It had been over a week since the Scallendovian bombing of reactor 4. In that time, the slowly rising water level had triggered a steam explosion strong enough to wipe out the other three reactors. The stream of civilians fleeing the city were severely hampered by the destruction along the main route caused by the Scallendovian airstrikes. As well as trying to pass the rubble choked streets, the refugees also had to find their way past the flow of engineers heading the opposite direction. At the reactor facility itself, casualties were mounting, attempts to send robots in to begin repairs had failed after the radiation levels had fried their circuits, leaving the dangerous task in the hands of the sappers and engineers being sent in waves. It had gotten so bad within the facility that the men of the now nicknamed "Damned Brigade" had stopped coming out to die, working within the dangerous environment until their bodies failed, and the next wave of martyrs came to pick up the fallen tools and continue the job. The workers were giving their lives trying to repair the destroyed barriers to contain the radiation, while outside the fears were growing as it became apparent that the fuel of the 4 destroyed reactors was melting down towards the water table at a slow but constant rate. A call went out for experienced miners for an emergency project.
Diplomatic Contact Rig
As the Goyanne representative approached Zhukov and Varus an aide headed him off. "So sorry sir, but the Chairman has imorportant matters to discuss with the gentleman ahead of you. if you would follow me, I can bring you to a waiting area where you can witness proceedings" leading the rep to the side office he waited there to provide refreshment or anything else he may need while he waited.
For Zhukov there was no time to sit and relax, the pace of events were close to overtaking him and a simple rest might see them pulling away from his careful ministrations. Within the main meeting room of the Rig he had been in discussion with the Ceretisian Tsar and Rokotov over the August documents and proposal. Inside that discussion a new framework had been hammered out in order to create a new nation, a new empire. Catherine stood now before the few hastily assembled cameras, wearing the trademark greatcoat of the Cogorian army with the unit tabs of the 142nd rifles,behind a small podium she made ready to make a speech to the world.
"My people. Sons and daughters of Cogoria. For generations this nation has been shunned by the world. Laughed at for its belief, that everyone is equal. Our forefathers forged this nation, my ancestor lead us to greatness, before my great grandfather shattered that dream. He betrayed the people of Cogoria, he was unworthy of ruling a nation such as this. The nation saw this unworthiness and punished him for it. His body ROTS in the wastes of the north! But the nation does not rot with him. Over the years, under the stewardship of the party, this nation became great once more, despite the scorn of those abroad. In the 27 years since Zhukov took power, he has sought to rebuild our strength and pride. And our victory today over the Cimmerien and Scallendovian machinations is a testament to the Chairman's success, a monument to the people of Cogoria's strength. A strength that the world has not witnessed since the days of the Czars feared armies. The party have seen this, the people have seen this. They see the fortitude our forces, our people and our nation have shown. And they have identified the source of such patriotism. The nation was united. There was no old enemies in the shadows. There were no fears of those dark days one hundred years ago. As such, the people have spoken, the party have spoken. A Cogoria united can never be broken, a Cogoria united will march ever onwards towards a greater tomorrow. With one hand, one heart and one soul. So it is, I proudly declare my intention to wear the Cogorian crown. To rule equally alongside the Party, as monarch of the First People's Empire of Cogoria. With a united Cogoria we will improve this world for all workers, for all peoples. One hand! One heart! One soul!" As the speech ended the image of the new monarch faded to reveal the flag of the new First People's Empire
Stepping away from the podium she smiled at Varus and Zhukov, "It's done. No turning back now. What did our August Guest think of it?"

The Kanadian Prime-minister had barely entered the base when a small troop of soldiers quick marched over, snapping a smart salute the sergeant led the way and allowed them into the negotiation room where Wrong sat across from the Cimmerien delegation. Only a few moments passed before the Scallendovian delegation was also showed into the room. Smiling at the assembled diplomats, the Kanadians in particular he decided to continue the talks. "Welcome, I was just listening to the Cimmerien delegation's disturbing explanation for the conflict. Well now that you're all here I believe we can get on with the signing. As we are the nes that the war was instigated against, we have taken the liberty of writing up the treaty, however our most honoured Kanadian allies will not find themselves wanting." Knocking twice on the table loudly, the door behind him opened at the signal. A Guardsman entered carrying a folder and a large black case. Wrong took both, reaching into the folder he slid the document across the table.
We the Representatives of the First People's Empire of Cogoria and Constitutional Monarchy of SAA Kanada hereby state that with the signing of this treaty, and acceptance of it's articles, that a state of peace shall exist between allied nations of Cogoria and Kanada and beligerent nations of Cimmerien Scallendovia.
Article one (1)
-The nations of Cimmerien and Sallendovia shall pay war reparations to the value of 6101Billion Cogors and 9151.5Billion Cogors respectively. The reparations by Cimmerien shall be taken in their entirety by Cogoria while the Scallendovian reparations shall be split in a ratio of 3:2 in Cogoria's favour.
-This value shall be repaid within 5 years until such a time as the full debt is payed.
-Should the parties fail to maintain payment Cogoria and Kanada shall be permitted to seize assets of equivalent value
Article two (2)
-Cimmerien shall accept full blame for the conflict, and as such recognise itself as the instigator of the violence
-As instigator of the aggression Cimmerien shall meet with representatives of the Pact against Cimmerien Aggression and agree on repartions for the mobilisation of their forces
-As the instigator of the aggression Cimmerien shall remove the current standing government, and all politicians who stood in power during the conflict shall be barred from standing in the elections.
-Scallendovia having already replaced its government, shall block members of the previous government from acquiring office once more.
Article three (3)
-Cimmerien and Scallendovian armed forces shall be restricted constitutionally in action as a self defence force. Deployment of Cimmerien or Scallendovian forces abroad in any capacity outside of internationally recognised peacekeeping missions shall constitute as an act of war against the People's Empire.
-Scallendovia and Cimmerien shall disarm any nuclear weapons in their possession and are prohibited from attempting to acquire any nuclear armaments.
-To facilitate this, the Belligerent nations shall permit an inspection team to enter their territory, and afford them every authorisation required to carry out their duties.
Article four (4)
-The nation of Scallendovia shall hand over a major port city over to the Constitutional Monarchy of SAA Kanada. This port city shall be recognised as the sovereign territory of the nation of Kanada.
-The ownership of this Port shall never be in dispute, it shall not return to Scallendovia without the express consent of the Kanadian Government and Monarchy.
Article five (5)
-In order to facilitate a swift completion of reparations, Scallendovian industry will submit to a taxation of 15% on monthly revenue. The finances generated by this tax shall be collected by the Cogorian government, split with our Kanadian allies along the above ratio and deducted from the remaining reparation amount. This tax shall remain in force until such a time as reparations are completed
Smiling as the others around the table examined the document he had one other thing to encourage the signing, clicking open the large black case he revealed a satellite phone. "Seeing as this treaty is to bring an end to this conflict. I hardly need to tell you that a failure to sign it would result in an immediate resumption of hostilities. The only suggestions we are willing to entertain are those suggested by our Kanadian colleagues."
