Well I realise your question was directed at Fulhead but here's a few ideas for starters:
1) Actively recruit nations born in TNP to the regional forum.
2) Ensure that those elected do the actual job they're elected to, to provide some interest in the region - with new ideas and new initiatives.
3) Ensure that the voice of all is heard in the RA - not just the 'old timers'.
4) Radically streamline the Constitution to make it a document that newbies will have an interest in both reading and changing - the Constitution ought to be a living document not written in stone forever, end of story.
5) Encourage free speech and exchange of ideas rather than the heavy handed use of moderation. Make moderation the rule of last resort for things which really do breach Invisionfree's ToS.
6) Take all regulation away from OOC. It's 'spam' and supposed to be. It's a place to relax and have fun, not to be moderated because you veered slightly off topic. Ensure that WWPN is actually scored, it gives people more interest if there's points and a league table.
7) Encourage debate on UN resolutions rather than just posting of For/Against votes. I'm not sure which 'Ministry' it would fall under but anyone can do it. Post your stance, explain why and then be prepared to debate in a sensible/friendly fashion.
8) Instead of just banning recruiters off the RMB actually use it for regional 'chat'. Welcome newbies there. Encourage them to post there and again use it to direct people to the forum.

1) I'm pretty sure this is being done, at least to a certain extent (I know FEC's endotarting TG's include invitations to join the forum, for example).
2) Would it help if specific domains for Ministers were removed and we just had Ministers and a Prime Minister? I guess that the NPA would have to be granted some separation, as we wouldn't want every elected Minister to have power over it, but other than that, it could help things move quicker and keep one Minister from being pigeonholed in a position without much to do.
3) Certainly anyone can, SWA, though just as certainly most newcomers are going to be intimidated. There is also always going to be a tendency to take something said by a member who has been here longer more seriously than something said by a newcomer, especially if it is something that involves a drastic change to the Constitution. That is just a natural part of human nature, but that should not be an excuse. We should always try to be on guard against those feelings. As it is, we may spend effort to get nations to join the Assembly, but once they are in we just let them go off on their own and expect them to magically understand how everything works and immediately jump in without a problem.
4) Random Fact: The RL United States Constitution has 4,437 words, the TNP Constitution has 9,968. Does anyone really think we need a Constitution that long? Is every word vital to the welfare of this region? In my eyes, TNP has developed a government that can no longer be sustained by the game. Simply put, there are not as many nations as there once were. The entire game is less active. I'm not going to start blowing the Horn of Doom and eulogize NationStates, but this is a fact that we must take into consideration. NationStates is smaller, we must adapt. We should seriously look at what our options are, including reshaping and cutting down the Constitution and Government (remove the Security Council, remove or merge various Ministries, etc).
5) I agree. I have long felt that actual debate tends to be quickly clamped down the moment something becomes heated, with vague assertions of rule-breaking, flaming, and, my favorite, flame-baiting. Flame-baiting only becomes flame-bait if you take the bait. As Flem realized in IRC, "flame-bait" can take the guise of even the most innocent post. I assure you, if I were to try hard enough, I could twist most any post on these boards into flame-bait. The Platinum Rule: Ignore the trolls. If you see something that is bait, don't take it. Eventually the baiter will either get desperate for attention and do something truly offensive or just get bored and leave. And, please, stop hiding behind the magical ToS. If someone is being obstructive and purposely making it as difficult as they can for people to have legitimate conversations or debates on these forums, remove them. But be honest about it. In all seriousness, our rulings need more Ivan and less Twoslit.
6) I've never been a big OOCer or spammer, but I recognize the importance of it to TNP. For as long as I've known, it has been the lifeblood of this region. I can't comment on how regulated it is because I don't pay much attention, but unless someone starts posting truly obscene things or disrupting topics that are designed to be serious, not spam, there really should no regulation.
7) Also, I've never been that big of a UN person, and have only voted on maybe two or three resolutions my entire NS career, most of the time I don't even look at that part of the forum, but anything that encourages reasoned debate (and, thus, activity) of any kind is good by me.
8) Something I've seen suggested over and over again, but no one ever seems to be able to keep it up for very long.
