4) In the event of explicit spamming of the Regional offsite forum or the Regional civil headquarters message board at Nationstates.net, a Nation may be ejected by the Delegate without a prior referendum vote if the action is countersigned by the Prime Minister upon the posting of the offense by a registered voter, and a second to the immediate expulsion motion by another registered voter. However, the subject Nation of the expulsion action shall have the right to a post-ejection referendum vote by the registered voters of the Region on a motion to ratify the ejection. The vote shall be to ratify the action to expel, and the expulsion shall be ratified if within seven days, at least 50 per cent of the registered voters with a quorum participating, approve the motion in a referendum.

Under the authority of this clause, I put forward this petition for the immediate banning of Devastis Recruiter under certain conditions.

Devastis Recruiter has repeatedly violated the established guideline of 15-line-or-less regional advertisements, despite multiple attempts to contact the nation. This contact has been administrated through the volunteer-staffed TNP Campaign Against Spam. According to the guidelines of the organization, another violation merits immediate banning.

Should Devastis Recruiter post an over-length ad at least one more time, I, Hersfold, as a Registered Voter of The North Pacific, petition the Prime Minister to authorize the banning of the nation Devastis Recruiter from The North Pacific.

Should this petition gain the required number of endorsements from the RV community, then I authorise the banning of said nation from The North Pacific!!

Thanks Hersfold for bringing up this petition. I have TG'd him saying if he did it again it may result in a banning. You can see my exact TG in the Communications forum.

If he is expelled from the region, are we allowed to keep the ban on indefinately? (based on the constitution/legal code)
 
Depends on what the ejected nation does. If they seek review, then the ban last until the end of either the referendum or the court proceeding, whichever the ejected nation requests. It would continue indefinitely if the ejection is upheld.
If no timely request for review is made, then the ban is indefinite.
This is just a guess, but I would assume that if the ejected nation sought to set aside the ban later on, they would have to take either the referendum or court proceeding route to have it set aside at that later time.
 
The realist in me suggests they will seek neither of those options and we will see "Devastis Recruiter II" or similar grace our region shortly after the ejection!!
 
Probably not, as the law refers to "a nation" and not a player!! Technical, yes, but a reasonable conclusion for a defense if taken to court!!
 
Just about anything short of a DOS can be got round in NS, but at least it will send out the message that this is a serious rule.

Just out of interest, have you considered petitioning the region in question?
He advertises several regions at once... mainly why his ads are so long.

Polts, the Petition asked for his banning if he violated the 15-line rule again. If he gets the point and stays under the limit from now on, there's no need to ban him.
 
The latest ad from Devastis Recruiter!!

Tonight Devastis Recruiter will be taking a break from its regularly scheduled broadcast in the North Pacific to air a call to reason. Since the start of this service and the beginning of North Pacific's "15 Line" policy, I have been warned - nay, threatened - at least twice with banning and possible modly intervention because the ad-roll exceeds fifteen lines. I have explained myself, twice, patiently, that the Devastis Recruiter ad service covers multiple regions and puts the ads into a single post, making it so that when it rolls over, a lot of the ads go with it, which is far better for the RMBs than having ALL the regions on the roll post their own advertisement. It stands to reason that the DevRec ad-roll should exceed fifteen lines. As well I note that all the ads within the Ad-roll are themselves only fifteen lines or less. As is, even if I complied, maybe even enforced a "one-line per region" policy or some such nonsense, what am I supposed to do if and when I provide the service for more than fifteen regions? Just throw in a big, unformatted list of region names with no information? For my service, the fifteen-line rule is unenforceable, and harassing me for it will not help. If I am forced to leave or change the ad, I will simply make one post for each of the clients with seperate, random puppets, which will clog up the RMB far more and take longer to phase off. As well, the alternative of posting it on TNP's message board is unfeasible as if you're honestly new to the game, are you going to want to have to hunt through even more forums and websites looking for places to go? The only people which will frequent such a place would be invader infiltrators looking for an easy conquest, not newbies.

I don't exactly have much sympathy. All he's got to do is do less regions per ad, and spread the leftovers out over a few days. He still gets his job done.
 
Ban him, and report him to the mods for intention to Spam the RMB ;)
I'm not sure about reporting to mods, but definately ban him. He has exceeded the limit knowingly, and we have ruled if he did it again he would be banned, therefore we are in full capacity to ban him IIRC

EDIT: or does that count as an "overlength" ad? Perhaps we should wait until tomorrow. But I am tired of warning him over and over again. We have a rule and we ought to enforce it or no one will see a reason to follow it.

As said earlier, I have spoken to Erastide!! However, as the recruiter is only in the region for a few seconds it may take some time before she catches the recruiter in the region to enforce the ban!!
 
He just entered the region at about 5:33 PM Eastern Standard.

If we track what times he comes in, we might be able to nab him.
 
I used to run "Invader Advertising" where I would recruit for 3 regions at a time and was able to have a reasonably descriptive paragraph about each region within 15 lines.
 
@ PH - I haven't seen him come back in since I posted that. I've started a new job recently, though, so my time is a bit limited compared to what it was.

@ Fedele - I know. If he would reduce the amount of regions he does per post, there wouldn't be any problems. His fault.
 
No, and we're not reporting them to the mods... we're trying to get them banned.

This recruiter posted really long ads after we attempted to ask that he shorten them several times. Our limit is 15 lines, and he willingly violated it, so he's not going to be allowed to enter our region again as soon as we can catch him.
 
If we're still trying to ban him, he was in the region 27 minutes ago, so about 9:48 PM EST.

I really feel like he has to be banned. He is posting over 40 lined posts with his ads at the bottom. The whole top is a statement about how we should let him post these long ads.

Unfortunately, he doesn't seem to be operating on a set schedule. The only thing I can think of would be to report his ads to the mods for harassment - but that's taking it a bit far, IMO. :sad:

Well we'll just have to watch closely. If we continue to let him do this, we're giving in to the pressure and we won't be able to back up our law with action.
