The World Assembly,

Affirming that free trade and the movement of cargo to and from nations are vital to maintaining the stability of many national governments and the sustainability of national economies,

Lamenting the existence of GA#673 which purports to be about encouraging free trade, but due to its mandates, severely hinders the ability of nations to engage in the exchange and transportation of cargo,

Concerned that due to the definition of cargo, as shown in clause 1a being so vague as to result in any vessel that is capable of carrying anything that can be sold to be affected by this resolution, meaning that even personal fishing boats are required to be insured,

Condemning the inclusion of the WA Nautical Commission as the body responsible for handling an ill defined definition of produces for disputes, as it imposes unnecessary bureaucracy, prevents member states from resolving claims internally,

Finding that in Clause 5ai, the idea of a reputable insurer is vague and undefined, creating confusion over what counts as reputable and stifling competition, as smaller insurance firms are unable to demonstrate themselves to be as reputable as larger ones, resulting in monopolistic control of shipping insurance by just a handful of large corporations,

Alarmed at the number of paperwork that must be filed due to the inclusion of clause 5c, which forces large shipping firms to spend an absurd amount of time filing written reminders to cargo insurers greatly hindering the speed at which cargo can be moved between states,

Hereby repeals GA#673 "Maritime Cargo General Average"
