Applauding the efforts of many nations to preserve their natural beauty,

Noting that beauty in nature resides all around us,

Recognizing that every individual shares the same earth,

Noting that the right to nature should be every individuals right,

Concerned that no regulation guarantees individuals their right to nature,

Hereby;

1. Defines, for the sake of this resolution, the following terms:
a. “nature” as any land with greenery, natural features or beaches; with exceptions of residences, the vicinities (200 meters) of dwellings and farmland.
b. “flora” as flowers, berries and mushrooms

2. Mandates that all inhabitants of member states are granted access to nature, as defined in 1a.

3. Mandates that all inhabitants of member states be allowed to collect flora, as defined in 1b, within nature.

4. Mandates that all inhabitants of member states be allowed to tent at a minimum for 48 hours in nature, as defined in 1a.

5. Clarifies that member states are not prohibited from enforcing their laws regarding littering, destruction of property, and other relevant laws against the disturbance of property or nature.

6. Clarifies that member states are still allowed to enforce laws regarding disturbance and other relevant laws regarding disturbance of peace.

7. Clarifies that the right to roam nature comes with each individuals right to look after nature, with the maxim; “do not disturb, do not destroy”.

8. Clarifies that the hereinabove gives individuals the rights to walk, cycle, ride, ski and camp within nature.

Overview
This proposal seeks to establish a right to nature for all inhabitants of member states by mandating access to natural areas, allowing the collection of flora, and permitting camping for a minimum of 48 hours. It also specifies that member states are permitted to uphold laws regarding littering, vandalism, and disruptions to public peace.

Recommendation
While the intent to provide universal access to natural spaces is commendable, this proposal raises significant concerns. The proposal inadvertently imposes restrictions on military bases with enclosures and all prisons, which are often located in natural areas. Additionally, the proposal does not take into account the diverse ecosystems and terrains of member states, including those without facilities for snow-based activities, potentially leading to unequal implementation. Moreover, the broad scope of the proposal may result in difficulties in ensuring compliance and possible conflicts with existing regulations.

For the above reasons, the Ministry of World Assembly Affairs recommends a vote Against the WA proposal at vote, "Right to Nature".

Against, this is not fleshed out at all and the premise itself isn’t strong enough

Hard against. As IA pointed out in Discord, this also bans military bases with enclosures, as well as all prisons. Also not all countries have ski resorts.

Right to roam would be a reasonable idea for a resolution, but this seems to misunderstand how to go about doing that in a rather fundamental manner
