The Security Council,

Recalling that shortly after the sunrise of the multiverse, Bhang Bhang Duc was established as a youthful and proud state in The West Pacific, a region rife with instability in its earlier years that led to the formation of an unrelentingly authoritarian government guided by the ideas of delegate supremacy,

Horrified that despite their humble beginnings and interest in serving their community, Bhang Bhang Duc was exiled from The West Pacific in June 2006 by Wickedly evil people, condemned by this very council for abuse against the nations of the West. Ultimately this exile proved to be short-lived, and Bhang Bhang Duc was eventually permitted to return to their home,

Regretting that Bhang Bhang Duc declined to learn from this experience, and instead chose to take the path of revenge and oppression. For many years their leaders went on to torment the innocent nations of the West, their return thus beginning their long and tyrannical influence in the region,

Dismayed that Bhang Bhang Duc’s nefarious and vengeful efforts soon began to bear fruit when they were appointed to be a “Guardian of the West” for the first time in 2007 during the rule of Tao the watcher. As a Guardian, Bhang Bhang Duc was charged with being an enforcer of the Western regime, a role they would fill for well over a decade,

Gasping at the realization that Bhang Bhang Duc remains a Guardian of the West to this day, having inhabited the position near-constantly since 2007 with only intermittent breaks from office. Throughout the last fifteen or so years, Bhang Bhang Duc has overseen the ejections of thousands of nations without mercy – so many over so long that to precisely quantify them would be nigh-impossible,

Reminding the global community that while Bhang Bhang Duc’s purge inclinations may not be as rapid and concentrated as other oligarchs in the West’s dictatorship, their consistent and sustained efforts to terrorize their own constituents have amassed to such a high level over the years that they have earned a reputation as a uniquely brutal Western disciplinarian,

Terror-stricken that Bhang Bhang Duc would go on to participate in clever “slingshot” maneuvers during which the Western regime would briefly change their WA Delegate to enable substantial ejections at minimal risk to their grip on the region, displaying Bhang Bhang Duc’s in-depth and trusted place in maintaining the totalitarian system,

Nauseated to learn that the slingshot delegacy was not Bhang Bhang Duc’s only time in the West’s highest position, and that All Good People abdicated to them for about a month. During this time, Bhang Bhang Duc presided over a reign of terror in the West, their greatest crimes including:
  • The ejection of their own predecessor and successor, All Good People of Westwind, a nation later commended by this body. While Bhang Bhang Duc claimed this was accidental (likely a dishonest ploy to maintain legitimacy) and All Good People was allowed to return, it was nonetheless an act of despotism for which they evaded consequence,

  • Participation in “marsupial madness”, where Bhang Bhang Duc appeared to align with stronger morality and began standing up for the less-involved and common nations of the West Pacific, though this was merely a nefarious ploy to further betray other members of the West,

  • Taking advantage of the chaos brought by marsupial madness to eject TAO the Watcher from the West Pacific. TAO (commended by this council) had served as a longtime servant to the West and was the WA Delegate which initially elevated Bhang Bhang Duc years prior, intensifying the betrayal despite its later reversal,
Relieved that marsupial madness resulted in the end of Bhang Bhang Duc’s delegacy and the return of All Good People to the seat, but dismayed at their continued evasion of long-term consequences and soon thereafter return to being a Guardian of the West,

Disgusted that Bhang Bhang Duc’s crusade of injustice has infected other aspects of the Western autocracy beyond border control, the nation having served as the Minister of World Assembly Affairs. In this role, Bhang Bhang Duc served as a dutiful propagandist for the Western regime’s agenda in the World Assembly, notably the Security Council,

Repulsed by Bhang Bhang Duc's prominence within the Security Council, where for years they have maintained a bellicose commitment to their own standards of quality, and become the bane of all unheeding aspirants in so doing,

Imploring the international community to recognize Bhang Bhang Duc for their true nature – a despot neglecting the plight of those not favored by the Western oligarchy, and therefore hoping condemnation serves as a belated form of consequence for their transgressions,

Concluding with the insistence that this proposal is not merely another badly written badge hunt,

Hereby condemns The Snarky Solar Observer of Bhang Bhang Duc.

Overview
This proposal seeks to condemn Bhang Bhang Duc (BBD), a prominent member of the government of The West Pacific and unique in his role as Guardian of that GCR. The condemn proposal is written as a backhanded commend given BBD's prominent role as a bouncer and enforcer in TWP on and off since 2007. BBD's work also encompasses time as delegate, minister of World Assembly Affairs of TWP and a prolific commentator on WA Security Council resolutions gameside.

Recommendation
This well-written proposal is led a long-time SC author whom we have worked with and the proposal does justice to BBD. We believe the 16 years of hard work that BBD has put into helping to build out TWP as a strong and successful GCR amply supports this SC resolution. We do note some pushback on gameside forums given BBD's occasionally more combative style but ultimately believe this proposal is deserved and that BBD's efforts outweigh any flaws.

For these reasons, the Ministry of World Assembly Affairs recommends a vote For the Security Council resolution at vote, "Condemn Bhang Bhang Duc".
