling that the previous one was not as effective for a leadership position. The Current legislation being discussed is as follows:

A.Procedure for Calling an Election

1. Every third[/size]fourth month of the First Minister's term, the Senate shall hold a review and election for the position of First Minister/Delegate's performance.
2. Following review, the Senate shall vote to decide whether or not to hold elections, requiring a simple majority to pass.

2. The Senate may vote to decide whether or not to hold elections at any other time should a motion calling for elections receive an appropriate second.



Third vivification Change – Schwarzchild

This would technically be the 4th change to the vivification in the month, but the first, having been much earlier, the three in a row end with this current one. This one actually addresses an addition to the first Amendment, with the ‘or 2 months’ requirement added as a new requirement to become minister, and thus allowing more access to those who are not in the senate, in order to become minister.

Currently Ham has his name up for Immigration Minister due to this previous change.

The current amendment being discussed looks as follows:

Fun in the land of history!

Ok so this is still report like, but it is just so cool at the same time. Recently suggested to the Admin Team, Clockwork Isle wants to create a university for TWP. This university, once established, will host classes not only on NS matters, but RL matters as well. We have no idea when the University will be up and functioning, but we look foreword to it in the future.

Considering that the new leader of one of the factions is an active member of TNP, I think it would be best to not pick sides.

We should just let whoever feels like using this Embassy use it, though I have a feeling Eli's gov. won't be using it.

TNP is officially neutral in TWP's ...disagreement. However, if you are elected FM, we shall recognise you as such.
 
Last I heard, HC was already elected. Of course, EliGov doesn't recognize this fact, so if we were to do so it would effectively remove our neutrality. If we were to do this, we would have to be ready to accept the consequences that will no doubt arise.
 
Was he now? I'm still not willing to wade into that mess on one side or the other. Once TWP has sorted out its civil war, then it can get to sorting out foreign affairs. Until then, either side conducting diplomatic activity places regions such as ours in an awkward position.
 
If it reaches a satisfactory conclusion for all parties, which I hope it will, diplomatic relations can be resumed as normal.

The West Pacific Embassy Update


It’s been a long time since there’s been a proper update from The West Pacific; as some of you may know we have had a very tumultuous year so far. After a constitutional crisis that saw Eli become Delegate and then attempt to form a completely new government, we have had a constitution convention that led to the adoption of a new, radical, document that blends openness and a degree of democracy with a powerful Delegate to represent the region in game. The Delegacy changed hands again after a successful military operation of domestic and foreign forces, led by the then Minister of Defence Anarchy Wolf, pushed Rolheath into the Delegacy.

Since then the new Assembly has opened and has elected its first Speaker and its first Ministers, as well as beginning a number of discussions on various issues.

New Embassy Policy

After a lengthy review of our current policy we have decided to change the way foreign embassies in The West Pacific are setup. All Embassies will now take the form of a pinned thread in Embassy Row rather than an individual sub-forum. New Embassies have been setup for all regions that have active embassies in The West Pacific, please make yourself at home and if you have any queries or issues direct them either to your ambassador or to Haor Chall in TWP.


Regional Assembly Activity

The Regional Assembly has passed a resolution endorsing the Delegate and is currently discussing the creation of a Criminal Code.
