Flemingovia for Prime Minister

NOTE: THIS IS A BIT LONG. READ THE LOT IF YOU WANT TO KNOW WHERE I AM COMING FROM, BUT I HAVE PROVIDED A SUMMARY AT THE END.

About Me.

Flemingovia was born here on 1st January 2004. I have tried to leave a couple of times, but never really made it. This is my home, and although I have interests in a couple of other regions, this is probably the only region I log into several times a day.

IRL I am married to “Cruithne” – another player – and we have 4 children. All 4 play NS, and the youngest is Sir Andrew, who at one time was the youngest player of NS, and is still the youngest ever candidate for delegate of the region. He was 6 months old. Sadly, Andrew has now outgrown the game, and is rarely online.

I have served in just about every democratic government the region has had, and fought against every rogue delegate. Been there, done that. I have been forum admin twice, delegate once, and sundry other positions. I founded The Underground, which fought valiantly against Pixiedance, and which formed the genesis of the current democratic government.

About Democracy in NS.

There has been a lot of talk about the viability of democratic government in Nationstates, and I think it is important for a prospective Prime minister to address this.

It is often said that NS is biased towards totalitarian government, and that democracy is impossible. I agree with the first phrase, but reject the latter. To be a dictator in a NS feeder is easy. It is the natural state of things, built into the coding of the game.

But that is why I regard it as the lazy choice, unworthy of attention if you want to be seriously involved in a political simulation. For me, democracy is the real challenge. Many cards are stacked against it, and probably eventually any democracy will fall – sooner or later a delegate will come along who is weak or venal, and that is that. But while it lasts, what a challenge in developing and leading a region by persuasion rather than oppression! And what a feeling when you manage, not to threaten people into obedience, but convince them by the power of your arguments.

That is why you will never find me turning rogue as a delegate or Prime minister – because for me that would be an admission of defeat, that I am just not damn good enough as a player to make democracy work.

About me as Prime minister:

Openness.
Total government openness is impossible. There will always be issues of regional security that needs to be discussed away from prying eyes. However, I would favour the opening up of the cabinet rooms to public gaze, so that most discussions can be seen by everyone. After all, if they can televise congress and the houses of parliament, TNP should have little to fear.

Cabinet and government:
The last two governments have both shaped and developed a good cabinet system in TNP. Some of the details need working on, especially in the area of term restrictions, but the larger problem is that some of the ministers do not have sufficient guidelines or duties to occupy them through a three month term. Too easily good ministers have become jaded and bored with pen-pushing duties, or have had too little to do that engages them.

I would draw on RL management experience, and work individually with each minister to draw up a game plan for their term of office – how and when and what was going to be achieved. Then it would be my job to make sure the government delivered. I would want each minister to think beyond tinkering with or administering what has gone before, and to start thinking about how their ministry could start to improve the region and involve more people in our community life.

Leadership
A Feeder ought to be active in world affairs. Personally, I would love to see TNP more active in defending, and more active in world politics. Long ago I was involved in the League of the Pacifics – a joint meeting of representatives of all the feeders formed by Loop - and although it was short lived it remained on my heart as a valuable body. I see no reason why, once the dust settles on the West Pacific, we should not be the ones to host a gathering of delegates and ministers of the Pacifics.

Developing the North Pacific as a feeder:
Finally, I would like to use this term to develop an idea I have had brewing for some time now. I believe none of the Pacifics have really grasped the responsibility that is ours as feeders. In fact I would go so far as to say that some of the malaise in the game at the moment is because new players are born in the feeders and find a discouraging atmosphere – conflict, militarism, suspicion.

What I would like to do is set up an area on the forum where key players could be asked to contribute articles on key areas of the game. The threads would be then left open for others to contribute ideas and insight, forming a “School of Nationstates”. I thought of commissioning articles from Sir Paul on journalism; Thel, perhaps, on setting up a region; Insane Power on recruiting (seriously – he is the best I have seen), Cathyy on gaining endorsements, ZetaOne on forum development, Pope Hope on defending, Ceaser or Scardino on invading/raiding, Yahwehland on how to spam* etc etc etc.

((*That was a joke, BTW. I am also open to suggestions of other areas that might be covered and people who might write))

These threads would be totally public - available to established and new players getting into the game, and hopefully they would move into founder regions, or remain here, better equipped to play the game.

There is a similarity here to the old “LemU”, and that is no coincidence since it was LemU that started me thinking about this. And I know Thel would have loved to have set up the university in its natural setting – a feeder region. Perhaps it is an idea whose time has come.

There is more than this. After two years in the region, my head is full of ideas. But this post is too long already. I will say more as I answer questions.

