That would you count as "government"? Any government official? Or anyone participating in any role in the region? Would citizens count as government? They do decide on many important matters in the region? Would Executive Staff count as government? GAs? Residents? You need to specify about this...

I hereby define government as anyone apart of the executive staff, Ga's, or judicial workers
