Repeal: “Microcredit and Microgrants”

General Assembly Resolution #94 “Microcredit and Microgrants” (Category: Free Trade; Strength: Mild) shall be struck out and rendered null and void.

The World Assembly (WA),

Noting the WA’s long-standing help for the disadvantaged;

Concerned that GAR 94, "Microcredit and Microgrants", imposes a "one-size fits all" approach to microcredit across the multiverse, and has outlived its usefulness given other organisations in department finance, improved technologies and access to financial services, and various resolutions in place to improve the welfare of WA inhabitants;

In particular, concerned by the following potential issues with said resolution:



  1. The founding of the World Microcredit Foundation (WMF) as a "global resource for microcredit" but not as an "originator of any loans" leaves it enforcing one WA-wide set of lending standards and practices (paragraph 11, bullet 2) and to use WA funds to make such loans, which fail to account for local differences in lending practices, financial conditions, or economic systems;

  2. The founding of a donor bureaucracy, the Microgrant Institute (MGI), which relies on monetary donations to fund microgrants for the purpose of "sustaining livelihood and encouraging entrepreneurship", creating a WA bureaucracy that distributes donations to inhabitants, when, in the opinion of this esteemed organ, its functions are better handled by local charities and foundations, or by other WA committees;

  3. Taking the view that much of the recommendations of GAR 94 on the management of finances and entrepreneurship have been better articulated by GAR 474, GAR733 and other resolutions concerning personal finance;


Encouraged that the proliferation of payment, lending, and financial services apps, web sites and other technologies since the passing of this resolution have created vibrant industries in individual states in micro-lending, with local banks and financial institutions within individual WA states more likely to be able to better understand the needs of borrowers in their own states, and superseding much of the demand for services from the WMF and the MGI;

Concluding that this resolution and its resulting bureaucracies are largely redundant as economies in WA states continue to evolve, and expressing the view that any potential replacements should hand more control over microcredit to a local level;

Hereby repeals GAR 94, "Microcredit and Microgrants".

For as author. This is really trying to solve a problem that existed 15 years ago that is really not particularly relevant today. This was passed before the prevalence of the smart phone, not to say smart phone apps, or in this case smart phone apps related to finance.

Edit: this is one of those drafts that date from February 2024. I still have piles of drafts from years ago that I am steadily re-releasing and revising.

Why does the WA have to adhere to what has happened in a real life timeline? And either way, how/why does the popularization of the smartphone discredit this resolution at all?

In addition, I hardly see your 2nd and 3rd list clauses as points against the resolution. Most of the argument in the 2nd one seems to be that a WA bureaucracy is inherently bad, and for the third, those resolutions do not cover this topic, so I hardly see it as relevant.

I find myself surprisingly agreeing with Fachu. I could probably get behind a repeal of this resolution but I’m not sure this is the case to make. The real world does not determine the passage of time or even the norms of the WA world. I wish people would be consistent about this.
