Responsible Energy Infrastructure

The World Assembly,

Recognising that nations have differing technologies for producing, storing, transmitting, emitting, and consuming energy through common infrastructure,

Observing that migration among Member Nations occurs, that energy infrastructure may cross international borders, and that infrastructure near national borders may impact neighbouring nations,

Defines for the purposes of this resolution:
  • 'controlled energy' as any non-nuclear form of volatile, toxic, corrosive, or similarly dangerous substance or medium that is generated, stored, transmitted, or emitted for use as energy,
  • 'energy infrastructure' as the mechanisms, facilities, means of transmission, and point of use or delivery for controlled energy,
  • 'large energy provider' as being any entity—public or private—that owns, operates, or is responsible for maintaining energy infrastructure that services a significant population, or whose controlled energy may negatively impact the same, and
  • 'commercial energy provider' as specifically a non-state entity within a Member Nation that operates as a large energy provider for financial gain;
Mandates that:
  1. large energy providers make available free and public documentation on the presence of their energy infrastructure, the general nature of the controlled energy and its potential negative impact on populated areas, how to safely interact with or avoid the infrastructure, and how to make contact in the event of an emergency,
  2. large energy providers that span the borders of two or more Member Nations implement these measures in all impacted nations, with the consent and/or coordination of non-host nations,
  3. commercial energy providers either implement the above measures themselves or provide the information and resources for a third party to do the same, and
  4. Member Nations include within their common education the general nature and risks of the controlled energy used within the nation and its infrastructure, and any risks from the energy infrastructure of neighbouring nations, if applicable;
Extends the mandate of the World Assembly Disaster Bureau, tasking it with:
  • Clarifying the terms from any of the above provisions as necessary for local populations and technologies, and for any relevant international law,
  • Monitoring commercial energy providers to report noncompliance with Article 3 to the provider's host nation, and
  • Enforcing the provisions of this resolution by ensuring that Member Nations fulfill the requirements themselves or provide the resources to implement the same, working with the Global Initiative for Basic Education if necessary.

Vote AGAINST “Responsible Energy Infrastructure”.

Overview
This proposal seeks to regulate energy infrastructure in WA member-nations. It begins by defining terms such as “energy infrastructure”, and “controlled energy”, among others. The resolution then mandates that energy providers make public documentation of their energy infrastructure practices. Moreover, the proposal requires multinational energy corporations to enact the aforementioned policy in both nations and for commercial energy corporations to do the same. Lastly, the proposal attempts to mandate educational material regarding energy and expand the mandate of the World Assembly Disaster Bureau committee.

Recommendation
Whilst this proposal certainly has good intentions, it falls short in a couple places. For one, the mandates are not very expansive and do not adequately cover the broad issue of energy infrastructure equally, often regulating very specific policies instead. Furthermore, we are concerned with the jurisdiction given to the World Assembly Disaster Bureau to enforce energy infrastructure policies, which ideally should go to another committee or simply not be allocated to any committee at all.

For these reasons, the Ministry of World Assembly Affairs recommends a vote AGAINST “Responsible Energy Infrastructure”.
