Repeal "Safe Disposal of Nuclear Waste"

Concerned that GA#610 places a great deal of power in the hands of the Nuclear Energy Safety Commission (NESC), inasmuch as it:
  • forbids member states from using any mode of nuclear waste disposal that the NESC has not approved (Articles 2a/3a), particularly when it would be more intuitive to simply require that no such mode be used which could result in anything more than minimal contamination,
  • requires the NESC to investigate all proposed "nuclear waste storage and burial sites" (Article 2b), even if this can be effectively done by the member in question, and
  • even insists that the NESC regulate "domestic transport of radioactive materials" (Article 2d), a particularly baffling mandate when GA#610 says nothing about international transport thereof,
Uncertain of the need for Article 3b (the only Article that is neither a definition nor something which creates work for the NESC) - which requires that, when a nuclear contamination incident happens in a member state, it inform all other states which face a "foreseeable risk of that contamination spreading to... their nation" - given the existence of GA#60 "Nuclear Disaster Response Act," which instead requires such members to alert other states if they "may have been affected" by such an incident,

Affirming that the repeal of GA#610 will not mean that member states are free to store nuclear waste wherever they want without any accountability, because Article 2 of GA#645 "Responsible Handling of Toxic Materials" forbids member states from storing unprocessed toxic waste - such as nuclear waste - in any place where it could "contaminate surrounding environments," or destroying it in a manner that could lead to such contamination, and

Encouraging the passage of future international law on the subject of decommissioning nuclear waste, such that the World Assembly can enjoy a fuller suite of laws to protect against toxic pollution...

The General Assembly hereby repeals GA#610 "Safe Disposal of Nuclear Waste."

Vote FOR Repeal “Safe Disposal of Nuclear Waste”.

Overview
The proposal at-vote seeks to repeal GA#610 “Safe Disposal of Nuclear Waste”. First and foremost, the repeal takes concern over the amount of power vested in Nuclear Energy Safety Commission (NESC). For one, it bans member-states from using any waste disposal not approved by NESC, requires NESC to review all nuclear waste storage sites, and gives NESC control over domestic transport of radioactive materials. The proposal then finishes by detailing the uselessness of article 3b and how other resolutions ensure proper usage of nuclear materials.

Recommendation
The amount of power given to the NESC is simply too much. Not only can they control domestic transport of radioactive materials, they can ban any waste disposal not approved by themselves. Furthermore, they are forced to review every single nuclear waste storage site across member-states. The amount of overreach present in this committee is simply too much.

For those reasons, the Ministry of World Assembly Affairs recommends a vote FOR “Repeal ‘Safe Disposal of Nuclear Waste’”.
