Ending the Practice of Trophy and Display Regions
Category: Declaration | Type: Declare
Proposed by: Lenlyvit, Co-authored by: Jutsa, The Ambis | Onsite Topic

The Security Council,

Defining, for the purposes of this resolution, a “trophy region” as a region that fits one or more of the following criteria:
  • is currently under occupation by a foreign region or organization,
  • is only accessible to members of said region or organization, or its allies, and is closed off to its original community if one existed,
  • no longer serves, or never served, a purpose other than acting as a trophy for said region or organization, as well as a means to deprive others of the right to use its name, or
  • is not actively undergoing an effort to undo its prior status as a trophy region;

Admonishing the additional practice of display regions, which, for this resolution shall be defined as regions fulfilling one or more of the following criteria:
  • bears a notable name from across the multiverse
  • exists for the sole purpose of maintaining and displaying that name; or
  • deprives any others of using the name

Understanding that some regions are captured and trophied as a result of them harbouring fascist, bigoted, or otherwise internationally deemed problematic nations, as well as some being captured as a retaliatory act against an aggressor, and granting these regions an exemption from the instructions of this resolution;

Flabbergasted at the number of trophy and display region, a staggering total of not less than 1,587 regions and comprising in excess of 5% of the world's current 32,577 regions;

Naming, with infamy, several regions responsible for collecting trophy or display regions, such as:

  • Macedon - with at least 69 regions under their control;
  • Eastern Roman Empire - with at least 150 regions under their control;
  • The Guards - with at least 166 regions under their control;
  • Blitzkrieg - which possesses no fewer than 550 trophy regions, and
  • 0000 - which possesses no fewer than a staggering 652 trophy regions;

Listing some notable trophy or display regions, such as Yessssss, The Mystical Council, Midnight Vale, Roma, Empire of Rome, Macedonian Kingdom, Seleucid Empire, Byzantium, The Islamic Republic of Iran, Kingdom of Sweden, The Holy Land, Vatican City, and many more innumerable to name within the confines of this resolution;

Believing that this practice has led to many communities being unable to exist within their homelands, and has deprived them of the ability to control or establish regions with these desired names;

The Security Council hereby calls upon the collection and treasuring of these regions to be ended, and for the return or the release of all regions falling within the scope of this resolution to members of the international community willing to lead them into a brighter, more vibrant, future.
Note: Only votes from TNP WA nations, NPA personnel, and those on NPA deployments will be counted. If you do not meet these requirements, please add (non-WA) or something of that effect to your vote. If you are on an NPA deployment without being formally registered as an NPA member, name your deployed nation in your vote.

Information For Voters

Vote AGAINST “Ending the Practice of Trophy and Display Regions”.

Overview
This proposal seeks to condemn the practice of having trophy regions through the use of the declaration format. It begins by defining what constitutes trophy and display regions. The proposal then pivots to make an exception for trophy regions that are a result of the region being problematic or captured during war. The proposal then ends by naming notorious organizations that have accumulated numerous trophy regions, and lists notable current trophy regions. Finally, the declaration wishes for the practice of trophy regions to be ended for a more “vibrant future”.

Recommendation
Whilst we do believe this declaration does come from a good place, it, put frankly, does not align with the regional interests of The North Pacific. Although the proposal does make some exceptions for when trophy regions are permissible, there may be numerous other legitimate, unaccounted for reasons for why trophy regions may be held. In addition, the resolution does not take much of a nuanced stance regarding trophy regions, instead leaving it to one clause at the end to condemn the practice of trophy regions altogother. The purpose of a declaration is to express an opinion, and whilst the proposal does so briefly, it is not exactly the focus of this attempt.

For these reasons, the Ministry of World Assembly Affairs recommends a vote AGAINST “Ending The Practice of Trophy and Display Regions”.

Can I ask as to why you're against the resolution? In the chance that this doesn't pass i would like to be able to make changes to the wording in order to gain your support.

Solidarity is a trophy region, so it would be silly to be against the idea of trophy regions. We’re also allied to regions that raid, such as The West Pacific which houses the pirates of TWPAF who often pillage and trophy their targets.

Solidarity is exempt from this resolution due to the "Understanding" clause that was added to it, for this very reason. The other reason you list though i understand.

I’m just philosophically opposed to the notion. Don’t get me wrong, I’m glad that there are acceptable instances for trophies being held, and I agree with them. Those are precisely the kinds of scenarios that would cause I and many others to disagree with this sort of declaration. But I can easily see scenarios where we might be inclined to keep a trophy or remain open to the idea, outside of the allowable contexts.

And if I might say, while these exceptions are clearly intended to meet people halfway and recognize legitimate scenarios for trophies, it’s often hard to parse and I think the declaration should have taken a firmer stance on this issue to have some real impact. Maybe the world wouldn’t agree with it then, but you can drive a truck through these exceptions. Declarations should say something, especially considering they have no teeth as it is, so to chip away at what this one does I think is a shame, even if I ultimately don’t agree with the sentiment.

I also recognize that some feel this gives unnecessary recognition to groups that ought not to be recognized. I personally don’t feel that is a factor in this resolution, but your mileage may vary, random observer.

I can't speak for others voting on this, but there's basically no change in the wording that would make me approve of this resolution. The point here is to define, based on moralistic standards, what kind of military activity is acceptable and what isn't. I'm opposed to that on principle. Your mileage with others here may vary.