Summary:

About me:
I have been in TNP longer than God.

About democracy:
I believe in it, partly because for me it is the real challenge in the game. I am not about to overthrow the constitution.

About me as prime minister.

Openness – I would open as much as possible of the Government’s workings to public view.

Cabinet and government – I would work with the system we have, and develop the roles and duties of individual minsters.

Leadership
We ought to be a world leader region. Let us take our place as the kick-ass feeder. It’s about time we did.

Developing the North Pacific as a feeder
I would establish a NP “School of Nationstates” to help newcomers and established players learn more about the game.

As I can not reply in the thread .....

I wish it to be known, I have received no approach on this matter and have absolutely no interest in helping Flemingovia's bid to become PM!

I assume the other players mentioned are in the same boat, and feel this shows the credibility of his whole attempt to mislead votes to his bid in this election!

Yours

Not Impressed!

Excellent idea. TNP is very diverse and this would be a good way to tap into that.

Welcome to the race, Flem!

I would like to express my happiness that you have also decided to run for Prime Minister.

To all those considering for whom to vote, I would like to express my absolute respect for Flem and what he stands for. He is a considerate and always cordial person for whom I have the utmost respect! His judgment and his style are beyond reproach.

As Always, Best regards,

Romanoffia

No where in that section you've quoted does it state he's actually contacted those people. It's merely something he's thought about doing if he's elected.

Correct Mr Glenon!

And to win votes, the Prime Minister of the UK, Mr Tony Blair could "think" of doing many things, such as reducing income tax, creating World peace, end starving in third world countries. Unfortunately, merely thinking about things is no way to win votes and should be ignored in an election campaign!

This thread will need to be moved and merged with the official campaign thread, but I do want to say that I also did not interpret Flemingovia's idea as indicating that he had approached anyone he mentioned about the idea; it was just a list of people, who, in Flem's mind were "expert" in one skill or another that would be typical of what he has in mind.

IP, I assume you're going to read this, so...

I'm quite sure that Flem did not intend to drag you into helping his campaign. Your name simply came up as a good recruiter - anyone else probably would have taken that as a compliment.

I assume the other players mentioned are in the same boat, and feel this shows the credibility of his whole attempt to mislead votes to his bid in this election!

This is borderline flamebait as a false accusation. Please keep yourself under control and within the Terms of Service, or you will find yourself warned.

Please Hersfold, don't go all Twoslit on us!! Nothing untoward has been said so just leave it until such point as someone does say something breach of TOS!!

Polts, this isn't the place to discuss it, but I stand by my ruling. IP has not been warned or anything, I'm just making it clear that accusations will not be tolerated.

You know where to go if you want to discuss this further. Back on topic, please.

My apologies, my concerns have been raised in the appropriate thread....I now return you to normal programming!!

I've asked this same question to Roman, there is no question as to whether you're qualified but since you are up against a successful incumbent; what would you do differently as Prime Minister?

I am waiting for the rest, because until now it makes one heck of a campain platform for MoAE.

I'd like to hear his plans for military and foreign affairs.

First off, IP: I simply mentioned names of those I thought to be the best in their field. Frankly, I think you are the best recruiter I have come across in the game. There was no point in contacting anyone until I actually have a mandate to do it.

Also, I did not see it so much as you, or Caesar, or Thel etc helping me become Prime Minister as all of you eventually helping TNP and the game of Naionstates.

Please take it as a compliment that I thought of you.

I am working on answers to the questions, but I am at work, so it may take a while to answer everything.

On the issue of delegate and Admin, this is an easy one to reply to as I have faced this issue before.

The delegate and admin are the only people who have powers in this game built into the code. I have no problem with any government minister holding admin powers, provided they admin in a fair manner, and do not use the admin powers to further their own career.

But I would object strongly to admin and delegate being one and the same, as I feel it puts way too much power in the hands of one individual. You may recall I stepped down as admin when I was delegate as soon as a replacement could be found, for that very reason.

I have held this view ever since the Great Bight Era. THere would have been disaster if GB had been an admin. You may also recall that Pixiedance (in various incarnations) attempted to move the regional forum twice, each time to a forum where the delegate was admin.

Not a good idea, IMO.

ADDENDUM EDIT: One thing I would add. Duning my time as admin here, as Hers will testify, it has been my practice to pass over to him admin decisions where I am personally involved, or might be seen to have a bias. As Prime Minister this would be my policy, especially when I or my cabinet was the target of flaming.

I've asked this same question to Roman, there is no question as to whether you're qualified but since you are up against a successful incumbent; what would you do differently as Prime Minister?

