City of Jacksonville, former Capital District, Republic of Jacksonville.
President of the Council of the Republic Yuri Nikosovich is getting settled into his new office in the soon to be restored capital of Jacksonville. All of the sudden, Vice President Brian Alexandrov comes barging into his office with Minister of Defense Andrei Zhukarov. It seems to stun the Council President, mostly because he didn't know they were in the city.
"Mr. Alexandrov, Mr. Zhukarov, I hope you have a good reason for this intrusion.", begins Councillor Nikosovich. "Seems very odd that I would not know that the two of you were here."
"Yes Yuri. We are here for good reason. As you know, President Astanov is not inside the bounds of Jacksonville right now. That makes you the legal executor of our nations foreign policy. We have just received word that Jacksonian citizens in the nation of Cimmerien have been sent to internment camps across the country. It is in your hands as to what our response should be.", begins Vice President Alexandrov.
"Well. What are our options?", responds the Councillor.
"Councillor Nikosovich, I do not believe that we should send more military forces to join the Cimmerien Blockade, rather I think we need to increase our economic sanctions and freeze the assets of the Cimmerien government and Cimmerien citizens here in Jacksonville. If he continues his aggressive action towards Jacksonian citizens there, then we should step up military action.", says Defense Minister Zhukarov.
"Yuri, I agree with the Minister. But I also believe we need to go a step further. I propose that we halt all travel and stop all trade with Cimmerien and that stop any Cimmerien ships that have cargo on them from entering our waters. I propose we send in ships to stop all his trade ships that come near our waters.", replies VP Alexandrov.
"I agree with both of you. I will release an official press statement on it immediately. Thank you gentlemen.", states Nikosovich, obviously wanting the conversation to end so he can prepare to address the nation.

Two Hours Later
President of the Council of the Republic Yuri Nikosovich is about to give his address to the nation. It will be shown on every television channel in Jacksonville and will also be on the big screens that line the cities of Jacksonville, East Jacksonville, Duval, Nassau, Nichegrad, North Jacksonville, and West Jacksonville.
Televised Speech of Yuri Nikosovich:
My Fellow Citizens,
I know that it is very rare that you would be hearing from me acting outside of my official duty as President of the Council of the Republic. It has come to my attention that the nation of Cimmerien has arrested Jacksonian citizens and put them in interment camps across the country. I was informed of this by Vice President Alexandrov and Minister Zhukarov. This action that is being taken by Cimmerien is a violation of human rights and should be condemned by every nation around the world. For this reason, it has been decided that all Cimmerien assets in Jacksonville will be frozen by the Central Bank of Jacksonville. We will also halt all air travel with Cimmerien and any ships bearing Cimmerien flags or numbers will not be allowed to come anywhere near Jacksonian waters without being boarded by the Navy and Coast Guard. It has also been decided, that two Jacksonian ships will sail to join the PACA in continuing the blockade against Cimmerien and we will also assist in any coming actions that the PACA takes. It is my sincere hope that other nation will join us in a unilateral condemnation of the Cimmerien government and Cimmerien actions taking against citizens of different countries. I wish all Jacksonian citizens in Cimmerien best wishes and I pray God's blessing upon them. Thank you.

Port of West Jacksonville.
The Navy has been alerted by Councillor Nikosovich that two ships are to set sail and join the coalition. It has been decided that the cruiser JN Fernandina and the destroyer JN Nassau. The Fernandina is commanded by Admiral Iulia Valentinova, while the Nassau is commanded by Vice Admiral Jackson Ekerovsk. The two are discussing the best time to leave harbor due to recent reports that storms in the Ivanovich Sea.
"Admiral, I think it best that we wait until the storm has passed before we set sail for Cimmerien.", begins Vice Admiral Ekerovsk.
"Yes Ekerovsk I understand what you are saying, but if we leave before the storm hits then we could make it to Cimmerien like the government wants us to. We are on a strict time frame and we need to get going now.", responds Admiral Valentinova.
"Admiral, I do not think it wise to set sail before the storm. Say we get out 20 kilometers then the storm hits. We would be trapped then with no way to turn back. I am thinking of my sailors, not the government wanting us to aid the blockade.", forcefully replies the Vice Admiral."
"I am afraid Ekerovsk, that I am going to have to go against you this time. I am looking out for the good of the Jacksonian population of Cimmerien who is being held in captivity. We are going to set sail now. Not during the storm or after the storm. We need to sail now and if I have to put someone else in charge of the JN Nassau, then I will do as such.", responds the Admiral now with anger in her eyes.
"Then you will have to do as such. I know that the Cimmerien's are committing a crime against humanity against our citizens in their country, but we must also look after the citizens and sailors of our nation. I cannot support putting my sailors at risk just because you want to stick to an time frame you go right ahead, but I will not put my sailors at risk.", says the Vice Admiral.
Before the Admiral can say anything, the Chief of Staff of the Navy, Viktor Litokov shows up and interrupts the conversation.
"Vice Admiral Ekervosk. I agree with what you are saying and I support it 100%. Just give it some time before you set sail and you will be fine. This is a direct order from Councillor Nikosovich.", says the Naval Chief of Staff.
"Thank you Sir. I believe we should set sail after the storm has passed over West Jacksonville. But in the mean time, we should send the JN Vladimir Yakovlev and the JN Sara Yakovlev to aid in the blockade.", says the Vice Admiral.
"I agree fully. Those two ships are some of the best that we have. I will order them to set sail.", responds the Naval Chief of Staff.
Less than an hour later, the JN Vladimir Yakovlev and the JN Sara Yakovlev are setting sail toward Cimmerien. They are departing the port of Voldonsk and are being commanded by Commander Dmitry Turyekov and Admiral Ilyana Jovakova. The two commanders look out their observation decks and salute each other as the two ships disappear into the fog.
