Yes, it's still too premature.

The Delegate will move for a recognition of a territory when the time is right, as the threshold for such a passage is lower than if you do it, and so more advantageous for the Executive.

Patience.
 
I'd say when the Delegate introduces something similar to this, it's the right time.