Polts has worked within the constitution this term, as I would, so you would not see much difference there.

Where you might see a difference is in personality and style. Polts and I have, in case you had not noticed, very different personalities. I am sure that would affect how we approach the role of Prime Minister.

In addition, if you look at our respective election threads, we both have different areas we would like to concentrate on during our terms.

What about military?

In a feeder such as ours there should be opportunity for those of a military mind to exercise that aspect of game play. So I would like to see a revived NPA, even though I personally prefer the political aspects of the game rather than the military ones.

I think the main problems with the NPA have been political rather than military. We have had good military leaders such as Heft, who have wound up frustrated in the role. The question is, what is the NPA for? A feeder does not really need a standing military for defence, if the delegate is up to the job. Our instincts as a region have always been defender, but Since our departure from the ADN, and our distancing of ourselves from other defender groups, this has lacked focus and impact. When you add to that our political emphasis, which has been non-interventionist, then you have a picture of a peace-time army that has little to do except sit around. Small wonder recruiting for the NPA has been hard.

Polts’ idea of getting the NPA involved in warzone regions has some merit, but soldiers will only go on manoeuvres so often before they want real action, where it matters. My personal desire would be for the NPA to get more active in defending missions; and if that meant working alongside other defender groups, then we should be confident enough in our own identity not to fear that. The days when other people pushed our buttons are long gone.

Beyond that, unless we change the whole ethos of our region, I cannot see much of an active role for the NPA.

Foreign affairs

A few months ago several people were saying that, because of the recent upheaval, we were not strong enough to take any part in international relations. I see it as a measure of our resurgence that we are beginning again to explore our role in the wider world.

So what are the ideals I would see us pursue?

The right of self-determination.
This arises out of my experience over two years in TNP. I believe in the rights of the community within a region to play the game as they see fit. If a community wishes to be raider, or defender, God bless ‘em. If they want to role play, fine. If they want to paint the walls black and set up a S&M dungeon, that is their right. I would like to see us pursue this ideal in our Foreign policy.

Of course, then one has to sort out who defines the “community” which has the right to self-determination……. But that is a whole other issue.

Cooperation and communication for the betterment of the game.
I am not an isolationist. I have been to regions who have pulled up the drawbridge, and they seem to me bland and culturally dying. We have benefited in this region by welcoming people who are ideologically different from the majority, on the basis that “iron sharpens iron.” And I have seen TNP wither in those periods when we have not mixed much in the wider NS world.

I would love to see us mix more with other regions, without fear that we would be “taken over”. I would love to see our embassies abroad and the embassies section here popping with news, ideas, and cultural vibrancy. I want us to host virtual BBQs, meetings and consultations, especially between the feeders. But that does not depend on the Prime minister. It also depends on ambassadors and other members of the region, and especially the MOEA, with whom I would need to talk very early on in the term.

I have a couple of questions if I may Flem.

Firstly, do you see any circumstances in which you would support TNP re-joining the ADN?

Could you describe your historic and current involvement with the ADN?

Separately, I seem to remember you were fairly involved in Lemuria. What, if any, position do you hold in that or other regions?

Finally, thanks for what I think has to be the best quote of this election period:

If they want to paint the walls black and set up a S&M dungeon, that is their right. I would like to see us pursue this ideal in our Foreign policy.

Do you see a role for S&M then in TNP? [/joking]

Firstly, do you see any circumstances in which you would support TNP re-joining the ADN?

Absolutely, yes. I would take TNP into the ADN if the Regional Assembly wanted it and voted to do it, and only then. I think something as significant as entering or leaving the ADN should only be countenanced with a clear and specific mandate from the Region.

Given what I sense as the mood of the region at the moment I would be extremely surprised if such a mandate was given in the next three months. I am quite happy about that, as I personally do not feel the time is right for us to rejoin the ADN at the moment.

Could you describe your historic and current involvement with the ADN?

I registered on the ADN forum on 17th September 2004. Since then I have made 64 posts – about one every 10 days. I have posted twice there in the last few days, concerning the West Pacific situation. Before that my last post there was on September 22nd 2005. That should tell you something about my level of involvement.

My usergroup in the ADN forum is "visiting diplomat". I think that is unchanged since the time I was delegate here.

I have never (if memory serves) been on a defence mission with the ADN apart from with the NPA. I visit the ADN IRC channel occasionally, usually when I am looking for someone or need some information. I do not have access to #adn.

I have never received my invisible ninja training :ninja:

That being said, I quite like a lot of ADNners and count some of them as friends. I do not see that stopping if I become Prime Minister.

