The World Assembly;

Awed by the vast collections of artwork across the multiverse, as well as the cultural or economic impact they may have on a nation;

Understanding that unique artwork of all existing nations continues to be produced, traded, and destroyed at a high rate, resulting in an international artwork market that brings together collectors of all ideologies;

Noting the undersupply of artworks attributed to nations that no longer exist, which are scarcely seen on the market as the find rate of such items reduces significantly upon those nations disappearing;

Especially frustrated by artwork credited to legendary nations who cease to exist, making these already valuable works even more inaccessible to the majority of gallery curators;

Exasperated by the fact that some of these artworks have sold for extremely high prices, often meaning that only the wealthiest artwork collectors can afford to buy these artworks when an auction does occur;

Lamenting unfortunate situations where no works of a nation are found in any national galleries despite the nation having known art credited to it, making the completion of some collections impossible unless a highly improbable find occurs;

Fearing that the rarity of these artworks and the price that they are sold at can easily discourage artwork collectors;

Believing that all nations should be given a fair chance to build their collections, especially since doing so encourages cultural exchange, collaboration opportunities, and trade across the multiverse;

Hereby:
  • Declares artworks of defunct nations to be among the rarest artworks in NationStates;
  • Encourages those who own or discover such items to either proudly display or sell them to collectors; and
  • Officially discourages hoarding, destruction, or inflation of artworks credited to defunct nations.

Overview
This proposal seeks to set forth general rules of conduct for members of the international community as they interact with artworks, better known as cards, of nations that have ceased to exist. The proposal contends that there exists a scarcity problem in regards to the cards of defunct nations, that many card collections are impossible to complete because of this problem, and that combatting this would invigorate inter-nation relations and cultural flourishing. It goes on to declare that nations should refrain from hoarding, destroying, or triggering the inflation in value of cards belonging to defunct nations.

Recommendation
We agree that less-established collectors should be able to have access to the broader cards market, including access to rarer cards. Artificially induced scarcity, compounded on the scarcity that is associated with defunct nations to begin with, severely hinders and often completely shuts out any attempts at putting together a myriad of collections that may involve the cards of defunct nations. We further believe that such artificially induced scarcity goes against the inherent spirit of the cards market and mini-game. As such, we support the aims of this proposal.

For the above reasons, the Ministry of World Assembly Affairs recommends a vote For the Security Council Resolution at vote, "On the Artworks of Defunct Nations".

Present. I'm not sure how to feel about "discourages hoarding, destruction, or inflation of artworks credited to defunct nations"; would it be wrong of me to hoard cards like S2 Sciongrad or S3 Heavens Reach, which would otherwise just be ordinary legendaries? I'd appreciate if a card trader could offer their perspective. Other than that, I have no objections to this.

(Non-WA) I am for this proposal. SC proposals that tackle trading cards are usually hard to do well, because of the inherent difficulty in making legislation which references cards in-character without being bogged down trying to do so. This proposal manages the balance very well. As someone whose only interaction with cards has been trying to procure my own, I will defer to those with experience in this area that this proposal is a substantively good one. Hence, it has my support.