Separately, I seem to remember you were fairly involved in Lemuria. What, if any, position do you hold in that or other regions?

As far as I recall, the only official position I hold in ANY other region is that I am a member of the Grand Assembly in The West Pacific (that is the equivalent of being a Registered Voter here). Since Eli has disbanded that body, I suppose even that does not count now.

If you track my IP address you will see me as regional delegate of 0000Land of scientific Reason. That is not me – it is Cruithne.

Do you see a role for S&M then in TNP?

I do not plan to expand that area of our regional life together. However, I may wish to indulge my rubber fetish from time to time. LOL

PS: That was a perfect cut'n'paste example of the danger of taking quotes out of context. I may add it to my sig.

If there was an issue that you had to decide on that you knew had mass popular support and would pass an RA vote, but that you also knew would damage the region, would you pass it or dismiss it?

Would you be willing to support a ban for recruiter who had ads that clearly went above the regional limit of 15 lines that had been warned three times before?

Under constitution, IIRC, a delegate can do so with three RV approvals and the PM's approval. So my question, is would you grant the approval?

I believe people here are wise enough to make good choices, and adult enough to live with the consequences of the choices they make.

I would argue against it, with all the power at my disposal. But if it passed, I would implement the decisions of the RA.

The only rider on that would be that if the RA passed a motion which, on a matter of principle, I could not implement - for example if the RA voted to become a raider-feeder. In that instance I would be so far out of step with the electorate that I would consider that I no longer had a mandate to lead, and I would step down as PM.

But that would be an extreme event.

Real life Important: It is 11pm here in the UK. I have just had a call telling me I have to cover for a colleague at a conference who has been taken ill.

I will be afk from 9am GMT Wednesday until about 7pm Thursday. I will be pretty snowed under from now on as I have to prepare to deliver 2 seminars with only a few hours notice. :eyebrow:

So if you have any questions, ask em quick or save em until Thursday night.

Sorry.

Would you be willing to support a ban for recruiter who had ads that clearly went above the regional limit of 15 lines that had been warned three times before?

First off, i support the right of recruiters to recruit. And my experience as delegate was that most recruiters, when approached and told of the region's policy on long ads, happily complied and even appologised.

But

But where a recruiter has been politely warned. and is aware of the restriction, and is STILL posting well above the limit, I would conclude that they are extracting the urine, and I would support the delegate should (s)he decide to ban that recruiter.

Good answer, thanks.

I am hurt I was not asked about recruitment, I thought I was the best. lol

Also, may I ask why flemingovia has joined The Exodus? I have no issue with this, we welcome all nations there. Just seems odd he joined since he is running as PM of TNP.

Havent joined anywhere. I have been on my holidays. Over the past couple of days I have been to The East Pacific, THe Lexicon etc.
I will move on when I have taken some photos and bought a bottle of local wine.

My registered TNP nation is "North Flemingovia"

I was just curious flem. :D You are more then welcome to hang out in The Exodus. enjoy your stay, and enjoy the wine and food. :D

There are many parallels between the current West Pacific situation and that in the North Pacific in earlier times. All of this, plus my feelings on democracy outlined in an earlier post, means that my sympathies are naturally more with the Government in Exile than they are with the Triumvirate. No surprise there to anyone who knows me!

I think that whatever Eli was planning, it has gone seriously pear-shaped, and his dwindling native support base is evidence of that. Eli is looking to me an increasingly lonely figure, propped up by outside support.

All that being said, I fully support the stance taken by the North Pacific of treating this as an internal matter of their region, and that we should maintain a policy of strict neutrality in this issue, and not interfere.

There is one area, however, where I would do things very differently to the present incumbent of the Prime Minister's office. I have posted in the West Pacific recently. But I am a private citizen here, and also a member of the Grand Assembly in the West. However, should I become Prime Minister here I would immediately stop posting in the West Pacfic during this crisis, unless my office required that I do so. I would feel that to post personal opinions in the West Pacific on one side or the other while holding high office here would compromise the neutral stance decided by the region.

Do you think your vocal support for the "government in exile" would mean you'd be more inclined to push TNP to getting involved in the current situation in that region?! I ask, as your main nation has resided in that region the past 3 months and it seems to be your main focus up until now!!

Secondly, do you have any examples of where the current PM has posted his views on the current situation in TWP on TWP's forum in so far as supporting either side in the conflict?!

Lastly, as you have posted your views on the matter both on this forum and on the TWP forum do you think it makes any difference if you stop doing it once you are elected?! Remembering that most people are not goldfish and do have memories longer that 5 seconds!!

Thanks in advance for your answers!!
